Choose Signal for confidential conversations; choose Telegram for cloud convenience, public communities, channels, bots and large-scale sharing. Signal encrypts every conversation end to end by default. Telegram’s ordinary cloud chats are encrypted to Telegram’s servers and back, but are not end-to-end encrypted; its stronger Secret Chat mode is opt-in, one-to-one and device-specific. Many people sensibly use both: Telegram for communities and broadcasting, Signal for sensitive conversations.

“Encrypted” is not the same as “end-to-end encrypted.” E2EE means only the communicating endpoints are intended to decrypt a message. Encryption between your device and a provider’s server still leaves the provider as part of the trust model.
Privacy and encryption
Signal makes the secure mode the normal mode
Signal says its conversations are always end-to-end encrypted, including one-to-one chats, groups, voice calls and video calls. You do not have to select a special chat type. Signal’s group system is also designed to avoid giving the service a readable record of group memberships, titles, avatars and other group attributes. Telegram has two different messaging models
Ordinary Telegram private and group chats are cloud chats. They use client-server and server-client encryption and are stored in Telegram’s cloud so that messages and media can appear on your logged-in devices. They are not equivalent to Signal conversations from an E2EE perspective. Telegram documents the distinction in its FAQ and privacy policy.

Secret Chats add client-to-client E2EE for supported one-to-one conversations. They are device-specific, do not synchronize like ordinary cloud chats, and can be lost with the originating device. Secret Chat is a genuine privacy feature, not a sham; the practical problem is that it is optional and unavailable as the normal protection model for Telegram groups. A user can easily believe a regular chat is private because it is labelled encrypted without realizing it is not E2EE.
Telegram says its voice and video calls, including group calls, are E2EE. That call claim does not make ordinary text chats, channels or cloud-stored media E2EE.
What each service knows
Signal’s nonprofit materials emphasize no advertising, no tracking and minimal data collection, funded by grants and donations. Signal still needs registration and network information, so it is not an anonymous service. Its published response to legal demands illustrates how little account data it is designed to retain, but that is not a promise that endpoints or users are invisible.

Public channels, public groups, usernames, bots and anything a participant voluntarily shares create additional exposure. A bot is third-party software, not a private Signal contact; Telegram’s bot documentation explains when bots or bot administrators can receive group messages.
Neither app protects an unlocked or compromised phone, screenshots, forwarded messages, a malicious recipient or a stolen account credential. E2EE protects the communication path, not every endpoint.

Phone numbers, usernames and discoverability
Both services have phone-number-based registration requirements, although usernames and privacy settings can reduce number exposure.
Signal lets you create a username, start chats by username and control who can find or see your number. Registration still requires an SMS or call, and anyone who already knows your number may continue to know it. Username privacy is not anonymity. For high-risk conversations, compare safety numbers or verify identity through another trusted channel. Signal’s current controls are described in its phone-number privacy guide.

Groups, channels and communities
Signal is built for private groups. Its groups support invitation links or QR codes, administrator controls, mentions, disappearing messages and up to 1,000 members. Signal Support lists up to 75 participants for group video calls; requirements and limits can change with app versions.
Telegram is the stronger platform for large or public communities. It offers searchable public groups, channels for broadcast publishing, moderation tools, usernames, bots and automated workflows. Channel posts appear under the channel’s name and photo rather than an individual author. This makes Telegram suitable for clubs, creators, organizations, news distribution and support communities, but public content should never be treated as confidential.

Compare the purpose, not just the member count: a private family or work group favors Signal; a public announcement channel or bot-moderated community favors Telegram.
Devices, synchronization and backups
Telegram: effortless cloud history
Sign in on another Telegram device and ordinary chats and media synchronize from the cloud. This is excellent for search, file access and continuity after a phone change. The trade-off is that Telegram’s cloud architecture is part of the trust model. Secret Chats remain tied to their devices and do not restore like ordinary chats.
Signal: privacy-preserving recovery with more responsibility
Signal supports up to five linked devices. The primary phone must reconnect periodically, and linked devices can be removed after prolonged inactivity under Signal’s documented rules. Rollouts vary by platform; Signal announced expanded Android and iOS linked-device support for Android 8.20 and iOS 8.22 in August 2026.
Signal now offers optional Secure Backups. They are end-to-end encrypted and protected by a 64-character recovery key. The free tier includes text history and the last 45 days of media; Signal documents a US$1.99-per-month tier with up to 100 GB of media, subject to availability and regional changes. Signal cannot restore a backup without the key. Store it safely: losing it can mean permanent loss of the backup.
Android and Desktop also have documented local backup options, and device-to-device transfers can help when the old phone is available. Platform and cross-platform limitations apply, so check Signal’s transfer matrix before migrating. Signal is not “a messenger with no backup,” but it is not Telegram’s automatic cloud archive either.

Calls, files and everyday features
Both apps offer voice and video calls, media sharing, disappearing messages and group conversations. Signal’s calls inherit its default E2EE model. Telegram’s FAQ describes one-to-one and group calls as E2EE and lists group calls for up to 200 participants; confirm current limits in the app because feature rollouts change.
Telegram is better when messaging doubles as storage or publishing. Ordinary media is available across devices, channels can distribute files, and bots can automate workflows. Telegram Premium adds larger limits and other enhancements, but Premium does not turn ordinary cloud chats into Signal-style default E2EE chats; check the official Premium page for current regional pricing and limits.
Signal can send photos, videos, GIFs and files, but its architecture prioritizes private communication over a persistent media warehouse. That difference explains much of the convenience gap.

“Open source” is not a single security score. Signal publishes its clients and protocol specifications and supports safety-number verification. Telegram publishes client code and protocol material, but its cloud architecture and encryption modes are different. Ask which client and server components are inspectable, how identities are verified and how much the provider must be trusted—not simply whether an app has an open-source label.
Common mistakes
- Using a Telegram ordinary chat for sensitive material: switch to a Secret Chat for a one-to-one conversation, or use Signal.
- Assuming a Telegram group is Secret Chat protected: Secret Chats are not the normal group model.
- Sending confidential information to a Telegram bot: a bot is an additional software participant.
- Assuming Signal usernames provide anonymity: protect the phone, account and identity context as well.
- Skipping identity verification in Signal: E2EE does not prove that an impostor is the intended contact.
- Losing a Signal recovery key: backups cannot be decrypted without it.
- Ignoring the device: use a strong passcode, current software and protection against malware.
Which should you choose?
Choose Signal when
- Default E2EE matters more than cloud convenience.
- You discuss legal, medical, journalistic, activist, business or personal-sensitive subjects.
- You want private groups rather than public discovery.
- You prefer a nonprofit service without ads or tracking, while accepting that it is not anonymous.
- You can manage linked devices, transfers and recovery keys carefully.
Choose Telegram when
- You need synchronized chats and media on many devices.
- You participate in public channels or large communities.
- You need bots, automation, moderation or platform integrations.
- You distribute files or announcements at scale.
- You understand that ordinary chats are cloud chats and know when Secret Chat is required.
Use both when
Telegram is where your audience or communities already are, but Signal is the place for sensitive one-to-one and private-group conversations. Tell participants exactly which app and chat mode to use, and never assume that a Telegram public group, ordinary chat or bot interaction has Signal-level confidentiality.

Bottom line
Signal is primarily a private messenger; Telegram is both a messenger and a communications platform. Signal wins on secure defaults and private-group design. Telegram wins on synchronization, reach, publishing, bots and convenience. The right choice follows the conversation: use Signal when confidentiality is the priority, Telegram when community features and cloud access are the priority, and both when you genuinely need each role.

Can I hide my phone number on either app?
