TinyWall is usually behaving as configured: in Normal mode it blocks applications that are not whitelisted. If an approved application still cannot connect, check TinyWall’s mode, explicit block rules, the actual process making the connection, and Windows or third-party network filters before disabling the firewall.

Start with TinyWall’s tray menu. Leave Block all, temporarily select Allow outgoing, and test a browser. Use Disabled only as a brief diagnostic test, then restore protection. A successful disabled-mode test proves that TinyWall or a Windows Firewall configuration it controls is involved, but does not identify the exact rule.

1. Check TinyWall’s current mode

Right-click the TinyWall tray icon and inspect the active mode. TinyWall provides several operating modes, including:

  • Normal: allows whitelisted applications and blocks unknown applications.
  • Allow outgoing: generally permits outbound traffic, although explicit TinyWall block rules can still apply.
  • Block all: intentionally blocks network traffic. Leave this mode before troubleshooting exceptions.
  • Auto-learning: helps discover applications that need access, but should be temporary rather than a permanent least-privilege configuration.
  • Disabled: turns off the protection and should be used only for diagnosis.

These modes are documented on TinyWall’s features page. TinyWall also warns that a new installation blocks most communication until applications are whitelisted, so a sudden loss of access immediately after installation may be expected.

2. Look for an explicit TinyWall block rule

An allow entry does not necessarily override a separate blocking rule. TinyWall’s FAQ states that a blocking rule can continue to block an application even in Allow outgoing or Auto-learning modes.

  1. Open TinyWall’s tray menu and select Manage.
  2. Inspect both the application exceptions and the separate blocking rules.
  3. Search for the affected executable, process, publisher, or path.
  4. Remove, disable, or edit the explicit block entry if it is safe to do so.
  5. Re-add the application as an allow exception if necessary.
  6. Close and restart the application, then test again.

Do not assume that the presence of an exception proves the correct rule is being used. An explicit block may take precedence.

3. Whitelist the process that actually connects

Allowing the visible application is often insufficient. A launcher may start a separate updater, broker, WebView process, background service, or helper executable. VPN clients commonly use a graphical interface, a Windows service, a tunnel process, and additional networking components.

Use TinyWall’s Connections window while reproducing the failure:

  1. Start the affected application.
  2. Trigger the failed connection.
  3. Open TinyWall’s Connections window.
  4. Record the blocked process and its full executable path.
  5. Create an exception for that exact executable, service, or process.
  6. Restart the application and test again.

TinyWall specifically recommends the Connections window when window-based whitelisting does not work. Prefer the exact process over allowing an entire installation folder. Per-user installations may be under a user profile rather than C:Program Files, and self-updating software may change its path after an update.

4. Fix whitelisting for elevated applications

Window-based whitelisting can fail when the target application is running with higher privileges than TinyWall. Right-click TinyWall’s tray icon, choose Elevate, and repeat Whitelist by window if appropriate.

If that does not work, add the executable manually or identify it in the Connections window. Do not run ordinary applications as administrator merely to make whitelisting work.

5. Check services and helper components

Whitelist only the components shown to be blocked. Depending on the software, these may include:

  • a VPN service or tunnel process;
  • a cloud-sync or game-launcher updater;
  • a printer or database service;
  • a Microsoft Store broker process;
  • a WebView or runtime helper;
  • a security product’s service.

There is no universal executable list for every application or VPN. Identify the actual process name and path in TinyWall rather than guessing, especially for applications installed through the Microsoft Store or software that changes paths during updates.

6. Check for competing network filters

TinyWall’s FAQ advises against running other firewall software alongside it, apart from Windows Firewall. Conflicts can come from antivirus firewall modules, VPN kill switches, DNS filters, parental-control software, endpoint-security agents, proxy clients, or web-protection drivers.

  1. List installed products that provide firewall, network protection, VPN filtering, proxy, or outbound-control features.
  2. Temporarily disable only the overlapping filtering component.
  3. Test one connection.
  4. Restore the component immediately after testing.

