There is no single best HR and payroll service for every business. For a small U.S. employer that wants straightforward payroll and basic HR, Gusto is a sensible place to start. QuickBooks Workforce Payroll is a stronger fit if your accounting already runs on QuickBooks; Rippling suits companies that want HR, payroll, IT, and other workflows connected; and Justworks is worth considering when you want a PEO relationship rather than software alone. Larger or more complex employers should compare mid-market and enterprise platforms such as ADP Workforce Now, UKG, Paylocity, Paycom, and Workday.
The right shortlist depends less on a vendor’s “best” badge than on your states, pay rules, employee mix, accounting system, benefits, HR needs, and appetite for outsourced support. This guide focuses primarily on U.S. employers; tax, wage-and-hour, leave, and workers’ compensation requirements vary by jurisdiction.

These are use-case recommendations, not universal rankings. Employee-count ranges are only a starting point: a 40-person business with hourly staff in several states may have more demanding needs than a 100-person single-state professional-services firm.
What HR and payroll software actually does
These platforms can combine several jobs, but the exact bundle varies by provider and plan. Ask which functions are included, which require add-ons, and which remain your responsibility.

- Payroll processing: Calculates and pays employees and, where supported, contractors. It may handle salary, hourly, multiple rates, commissions, bonuses, deductions, garnishments, reimbursements, and taxable benefits. Look for direct deposit or other payment methods, off-cycle runs, payroll calendars, approvals, pay statements, tax forms, payroll registers, audit trails, and general-ledger reports. Do not assume every product supports every pay frequency, union rule, prevailing-wage setup, or unusual compensation structure.
- Payroll tax administration: Depending on product and plan, the vendor may calculate, deposit, and file federal, state, and local payroll taxes and prepare year-end forms such as W-2s and 1099s. Some offer tax-registration assistance or notice support; others provide less. Your business still needs correct tax IDs, agency accounts, employee addresses, and classifications, and must check what happens when a notice arrives.
- Core HR: Common basics include employee records, onboarding, e-signatures, document storage, PTO, and employee self-service. Deeper HRIS features may cover benefits enrollment, organizational charts, recruiting, performance, learning, compensation planning, surveys, analytics, and HR advisory help. A payroll plan described as having “HR” may include only a subset.
- Time, attendance, and scheduling: Check clocks, mobile and kiosk options, geofencing, timecard approvals, overtime and break rules, PTO accruals, shift scheduling, job costing, and payroll integration. Restaurants, healthcare employers, construction firms, and other hourly or distributed workforces should test real shifts and exceptions, not just a standard salary run.
- Benefits administration: A platform may support health, dental, and vision enrollment; retirement contributions; workers’ compensation; commuter plans; FSA/HSA deductions; carrier connections; and COBRA administration. Verify whether it acts as broker, administrator, software layer, or integration partner. Carrier, state, workforce, and plan-size availability can vary.
Understand the service model before comparing products

These are not interchangeable choices. A lightweight payroll product is not directly equivalent to Workday or a PEO: one is primarily software, another may be an enterprise HCM suite, and another changes the service and employment-administration relationship.
Provider fit: strengths, trade-offs, and questions
Gusto: approachable small-business payroll
Best for: Smaller U.S. businesses seeking payroll with basic-to-moderate HR and benefits features. Gusto describes its offering as spanning payroll, benefits, HR, time, and related tools; that positioning is the vendor’s description, not an independent product test. See its comparison page.
Gusto’s public pricing page lists Contractor-only at $35 per month plus $6 per person, Simple at $49 plus $6 per person, and Plus at $80 plus $12 per person. The page describes Simple as single-state payroll and Plus as including multi-state payroll, time tracking, and expanded HR features. Prices and promotions can change; check the current pricing page before deciding. Its page also describes a contractor-only option with domestic contractor payments and 1099 creation and filing.

A “multi-state” plan does not itself guarantee that every registration, locality, or state rule will be set up for you. Businesses with sophisticated scheduling, job costing, union rules, or unusual pay structures should confirm fit before migrating.
Ask: Which states and local taxes are covered on the quoted plan? Are time, benefits, and HR functions included? What contractor, year-end, or registration fees apply? Which accounting integration features synchronize automatically?
QuickBooks Workforce Payroll: accounting-led businesses
Best for: Employers whose accounting work already centers on QuickBooks and who want payroll close to the ledger. QuickBooks positions payroll alongside accounting, time, employee management, benefits, and HR tools in its payroll-and-accounting overview.
QuickBooks’ public Workforce Payroll page shows a standard price of $50 per month plus $7 per employee, with an introductory price displayed at $25 per month plus $7 per employee. Treat the discount as temporary, not the long-term rate. Plans differ: higher tiers add some combination of time tracking, HR assistance, faster direct deposit, setup support, and tax-protection features. Its full-service materials describe federal and state tax calculation, filing, and payment; do not assume identical coverage on every product or plan. The tax-penalty protection described for Elite is subject to its terms and is not a blanket transfer of all payroll liability. Check the current plan details and bundle pricing.

