A WhatsApp chatbot can handle routine e-commerce support—such as order tracking, shipping questions, and return instructions—while routing exceptions to a person. It works best as a first-line support channel, not a replacement for agents. A production setup usually combines the WhatsApp Business Platform, automation, connections to store systems, approved message templates, and a staffed handoff path.
The right scope is practical: automate predictable questions with reliable answers, verify customers before disclosing order information, and send disputes, sensitive requests, or uncertain cases to a human.
Understand the WhatsApp products before choosing a chatbot
“WhatsApp chatbot” is not one standalone Meta product. The setup may be a simple manual inbox or a connected system that links WhatsApp to your store, help desk, and automation.

The Cloud API can connect to a bot, CRM, order system, or help desk. Direct access does not require using a particular provider, but businesses still need to build or obtain the application and agent tools around it. See Meta’s Cloud API overview.

Choose support work that is safe to automate
Start with high-volume questions that have clear rules and dependable answers. Order tracking is often a good first workflow because the status can be retrieved from a system of record rather than guessed by a language model.
Good candidates for automation
- Order status and tracking-link delivery.
- Shipping times, delivery areas, store hours, and payment-method FAQs.
- Return windows, exchange instructions, and return-label steps.
- Product availability, size or color lookup, product-care instructions, and warranty terms.
- Address-change requests before fulfillment, where the store system permits the change.
- Subscription-management instructions, promotion FAQs, and routing customers to the right team.
- Post-resolution feedback requests, where permitted and appropriately timed.
Keep a person in control of exceptions
- Chargebacks, fraud disputes, possible account takeovers, and identity-sensitive requests.
- Refund exceptions, damaged or missing parcels that need investigation, and conflicting order records.
- Medical, safety, legal, or regulated-product advice; high-value purchases requiring nuanced consultation; and angry or distressed customers.
- Any request that cannot be verified safely, or where the bot cannot retrieve current, authoritative data.
Use automation to make agent help faster to reach. Do not treat a bot response as proof that a case was resolved.
Build a support flow around verified answers
A clear opening menu gives customers useful choices without requiring them to guess commands. For example:
Hi — I can help with:
- Track my order
- Start a return or exchange
- Product questions
- Shipping and delivery
- Talk to a support specialist
Buttons or lists can make choices easier than numeric replies; supported interactive message formats are described in Meta’s WhatsApp Cloud API collection.
Separate stable policies from live store data
- Stable content: shipping regions, return windows, warranty terms, accepted payment methods, and care instructions. Keep this material approved, current, and easy to update.
- Dynamic data: order status, inventory, delivery estimates, refund state, account status, and discount eligibility. Fetch these from the store, order-management, fulfillment, or CRM system at the time of the request.
- Restricted data: full card details, passwords, sensitive identity documents, or information unnecessary to answer the question. Do not ask for or expose it in a routine support chat.
For live data, the bot should call an authoritative system rather than answer from an AI model’s memory. If the lookup fails, say that the information cannot be verified and offer escalation.

Verify customers before disclosing order information
Use a proportionate verification step before revealing personal or order details. Possible approaches include an order number plus a matching email or phone fragment, a one-time verification link, a logged-in store link, or a secure account handoff. Knowing an order number alone should not unlock a customer’s full order history or address. Reveal only what the person needs for the request.
Example: order tracking
- Ask for the order number.
- Request a second verification factor before showing order-specific information.
- Look up the order through the commerce or order-management API.
- If found, provide the current status, latest scan where available, and tracking link.
- If delayed or marked as an exception, explain only what the source system confirms and offer an agent.
- If no match is found, allow one correction attempt, then create a ticket or route to support rather than guessing.
Statuses should distinguish meaningful states such as payment pending, preparing, fulfilled, in transit, out for delivery, delivered, delayed, returned to sender, cancelled, and refunded. Present only states your system actually supplies.

Use a technical architecture with reliable handoff
A typical implementation routes WhatsApp messages through Meta’s platform to a webhook service, then to the appropriate business-system handler or agent workflow:

Cloud API webhooks deliver inbound messages and message-status events. Build the receiver and router so a temporary network or store-system failure does not produce a duplicate action or an invented answer.
Webhook handling checklist
- Validate incoming webhook requests and accept them only over HTTPS.
- Record the message ID and timestamp; make processing idempotent so a repeated event does not create duplicate tickets or actions.
- Identify the customer and conversation, then classify the request.
- Verify authorization before returning order or account data.
- Call the relevant commerce system and handle timeouts or errors explicitly.
- Return a concise answer, log the outcome, and escalate when confidence, permissions, or system availability are insufficient.
Keep access tokens secret, rotate and restrict them appropriately, and log delivery status and error details. Subscribe to relevant inbound-message and status events; Meta’s Cloud API documentation covers requests, templates, and webhooks.

This representative request uses placeholders. Replace them with an actual Graph API version, phone-number ID, access token, and E.164-formatted recipient number; do not publish credentials in client-side code.