Do not permanently disable antivirus or security protection. If the conflict is confirmed, use one primary firewall rather than leaving multiple products to filter the same traffic.

7. Verify Windows Firewall’s outbound policy

Windows Firewall normally allows outbound traffic unless a matching block rule or policy changes that behavior. Open the advanced console by pressing Start, typing wf.msc, and pressing Enter.

  1. Right-click Windows Defender Firewall with Advanced Security on Local Computer.
  2. Select Properties.
  3. Inspect Outbound connections under the Domain, Private, and Public Profile tabs.
  4. Check whether the active profile’s default outbound action is Block.
  5. Open Outbound Rules and inspect enabled rules whose action is Block.

Look for broad rules applying to all programs, profiles, ports, addresses, or services. Disable a rule only temporarily and only when you can identify what it does. Do not delete unknown Microsoft or enterprise rules.

Microsoft documents wf.msc, outbound rules, and firewall administration in its Windows Firewall documentation. Administrator rights may be required, and Group Policy can prevent local changes on work or school computers.

8. Check the active network profile

Windows Firewall maintains separate Domain, Private, and Public profiles. A rule that works on a Private network may not apply when the connection is classified as Public.

Open Settings → Network & internet → Wi-Fi or Ethernet, select the connected network, and check whether Windows identifies it as Public or Private. On managed devices, the profile may be controlled by policy.

9. Confirm that the problem is actually a firewall block

If disabling TinyWall does not restore access, investigate DNS, routing, proxies, VPN behavior, and the network adapter.

These tests are clues, not proof. A successful ping does not prove that HTTPS, a proxy, DNS-over-HTTPS, or an application-specific protocol is working.

10. Back up before resetting Windows Firewall

Export the current policy before making major changes:

Only after confirming that corrupted or conflicting Windows Firewall rules are involved should you consider:

netsh advfirewall reset

A reset removes custom firewall configuration and can disrupt VPNs, remote access, enterprise rules, and legitimate application exceptions. Afterward, reboot, confirm Windows Firewall is enabled, restart TinyWall, and recreate only the necessary exceptions. See Microsoft’s netsh advfirewall reference.

11. Reinstall only as a last resort

Reinstalling TinyWall should follow configuration and policy checks, not replace them. Record or export important Windows Firewall rules first, avoid changing firewall software during a remote session, and download TinyWall from its official download page.

TinyWall warns that installing over a remote connection can lock you out before the remote-access program is whitelisted. Do not install or reset firewall software remotely unless you have a reliable recovery path.

Symptom-to-fix guide

Symptom Most useful next step
Every application fails in Normal mode Check that TinyWall is not in Block all, then inspect Connections and explicit block rules.
One application fails Identify its actual executable, helper, or service and whitelist that component.
Allow outgoing restores access Find the missing or incorrect exception and check for a TinyWall block entry.
Allow outgoing also fails Check Windows outbound policy, third-party filters, VPN behavior, DNS, and routing.
The VPN fails while ordinary browsing works Check the VPN service, tunnel process, adapter, kill switch, and DNS handling.
The exception disappears after an update Compare the blocked process’s new full path with the old rule.
Window whitelisting does nothing Elevate TinyWall or use manual executable selection and Connections.
Only a managed computer is affected Check Group Policy, Intune, endpoint security, or contact the administrator.

Keep the final rule narrow

Allow a recognized application or service rather than opening a broad port whenever possible. Microsoft notes that broad port rules can expose more than an application-specific rule. Keep one primary firewall, avoid allowing unknown software, and return from diagnostic modes to a controlled configuration after testing.

For users who do not want TinyWall, the built-in Windows Firewall is a no-cost alternative. Simplewall is a free, open-source Windows Filtering Platform tool for advanced users, while GlassWire adds visual traffic history and monitoring features. Neither should be installed as a second overlapping firewall merely to solve this problem.
