Short answer: TikTok really was reported to be developing a separate U.S. app, internally called “M2,” in July 2025. The reported plan called for a September 5, 2025 release and eventual retirement of the existing U.S. app. But that plan was tied to negotiations over TikTok’s ownership. After a new majority-American-owned joint venture was finalized on January 22, 2026, later reporting said U.S. users could continue using the same TikTok app. The available evidence does not establish that M2 ever became a public, separately branded download.
What “M2” was supposed to be
The Information reported in July 2025 that TikTok was building a U.S.-specific application under the internal codename M2. The existing app was reportedly known internally as “M.” This was described as a separate app-store release, not simply a routine update to the current application.
The report said TikTok expected to release M2 in U.S. app stores on September 5, 2025, then shut down the existing U.S. app in March 2026. Those were plans attributed to people familiar with the project, not public commitments from TikTok, and the timeline was explicitly subject to change.
At the time, TikTok had about 170 million U.S. users. A separate app would therefore have been a major migration project rather than a small technical change.

Why TikTok was preparing a separate U.S. version
The project was linked to the U.S. law requiring ByteDance to divest TikTok’s U.S. business or face restrictions that could make the service unavailable in the country. During 2025, the Trump administration was negotiating a possible restructuring involving investors including Oracle, Silver Lake and MGX.
Reuters reported that employees were transferring or duplicating parts of TikTok’s global technology for a U.S. version, including application code, artificial-intelligence models, recommendation algorithms, product features and user data. TikTok and ByteDance did not comment on that account.

The objective was to create a clearer technical and corporate boundary around U.S. operations. That could make U.S. data handling, security oversight and legal compliance easier, but it would not automatically mean that every line of code or every business relationship became independent of ByteDance.

- Recommendations: A separately operated or trained ranking system could have changed For You feeds.
- International videos: A U.S.-specific app would not necessarily have shown only U.S.-made content. The reporting did not establish that international videos would disappear.
- Features: Music licensing, LIVE, shopping, creator tools or other features could have differed by market or launched at different times.
- Data governance: U.S. user data and security operations could have been managed under the new U.S. entity.
Reuters’ account raised the possibility that a separate algorithm and data system could affect non-U.S. creators who rely on American viewers, as well as U.S. creators reaching audiences abroad. The precise content and monetization rules were not published.

In other words, the reports established an expected download of a different application, but not the mechanics of the account move. Readers should not assume that usernames, followers, drafts, messages, analytics, commerce records or monetization eligibility would automatically follow an account without an official migration notice.

What happened to the plan
On January 22, 2026, later reporting said ByteDance finalized TikTok USDS Joint Venture LLC, a majority-American-owned entity for TikTok’s U.S. operations. Oracle, Silver Lake and MGX were each reported to hold 15%, with ByteDance retaining a minority interest. Reuters reporting carried by Yahoo Finance described safeguards for U.S. user data, the app and algorithm-related systems.

Associated Press coverage said American users could continue using the same TikTok app. That makes M2 best understood as a reported engineering and migration plan developed during the 2025 divestiture negotiations—not as proof that every U.S. user still needs to download a replacement app.

The transaction changed the corporate structure, but it does not by itself prove that ByteDance had no technical, licensing or economic connection to TikTok’s technology. Ownership, data control, algorithm governance and app distribution are separate questions.
What remains uncertain
The available material does not establish whether M2 ever launched publicly, whether it existed only as an internal build, or precisely how the final joint venture implemented the proposed separation. Current users and businesses should rely on TikTok’s in-app notices, official App Store or Google Play listings, and TikTok Business documentation for live information about:
- the company named as the app’s developer;
- data-storage and access arrangements;
- algorithm oversight and recommendation changes;
- creator-program, LIVE, shopping and music-licensing rules;
- advertising accounts, pixels, catalogs, APIs and analytics; and
- any required account or business migration.
Practical steps for users, creators and businesses
- Keep TikTok updated only through the official Apple or Google store.
- Do not install an app calling itself “M2” from a website, message or unofficial store.
- Save original videos, captions and important drafts outside TikTok. Drafts may be stored locally and should never be assumed to transfer.
- Export or record essential follower, sales and analytics information.
- Creators and businesses should maintain at least one secondary short-video channel and preserve an owned audience where appropriate.
- Check official TikTok notices before changing account credentials or accepting a migration request, and treat unsolicited requests for passwords or payment information as potential phishing.
These precautions do not show that a migration is currently required. They are sensible safeguards whenever a platform’s ownership, app identity or data systems may change.