Trade-offs: The value is less compelling if you do not use QuickBooks. Include the accounting subscription and payroll tier in the comparison, and verify whether your HR needs go beyond the payroll product’s tools.

Ask: Is the quoted price promotional? Does the specific plan file and pay taxes in each required jurisdiction? Which time and HR functions are included? Can your accountant access the account and reconcile the payroll journal the way you need?
Rippling: connected workflows for a growing company
Best for: Organizations that want employee changes to connect HR and payroll with IT provisioning, app access, expenses, or other workflows. Vendor comparison material describes an all-in-one HR, payroll, IT, and finance platform with custom workflows; treat this as vendor positioning, not an independent benchmark. Trade-offs: Modular pricing can make totals difficult to predict, and configuration may require more time or expertise than a small company needs. It may be overbuilt for an employer that only wants basic payroll.
Ask: Request a written, itemized quote for every module, implementation task, and support tier. Demonstrate the employee-onboarding workflow you actually need, including what happens if an app, deduction, or payroll sync fails.
RUN Powered by ADP: small-business payroll from a large provider
Best for: A small employer that values a major payroll provider and wants the option to explore broader ADP services. RUN is ADP’s small-business-oriented product; independent review coverage discusses its position among small-business payroll tools.
Trade-offs: Pricing is generally quote-based, and package, support, implementation, and add-on costs need scrutiny. It may feel more process-heavy than a simple self-service tool. Confirm exactly which HR, benefits, time, and reporting functions appear in your proposal.
Ask: Who handles support and tax notices? Is there a dedicated representative? What costs change with headcount, additional states, or a move to another ADP product?
Paychex Flex: a broad payroll and HR service catalog
Best for: Employers who want payroll alongside HR, benefits, workforce management, and a provider that can offer service support.

Trade-offs: Packages and pricing are typically quote-based. Compare what is software, what is a managed service, and what costs extra rather than evaluating a broad catalog as if every feature is included.
Ask: Request a quote that separates base fees, per-worker charges, payroll tax work, year-end forms, HR support, timekeeping, benefits, and implementation.
Justworks: consider the PEO, not just the app
Best for: Businesses considering a PEO-style relationship to combine payroll, benefits administration, and HR support. It is more than a payroll application.

Ask: Who sponsors or brokers benefits? Which benefits and HR services are included? How are costs calculated? What happens to benefits and administration if you leave?
BambooHR: HR-first, with payroll coverage to verify
Best for: An organization prioritizing employee records, onboarding, performance, recruiting, and people operations. Independent HR-software coverage describes BambooHR as centered on these HR needs; see HR software context.
Trade-offs: Confirm whether the payroll functionality available to you matches your states, pay rules, and integrations. You may need a separate payroll partner, and the combined price can exceed an integrated payroll-first product.

Other small-business and larger-platform options
OnPay and Patriot Payroll are alternatives to shortlist for lower-complexity small-business payroll; verify current pricing, supported workflows, and jurisdiction coverage directly at OnPay and Patriot. They are not substitutes for enterprise workforce-management or global employment services.
For mid-market and enterprise organizations, evaluate UKG Ready, ADP Workforce Now, Paylocity, Paycom, Workday, UKG Pro, ADP Enterprise, Dayforce, SAP SuccessFactors, Oracle HCM, or a specialized global provider according to actual needs. These platforms are generally quote-based and implementation-dependent. They can be poor value for a microbusiness that only needs a basic payroll run.
Feature comparison: what to verify
Feature availability changes by plan, location, and configuration, so this is a buying checklist rather than a claim that every named vendor includes every function. Ask the provider to mark each requirement as included, paid add-on, partner integration, or unsupported.

Gusto advertises accounting connections including QuickBooks, Xero, Aplos, ZipBooks, Autobooks, and FreshBooks on its pricing page. An integration listing alone does not tell you whether it provides two-way sync, detailed journal mapping, or the workflow you need—test the specific connection.

