The EU is not planning to ban Visa, Mastercard, PayPal or Alipay. It is building European payment alternatives to reduce reliance on foreign-controlled networks and platforms. The effort combines the proposed digital euro, the private-sector Wero wallet and rules that make instant bank transfers easier to use.

Those initiatives could replace some transactions over time. They will not make existing services disappear, and neither Wero nor the digital euro is a universal replacement today.

What the headline gets right—and wrong

The distinction matters: replacing some transactions, reducing dependence or changing market share is not the same as making a company illegal. The ECB’s stated rationale is to strengthen Europe’s capacity and resilience in retail payments. That is a strategic objective, not evidence of a plan to remove named providers from the market.

“Payments” describes several different things

Visa and Mastercard are international card networks. They connect banks, merchants and payment processors to authorize and route card transactions. PayPal is a wallet and online-payment platform. Apple Pay and Google Pay are device-based wallets that commonly present cards already issued on existing networks. Alipay is a private digital-wallet and payments ecosystem associated with Alibaba and China.

These services occupy different layers. A European bank card may still use Visa or Mastercard; a phone wallet may simply tokenize that card. An account-to-account payment can instead move money directly between bank accounts, potentially bypassing a card network for that transaction. A payment may still depend on banks, processors, merchant software, phones, operating systems and network connectivity.

So “European alternative” does not mean a completely European-made transaction from device to settlement. The EU’s sovereignty argument is about reducing reliance on critical foreign-controlled payment infrastructure, not achieving technological autarky.

Wero: a private European wallet and payment scheme

Wero is run by the European Payments Initiative, a private-sector initiative involving European banks and payment providers. It is not an EU government app or currency. Its core model uses account-to-account instant payments rather than a conventional Visa- or Mastercard-branded card transaction.

Wero is intended to support person-to-person transfers, payments to professionals, online checkout and, as its rollout develops, in-store payments and other wallet functions. It could compete with PayPal for some online and peer-to-peer uses, or with card payments where a merchant and customer both have access to it. That is competition for particular transactions, not wholesale replacement of every feature those services offer.

Availability remains limited by country, bank, merchant and payment type. Wero’s official support information says it currently supports euro payments; online payments are listed for Belgium, France and Germany. Check Wero’s current online-payment country list and currency information for the latest coverage. The Netherlands and Luxembourg are among the markets in its expansion roadmap. The European Payments Council has described in-store and subscription-related features as later rollout stages; planned timing is not the same as universal availability.

Wero’s merchant proposition will be judged not just by whether a checkout button exists, but by acceptance, pricing, refunds, fraud handling, recurring-payment support and reconciliation. There is no universal Wero merchant price in the official material cited here: merchants should ask their payment-service provider about country-specific availability and terms.

The digital euro: proposed public money, not another private wallet

The digital euro would be an electronic form of euro cash issued by the European Central Bank and distributed through supervised intermediaries such as banks or payment providers. It is fundamentally different from Wero, PayPal or a card scheme: it would represent public central-bank money, not a private payment service.

The proposed design is for an additional way to pay that complements banknotes and coins. It is being developed for everyday payments, with online and offline use under discussion, alongside person-to-person and merchant payments. The EU describes it as an additional payment choice, not a plan to eliminate cash. See the EU’s overview of the official currency and the ECB’s preparation-phase report.

As of August 18, 2026, the digital euro was not live. The European Parliament had moved toward negotiations, while the Council had adopted its negotiating position in December 2025. The ECB’s working assumption is that, if legislation is adopted and technical preparations proceed, pilot transactions could begin around 2027 and potential first issuance could follow in 2029. Those are conditional planning milestones, not a guaranteed launch date. Track the Parliament’s negotiating update and the ECB’s latest preparation statement.

The proposed system aims to preserve access to central-bank money as commerce moves online, support cross-border payments within the euro area and provide a common acceptance layer. A free basic consumer service is part of the policy design, but the final terms, privacy protections, holding limits, liability rules and offline safeguards depend on the legislation and implementation. The European Parliament has discussed sovereignty, privacy and financial-stability questions; these are live design and political issues, not proof of an established feature such as unlimited central-bank control over spending.

Even if issued, a digital euro would not automatically eliminate bank accounts, payment processors, merchant acquirers, terminals, smartphones or existing cards. Nor would a euro-area public payment instrument by itself solve every payment need outside the euro area.

Instant-payment rules provide another part of the groundwork

The EU’s Instant Payments Regulation is separate from both Wero and the digital euro. Regulation (EU) 2024/886 entered into force on April 8, 2024, with initial obligations beginning January 9, 2025. It is intended to make instant euro transfers more available and usable, helping account-to-account services compete. It does not create Wero, issue digital euros or ban card networks. The wider payments package also includes proposed PSD3 and a Payment Services Regulation, alongside open-banking and payment-modernization measures. These rules concern how payment services operate, access data and protect users; they are not a switch that removes existing providers. How the options differ

What this means for consumers, merchants and travelers

Consumers

Existing cards and wallets are expected to remain options. Wero is worth considering only if your bank and the merchant support the relevant transaction. The digital euro is not currently an everyday payment product. Cards are still more useful for many international purchases, reservations, deposits and non-euro transactions. A new payment rail also does not automatically bring credit, chargebacks, loyalty benefits, buyer protection or financing features that a particular card or wallet may offer.

Merchants

A new account-to-account option could provide checkout choice, quicker payment confirmation and competition on costs in some markets. It may also entail integration, fraud-prevention, refund, reconciliation and customer-support work. Whether it saves money depends on the provider’s terms and the merchant’s transaction mix; sovereignty and lower fees are related but separate goals. Businesses serving tourists or international customers are unlikely to be able to drop cards simply because a European option exists.

Travelers and people outside the euro area

Do not assume Wero or a future digital euro will work everywhere you travel. Wero currently supports euro payments and has limited country coverage. The digital euro is designed around the euro, and its reach beyond the euro area depends on the final legal and operational arrangements. For now, travelers should retain an internationally accepted card and a backup payment method, with cash where appropriate.

What to expect next

  • Now: Wero is available in selected markets and use cases; instant-payment obligations have begun taking effect.
  • 2026–2027: Wero’s broader e-commerce and in-store rollout is planned or underway, but adoption and availability will vary.
  • Potentially around 2027: Digital-euro pilots or initial transactions could occur, subject to legislation and readiness.
  • Potentially in 2029: The ECB’s working assumption allows for first issuance, conditional on the law and preparations.
  • Longer term: Actual use depends on whether consumers, banks and merchants adopt the systems and whether they work well across borders.

These milestones describe different projects, not a single replacement date. Even a successful rollout would make foreign payment providers optional in more transactions rather than instantly illegal.
