Microsoft says text-recognition processing runs locally on the device. That describes the OCR process; it does not establish that every capture feature is available on every PC. Consider another option if you need configurable multi-step upload workflows or a broader set of capture and recording tools. Greenshot is free and open source. Its official feature description covers region, window and full-screen capture, annotation, obfuscation and several export options. It is a reasonable choice if you want to mark up or obscure parts of a screenshot and then send it through a familiar export route.
Be precise about scrolling capture: Greenshot’s official page describes scrolling web-page capture from Internet Explorer. That is not a basis for promising universal scrolling capture across browsers or applications. If scrolling capture is essential, confirm the current behavior for your specific setup before adopting it.

Snagit: a paid option for documentation work
Snagit is a relevant paid contender when screenshots are part of a documentation workflow. The available evidence does not establish its current features, price, license structure or trial terms. - What do you capture? A selected region or window is enough for many tasks. If you need full-screen, monitor-specific, scrolling or video capture, verify that exact mode in the product’s current documentation.