For a business-initiated message or one sent outside the open customer-service window, use an approved template that matches the intended purpose. Template name, language, variable count, and parameter positions must match the approved version. The API does not permit arbitrary free-form text in place of a required template.
Make human escalation part of the design
Provide a direct, clear route to a person, and ensure there is a real team or ticket queue behind it. Meta’s business policy requires a clear path to human escalation when automation is used: WhatsApp Business policy.
Escalate when
- The customer asks for an agent.
- The bot fails to understand the request twice, or intent confidence is low.
- Order data is missing, contradictory, or cannot be retrieved.
- The request concerns a refund exception, fraud, chargeback, legal complaint, or sensitive personal data.
- The customer is distressed, the order is high-value, or the bot or backend is unavailable.
Pass the transcript, customer identifier, verified order reference, detected intent, attempted actions, and escalation reason to the agent. Define support hours, queue ownership, after-hours behavior, ticket creation, and expected response times before launch. Give customers options such as “agent,” “main menu,” “start over,” and “none of these” so they are not trapped in a loop.
Understand message timing, templates, and consent
WhatsApp rules depend on who initiated contact and when the customer last messaged. A customer-service window is generally open for 24 hours after a customer message. While it is open, the business may send free-form replies under the policy in effect at the time. Outside it, businesses generally need an approved message template. A qualifying customer-initiated conversation from a Facebook or Instagram entry point may open a 72-hour free-entry-point window if the business responds within the required initial period. Check the current Meta policy and provider terms because eligibility and charges can change.

Templates are needed for business-initiated messages and messages sent outside the open customer-service window. Submit them for review and use them for their approved purpose; Meta can reject, pause, or reclassify them. Examples of clearly transactional templates include order confirmation, shipment update, delivery delay, return received, refund processed, and payment failed. Do not disguise a promotion as a utility notification.
Obtain any required notices, permissions, and consent, publish a privacy policy, and honor opt-outs. A message that mixes support with marketing may be treated differently from a purely transactional update, so keep purposes distinct.
Pricing is country- and provider-specific
There is no single universal WhatsApp chatbot price. Meta charges can depend on recipient country, message category, volume tier, and the applicable rate card. A vendor may add per-message, subscription, seat, or infrastructure charges; a custom system also costs engineering, hosting, monitoring, and possibly AI usage.

As of August 18, 2026, Twilio’s page showed no Meta fee for qualifying utility or free-form messages during the customer-service window. That is not a promise that support messaging will remain free. Twilio’s notice says Meta is scheduled from October 1, 2026 to charge per message for Service messages and Utility templates sent during an open customer-service window. Qualifying free-entry-point behavior is described as unchanged in that notice; confirm the current rules before launch or a pricing decision. Choose a provider by the work it removes
Compare the full operating model, not just the API fee. Confirm current country availability, plan limits, number onboarding or migration requirements, data-processing terms, AI allowances, cancellation terms, message markups, and how agents will work the queue.

For an existing help desk, compare the effort and limitations of its WhatsApp integration with a standalone inbox. A custom integration may preserve established support operations but usually requires more implementation work. No provider is universally best: fit depends on engineering capacity, message volume, support workflows, and the total costs for the business’s country.
Protect customer data and comply with applicable rules
- Collect only what is needed. Do not request card details, credentials, or unnecessary identity documents in chat.
- Control access. Limit who can view conversations, customer records, tokens, and administrative settings.
- Secure the integration. Use HTTPS, validate webhook requests, protect tokens, and encrypt stored data in transit and at rest.
- Set retention rules. Define how long message logs and transcripts are retained and who can retrieve them.
- Assess vendors. Review data-processing terms, subprocessors, storage and residency options, incident handling, and deletion capabilities.
- Keep sensitive decisions with people. Do not let an AI model independently approve refunds, cancel shipments, decide identity is verified, or grant policy exceptions.
- Get legal review where needed. Obligations vary by jurisdiction, sector, and data type; this operational checklist is not legal advice.
Meta places responsibility on businesses to obtain required permissions and consent, provide a privacy policy, and comply with applicable law under its business policy.
Launch in stages and test failure paths
Before launch
- Choose a Meta business portfolio, WhatsApp Business Account, and business phone number; complete verification where required.
- Set up the Meta app and appropriate permissions, access-token management, an HTTPS webhook endpoint, approved templates, and privacy and consent processes.
- Connect the commerce system and an agent inbox or ticket queue; assign ownership for escalations.
- Decide whether to use a new number, migrate an existing number, or explore a supported coexistence option. Number migration and coexistence depend on the onboarding route and current Meta and provider support; do not assume every app number can be reused with every API setup.
- Start with five to ten common support reasons. Favor high volume, low ambiguity, dependable backend data, clear success criteria, and low customer risk.
Test before releasing to customers
- A new inbound conversation, a reply after the 24-hour window, and delivery of an approved template; also test a rejected template.
- Duplicate webhook events, delayed or unavailable order-system responses, an invalid order number, and an unauthorized lookup.
- A customer changing topics, sending a voice note, image, emoji, or unsupported file, and sending multiple questions at once.
- Agent takeover, bot timeout, WhatsApp delivery failure, opt-out requests, multiple languages, and time-zone or business-hours behavior.
Soft-launch, then expand
- Release one low-risk flow, such as order tracking, to a limited audience or support segment.
- Review transcripts and system logs for inaccurate answers, failed lookups, privacy issues, and customers who could not reach an agent.
- Fix the flow and confirm it resolves cases correctly before adding returns, product support, or other workflows.
- Expand only when the data source, handoff, and measurement are reliable.
Measure resolution quality, not just bot activity
Track results by intent and report failures as well as successes. A useful dashboard includes:
- First-response time and time to resolution.
- Correct-resolution rate and repeat-contact rate.
- Bot containment rate, paired with evidence that the issue was actually resolved.
- Escalation rate, agent response time, and customer satisfaction.
- Order-status deflection, failed integrations, and the most common unresolved intents.
- Template delivery and read rates, plus complaint or block signals where available.
- Cost per resolved case, including platform charges and agent time.
Treat improved satisfaction or lower support volume as outcomes to verify in your own data, not guaranteed results of deploying a chatbot.