Most payroll prices use a base subscription plus a per-employee charge, but other models include per-worker monthly fees or charges per payroll run. Add-ons may apply to time tracking, scheduling, benefits, tax registration, year-end forms, HR advice, implementation, migration, and premium support. PEO costs are not directly comparable with a software subscription because the services and employment-administration relationship differ.
Annual cost = base subscription + employee charges + contractor charges + payroll-run fees + tax-registration fees + year-end fees + required add-ons + implementation and migration costs.
For example, using Gusto’s listed Simple rates—not counting taxes, extra services, or promotions—a business with 10 employees would calculate $49 + (10 × $6) = $109 per month, or $1,308 per year before any other charges. At the listed Plus rate, the same headcount would calculate $80 + (10 × $12) = $200 per month, or $2,400 per year. The higher price reflects a different feature bundle, so compare what your business needs rather than just the headline total. Verify current rates at Gusto’s pricing page.

A practical way to narrow the shortlist
- Start with your accounting stack. If your accountant and finance team rely on QuickBooks, test Workforce Payroll first; otherwise compare native integrations, journal mapping, department/class tracking, and accountant access.
- Count workers and worker types. Include employees, contractors, entities, locations, and projected growth. Ask whether contractors use a separate plan or portal.
- Map every jurisdiction. List employee work and residence locations, tax agencies, localities, and countries. Ask who registers accounts and how fees are handled.
- Describe pay complexity. Document hourly and salaried groups, overtime, tips, multiple rates, shifts, commissions, garnishments, union or prevailing-wage rules, and off-cycle needs.
- Choose the right product category. Decide whether you need payroll only, an HRIS, a broader HCM, a PEO, an EOR, or a managed payroll service.
- Inventory benefits and HR requirements. Separate must-have benefits administration and HR support from useful extras such as recruiting, performance management, and analytics.
- List mandatory integrations. Name accounting, time clocks, scheduling, expenses, benefits, retirement, identity/access management, recruiting, and job-costing systems. Test data direction and error handling.
- Set your support threshold. Decide whether self-service documentation is enough or you need phone support, implementation help, tax-notice handling, or a dedicated contact.
- Compare annual cost and risk. Include all required plans, fees, setup, migration, and support, then weigh the time needed to maintain the system and the consequences of a configuration error.
- Request a scenario-based demo. Have the vendor run your hardest ordinary payroll case, a correction, an employee termination, a new state, and a timecard exception—not just a clean sample.
Multi-state, hourly, contractor, and international edge cases
Multi-state employers
Check state and local registration, remote-worker addresses, reciprocal tax agreements, new-hire reporting, unemployment accounts, paid-leave programs, sick-leave rules, workers’ compensation, pay-statement requirements, pay frequencies, and overtime rules. A claim of support for all 50 states does not necessarily mean that every locality is covered or that the vendor will register every account and configure each rule without extra charges.
Hourly, tipped, or field-based teams
Make the vendor demonstrate tips and tip credits, multiple rates, overtime, break deductions, shift premiums, job codes, travel time, mileage, location-specific payroll, timecard edits, manager approvals, and retroactive pay changes. Ask who owns rule configuration and how corrections flow into payroll. A conventional salary demo cannot establish fit for restaurant shifts, healthcare schedules, field crews, or mobile teams.
Contractors and mixed workforces
Verify contractor-only pricing, 1099-NEC preparation and filing, payment coverage, portal access, and whether international contractors are supported. Do not treat a payment platform as an employee-versus-contractor classification service; classification decisions have legal and tax consequences that software does not automatically resolve.

International workers
Clarify whether “global” means global payroll, an EOR, international contractor payments, local benefits, local tax withholding, currency conversion, country-specific contracts, or local HR support. A U.S. payroll product with international features may cover only contractor payments or require a separate service.
Benefits and retirement
Ask whether the vendor brokers or merely administers plans, whether participation minimums apply, what states and carriers are supported, whether deductions sync automatically, how status changes affect enrollment, and whether COBRA is included or outsourced.
Payroll setup and migration checklist
Payroll accuracy depends heavily on setup. Before switching, require a written migration plan and establish who is responsible for each item:
- Employee and contractor master records, addresses, classifications, and pay rates.
- Federal, state, and local tax jurisdictions, employer IDs, and agency account numbers.
- Year-to-date wages, withholding, employer taxes, and prior payroll records.
