Harrah’s “test or get fired” maxim was a forceful way to tell managers not to roll out important programs on instinct alone. It is widely attributed to executive Gary Loveman, but the available accounts do not establish it as a formal, companywide human-resources rule. The business principle was simpler: state what a change is expected to do, test it against a meaningful comparison, and use the results to decide whether to expand, revise, or stop it.
What did “test or get fired” mean?
Accounts of Loveman’s formulation describe three offenses that could get someone fired: stealing, sexually harassing women, and instituting a program without first running an experiment. One account specifies the need for a control group. The quotation is widely reported, but no source cited here establishes a written Harrah’s policy with that title or proves that employees were automatically dismissed for failing to run a test. It is best understood as an executive’s blunt cultural message about managerial accountability, not as a job test for frontline staff. ScienceDirect’s account reports the quotation; an InformationWeek interview and a Destination CRM article also discuss the approach.
Gary Loveman, an economist who became a senior executive at Harrah’s, became closely associated with applying analytics and experimentation to casino marketing and customer behavior. Harrah’s emerged as a prominent example of analytics-led management, but experimentation should be described as part of its approach—not the sole cause of any broader business turnaround.
Why test a business idea instead of trusting intuition?
Intuition is useful for generating a hypothesis: “Customers will respond to this offer.” But a manager cannot know from enthusiasm, timing, or a rise in bookings alone whether the offer caused the change. Demand may have increased because of a holiday, a major event, a competitor’s pricing, a new advertising campaign, or a different mix of customers.

Measurement asks whether people exposed to the offer behaved differently from a comparable group who were not exposed. A well-designed experiment makes that difference more plausibly attributable to the offer. Decision discipline goes a step further: the organization defines in advance what result would justify continuing, changing, or ending the program. The point is not to outlaw judgment; it is to avoid presenting an untested hypothesis as established fact.
How could Harrah’s put experimentation to work?
A casino operator can observe a range of customer and transaction behaviors, including visits, property preferences, hotel bookings, promotional responses, spending patterns, and rewards activity. That makes testing offers and marketing decisions practical, but data by itself does not prove cause and effect. The comparison and the way groups are formed matter.
Reported examples of Harrah’s tests include incentives intended to influence hotel stays. A later account says retail-store discounts had little effect on bookings compared with other incentives, such as room discounts, and describes redirecting resources toward more effective offers. That is a secondary account, not a fully documented causal estimate, so it should be treated as an illustration rather than a quantified result. The account describes testing incentives and hotel-related offers.

Depending on the question, a company might test customer incentives, hotel discounts, loyalty benefits, promotional messages, service changes, or how marketing spending is allocated. A comparison could involve eligible customers randomly assigned to different offers, or a pilot in selected properties while others continue with the existing approach. If groups differ in other important ways, the result may say more about those differences than about the new program.
Why does a control group matter?
A control group approximates the counterfactual: what would likely have happened to similar customers or locations without the intervention? Comparing a test group with that reference helps separate a program’s effect from changes that would have occurred anyway. A before-and-after comparison alone cannot reliably do that.
For example, suppose a property introduces a new hotel offer. If bookings rise that month, the promotion may deserve credit—but a large event or seasonal demand could also explain the increase. A more informative test would assign comparable eligible customers to receive either the new offer or the existing approach, observe both groups over the same period, and compare outcomes. The analysis should include the cost of the offer and relevant downstream behavior, not only the initial booking rate.

Business tests do not all need a laboratory-style setup. Randomly withholding an offer from a subset of eligible customers is one option; comparing two messages, using a staggered rollout, or piloting at selected locations can also help. When random assignment is impractical, a time-based, geographic, or property comparison may be useful, but it is weaker if the groups face different conditions.

Collecting data is not the same as managing by evidence. The stronger cultural claim associated with Harrah’s is that managers were expected to make programs testable and explain what the results showed. In practice, that means asking whether a proposal has a clear hypothesis, a measurable outcome, a credible comparison, and a decision attached to the result.
The approach also requires leaders to accept results that contradict their preferences. If managers are rewarded only for defending an idea or producing a positive metric, they have an incentive to design tests that validate a predetermined answer or bury inconvenient outcomes. A working test-and-learn culture records unsuccessful results as well as successful ones and makes the learning useful to later decisions.

What experimentation cannot settle
Ethics and legal obligations come first
Customers and employees are not unrestricted experimental subjects. Tests involving personal data, unequal treatment, vulnerable customers, employment conditions, or financial risk may require legal, privacy, compliance, and ethics review. Casino marketing also needs a responsible-gambling lens: a promotion that increases customer spending is not automatically desirable if it encourages harmful behavior. Commercial outcomes should be assessed alongside customer welfare and regulatory risk.
Some decisions should not be withheld for a test
Do not create a control group by denying legally required benefits, safety protections, accessibility accommodations, emergency services, responsible-gambling safeguards, or contractual and collectively bargained rights. Some decisions—such as urgent safety responses, compliance changes, and one-time capital projects—cannot be randomized in a useful or responsible way. A pilot or structured review may still expose implementation risks without withholding essential protections.

Small samples, short observation windows, nonrandom assignment, contaminated comparison groups, multiple unplanned comparisons, and selective reporting can all produce unreliable conclusions. A positive result on a convenient metric may not represent business value: a higher response rate could come with higher costs, more cancellations, worse long-term retention, or greater operational burden. Statistical significance is not the same as practical significance, incremental profit, or a beneficial outcome.

A punitive culture can undermine learning
If “test or get fired” is interpreted literally as a threat, managers may hide uncertain ideas, avoid difficult-to-measure improvements, or run performative tests designed to please leadership. The useful version is accountability for learning: explain the decision, test it when feasible, report the result honestly, and use that evidence to choose the next step.

Harrah’s also enforced prescriptive employee standards. In Jespersen v. Harrah Operating Co., a Ninth Circuit record describes the company’s “Personal Best” appearance-training program, proficiency testing, employee photographs, appearance standards, and a makeup requirement. The record also describes the termination of an employee who refused the makeup requirement; contemporary coverage reported on the makeup-related dispute. This is a separate employment-policy matter, not evidence of what Loveman’s experimentation maxim meant. It does caution against portraying the company as uniformly experimental or treating customer-marketing tests and employee policies as one thing.
How to apply the lesson to a decision today
Use a controlled test when a decision is reversible, its outcome can be measured, comparable groups are available, and the cost of being wrong is meaningful but manageable. Use a pilot when a change needs training or infrastructure, affects operations, or cannot readily be randomized. If neither is workable, state the limitations of the comparison and use ordinary judgment without pretending the evidence is stronger than it is.

- Write the hypothesis. Name the behavior or outcome expected to change and why.
- Choose a primary metric and guardrails. The primary measure might be bookings, retention, contribution margin, response rate, or service time. Track relevant costs and possible harms such as complaints, cancellations, fraud, workload, and long-term retention.
- Choose the comparison. Identify who receives the change and who does not. Prefer random assignment among eligible participants when it is ethical and practical; otherwise document why the alternative comparison is weaker.
- Set the duration and sample size. Avoid stopping merely because early results look favorable, and allow enough time to observe the outcome that matters.
- Set a decision rule before reviewing results. Define what would count as enough evidence to continue, revise, or stop, including a threshold for practical value rather than only statistical significance.
- Review effects and risks across groups. Check whether the intervention helps one segment while harming another, and whether it produces unintended or inequitable outcomes.
- Record the result and scale carefully. Preserve negative as well as positive findings. A promising pilot is not automatically a universal solution; expand in stages and retest when customer behavior, competitors, regulations, or economic conditions change.
