SpaceX targeted Sunday, October 13, 2024, for Starship’s fifth integrated flight test, but the date was not a launch guarantee: the FAA still had to complete a modification to the company’s existing vehicle-operator license and determine that applicable requirements were met. The flight ultimately launched that day. This is a retrospective of the regulatory uncertainty and mission plan as they stood in October 2024.
What the FAA license question meant
The mission was Starship Flight 5, also called IFT-5, from SpaceX’s Starbase facility at Boca Chica in Cameron County, Texas. The FAA was considering a modification to SpaceX’s existing vehicle-operator license—not simply issuing an entirely new license. A target date, company readiness, or an airspace advisory did not by itself authorize liftoff.
The FAA’s Office of Commercial Space Transportation regulates U.S. commercial launch and reentry operations. Under the Part 450 framework, a vehicle-operator license can cover launches, reentries, and related operations. Its review can encompass public-safety risks, mission and payload hazards, financial responsibility, environmental effects, and coordination involving national-security or foreign-policy considerations. Airspace closures and public notices are also part of preparing for a launch. The FAA describes its Starship license review process and broader commercial space licensing framework.
Why the review took longer than SpaceX’s target suggested
The FAA said SpaceX still had to meet safety, environmental, and other licensing requirements. The review involved proposed changes to the Flight 5 mission profile and related analysis, rather than one isolated environmental question. The issues included information about the vehicle’s environmental footprint, where the forward heat shield might be discarded, additional sonic-boom modeling for Super Heavy’s return, water-deluge-system updates, and consultation with other agencies, including environmental authorities.

Because the proposed changes could have effects beyond those already analyzed, the FAA said a more detailed review was needed. Its public statements also gave an earlier expectation that a final determination might not arrive until late November. That was an estimate at an earlier point in a changing process—not proof that an October launch was impossible or that either SpaceX or the FAA had acted improperly. The FAA’s statements on the pending review framed the remaining work broadly as safety, environmental, and other licensing requirements.
What the October environmental finding resolved
On October 12, 2024, the FAA issued a written environmental re-evaluation for the proposed Flight 5 license modification. It found that the proposed action was consistent with the earlier review, that the existing data and analysis remained substantially valid, and that no new or supplemental environmental assessment or environmental impact statement was required. That finding addressed the environmental review; it should not be read as a blanket authorization for every Starship operation or as proof, on its own, that every part of the license decision was complete. The FAA’s safety and other licensing requirements remained relevant to whether the flight could proceed.

Flight 5 paired the Super Heavy first-stage booster with the Starship upper stage for an integrated test. The plan combined an ascent and hot-stage separation with an attempt to return the booster to the launch site, followed by a controlled suborbital flight, atmospheric reentry, and an Indian Ocean splashdown for Starship.

The planned Super Heavy catch
The most conspicuous objective was to try to catch Super Heavy with the launch tower’s mechanical “chopstick” arms. Unlike a conventional landing on legs or a platform, the catch was intended to bring the booster back directly to the tower. That approach fits SpaceX’s goal of making the system reusable and could, if developed successfully, reduce the need for separate recovery infrastructure.
The catch was conditional, not automatic. SpaceX said thousands of vehicle, tower, and pad criteria had to be satisfied before attempting it. A launch could occur without a catch attempt if conditions were unsuitable, and the catch remained a high-risk developmental maneuver—not evidence that routine recovery or rapid relaunch had been achieved.

The Starship upper-stage flight
After separation, Starship was to follow a controlled suborbital trajectory and test its thermal-protection system during reentry before splashing down in the Indian Ocean. A successful ascent, a successful booster catch, and a successful upper-stage reentry were distinct outcomes; one did not guarantee the others.
What the launch window did—and did not—show
An FAA air-traffic-control advisory listed a primary window on October 13, 2024, from 1200 to 1307 UTC, with backup opportunities on October 14 and 15 from 1200 to 1437 UTC. For South Texas, the primary window corresponded to the morning local time. The advisory showed that airspace planning was underway; it was not itself launch authorization. The exact operational plan could still change.

How likely was a Sunday launch?
As of the days immediately before October 13, the most accurate description was: technically plausible, operationally planned, regulatorily conditional, and not guaranteed. SpaceX was targeting Sunday, but the flight could proceed only after the FAA completed the necessary license action and the applicable safety requirements were met. Weather, range availability, vehicle or ground-system readiness, and an unresolved anomaly could also have stopped or postponed the attempt.
What happened on October 13
Flight 5 did launch on October 13, 2024. SpaceX reported that Super Heavy was caught by the launch tower’s arms on the first attempt. Starship completed controlled reentry and splashed down in the Indian Ocean after 1 hour, 5 minutes, and 40 seconds. SpaceX’s Flight 5 mission account documents the flight and its outcome.

What the result demonstrated—and what it did not
The flight demonstrated selected booster-recovery and upper-stage reentry techniques in a test mission. A successful tower catch was a significant step toward SpaceX’s intended reusable architecture, but it did not establish routine operations, operational reliability, or readiness to carry passengers. Nor was it a certification for crewed flight: FAA launch licensing is distinct from human-rating or any NASA certification. The result was meaningful progress on a developmental program, not proof that Starship was ready for regular service.
