The clearest shared call from travelers, border communities and businesses is to make trusted-traveler programs—especially NEXUS—easier to use and available at more crossings. That is a policy direction supported in Canadian consultations, not a verified poll showing that all U.S. and Canadian travelers agree or a new bilateral rule. The goal is faster processing for pre-approved, low-risk travelers, not an open border or an end to inspections.
What the proposed change means
The practical proposal is to expand and better coordinate existing ways to process eligible travelers: more access to NEXUS, more participating locations, less friction in applying and interviewing, and clearer, more consistent border requirements. Better use of advance traveler information and preclearance could also help agencies plan and direct resources. These are related ideas, not a single announced reform package.
Canadian government consultations recorded requests for broader NEXUS participation, more participating airports and benefits, stronger outreach, greater use of enhanced identity documents and advance electronic passenger data, and clearer rules for business travel. Those comments support a shared interest among stakeholders; they do not establish that a representative majority of travelers voted for one specific change. Public Safety Canada’s consultation summary is the basis for that distinction.

Why crossings can feel unpredictable
Waiting is not caused by one factor. Traffic can build during holidays, summer travel, major events, enforcement operations or disruptions. Bridge and tunnel queues, construction, weather, lane closures and staffing can compound delays. Airport processing has its own pinch points, and land, air, marine and commercial crossings do not follow identical procedures.
Travelers can also encounter different documentation and processing requirements on the two sides of the border. A Western Washington University Border Policy Research Institute analysis describes policy differences as adding friction to the land-border experience; changing U.S. requirements, including biometric measures, can add uncertainty for some travelers. Requirements depend on a person’s circumstances, route and purpose of travel, so a general claim that every Canadian visitor must complete a new registration would be misleading. NEXUS applications have their own cross-border complication: interviews may involve a two-step process in Canada or a joint interview at a U.S. enrollment center. That extra coordination can be inconvenient even before a member uses a faster lane.

What NEXUS provides—and what it does not
NEXUS is jointly operated by the Canada Border Services Agency (CBSA) and U.S. Customs and Border Protection (CBP) for pre-approved, low-risk travelers. Membership lasts five years and costs US$120, non-refundable. Children under 18 are free, but each person must have an individual membership to receive the benefits.

At participating locations, benefits can include dedicated lanes at land crossings, kiosks or eGates at Canadian airports, Global Entry kiosks at participating Canadian airports and TSA PreCheck access at participating U.S. airports. Access is location-specific: a NEXUS card does not create a special lane or expedited process everywhere. Airports and crossings offering benefits can change, so check the official NEXUS program page and location information before planning around one.
NEXUS does not guarantee admission to either country, waive declarations, replace every travel document, or prevent questioning or inspection. Membership can be suspended or revoked, and a member can be referred to secondary examination. The program may save time when it is available and operating, but it cannot remove a queue caused by traffic approaching a bridge, construction, weather or limited infrastructure.

What official wait-time targets tell you
For 2026–27, the CBSA’s service standards aim to process travelers who reach a primary inspection booth within these times:

These are agency service targets, with a goal of meeting them 95% of the time—not a promise about an individual crossing or trip. They concern processing at the inspection point, not necessarily the entire journey from a highway queue to departure from the border. Airport baggage delays, aircraft holds and other factors are outside some processing standards. See the CBSA’s 2026–27 service standards for definitions and qualifications.

Changes already in motion are limited in scope
Canada’s Traveller Modernization work includes a planned two-year pilot for Canadian land preclearance on the U.S. side of the Covey Hill/Cannon Corners crossing between Quebec and New York. The stated purpose is to identify inadmissible travelers before they reach Canada while facilitating legitimate travel and goods movement. It is a pilot at a particular crossing, not a new system for the whole border. The CBSA departmental plan describes it.
Preclearance relocates inspection to an earlier point in a journey; it does not eliminate inspection or guarantee entry. More broadly, expanding trusted-traveler and preclearance systems would require funding, facilities, staffing, compatible processes and agreements about information use. Any expansion should make privacy protections and ways to challenge a denial or revocation clear, especially if it relies on additional data or biometric checks.
Is NEXUS worthwhile for you?
- Frequent cross-border traveler or commuter: NEXUS may be worth considering if you regularly use participating crossings or airports and qualify. The value comes from repeated use, not a guaranteed fast trip every time.
- Family traveling together: Each traveler needs their own membership to use the benefits. Children under 18 are free, but every family member still needs a card and must follow program rules.
- Occasional tourist: The fee and application/interview effort may not pay off if you cross rarely or do not use participating locations. Check wait times and documents instead.
- Business traveler: NEXUS may help with eligible travel, but it does not resolve every temporary-work, professional-entry or documentation question. Confirm requirements for the specific activity and destination.
- Not eligible or not applying: Regular lanes remain the option. Enhanced driver’s licences may support certain land-border trips where issued and accepted, but availability depends on jurisdiction and route; they are not a universal passport substitute.
Airport tools are similarly route-specific. U.S. preclearance, Global Entry and Mobile Passport Control apply in particular settings and are not interchangeable with NEXUS lanes at land crossings. A 2025 congressional letter raised questions about whether Mobile Passport Control would meet new U.S. registration requirements for certain Canadian travelers; do not assume the app resolves a requirement without checking current official guidance for your situation. The letter is a request for clarification, not itself a definitive rule.

- Check your eligibility and apply through official channels. Review the CBSA NEXUS page and use the official Trusted Traveler Programs application system linked there. The CBSA’s 30-business-day service standard concerns notifying complete applicants whether they may proceed to the interview stage; it is not a promise of final approval or card delivery.
- Plan for the interview. Follow the instructions attached to your application and conditional approval. Do not assume a particular interview format or approval timetable.
- Confirm that your crossing offers the benefit you expect. Check participating locations and any current lane or facility availability before setting out. Use a NEXUS lane only when authorized and follow posted instructions.
- Check conditions close to departure. Use the CBSA border wait-time tool for Canadian crossings. Estimates can change with traffic, staffing, weather, construction, enforcement activity and local conditions; they do not reserve a lane or guarantee a wait.
- Carry the right documents and make required declarations. Requirements depend on citizenship, mode, destination and purpose. A trusted-traveler card is not a substitute for checking what documents and declarations apply to your trip.
The practical takeaway
The best-supported “one change” is not abolishing border checks. It is expanding and making more consistent the trusted, pre-approved pathways that can move eligible low-risk travelers through participating crossings more efficiently—while retaining screening and clear accountability. For frequent travelers, NEXUS is the practical option available now; for everyone else, checking official wait times, location details and document requirements remains the most reliable preparation.
