On a Windows Server 2016 installation with Desktop Experience, sign in as the user who needs the change, install the browser, then open Control Panel → Default Programs → Set your default programs. Select the browser and choose Set this program as default. For a server fleet or new user profiles, use a default-associations XML file with Group Policy instead. Server Core does not have the ordinary desktop workflow, so configure associations through policy, image servicing, or remote administration.
Windows tracks web protocols and file extensions separately. To route clicked links as well as saved web pages, check both HTTP and HTTPS, along with .htm and .html.
Before you change the setting
- Check the installation type. The Control Panel steps below are for Windows Server 2016 with Desktop Experience. Server Core requires a deployment or remote-management approach.
- Choose the scope. The graphical procedure changes associations for the signed-in user. On Remote Desktop Session Host (RDS), another user’s profile may retain a different browser. Group Policy can configure associations across managed computers and apply them at sign-in.
- Install a compatible browser first. Use a browser version that supports your particular Server 2016 build. Do not assume Microsoft Edge is installed on every server.
- Check management policy. A domain policy or management tool may apply its own associations and restore them at sign-in.
A default browser handles web protocols and selected web-file types; it does not automatically become the handler for PDFs, FTP links, or every other file type. Microsoft describes default associations as mappings between applications and file extensions or protocols: Default application associations and DISM.
Set the default browser for the current user
- Sign in to the server with the account whose browser preference you want to change.
- Install the desired browser if it is not already installed.
- Open Control Panel, then select Default Programs.
- Select Set your default programs.
- Choose the browser in the program list and select Set this program as default.
- Select OK or close the window.
Test the result by opening an https:// link and a local .html file. The Settings app’s Apps → Default apps route may also be present on a particular installation, but the classic Control Panel route is the primary procedure for Server 2016. Microsoft’s consumer Windows guidance documents the Settings route for Windows, not specifically every Server 2016 configuration: Microsoft Edge and default browser guidance.

Assign specific protocols and file types
If the browser is the default for some items but not others, or Set this program as default did not give the expected result:
- Open Control Panel → Default Programs.
- Select Associate a file type or protocol with a program.
- Change the entries for
HTTP,HTTPS,.htm, and.htmlto the browser you want. - Change
.urlas well if it is listed and you need Internet shortcut files to open in that browser.
Changing only .html affects HTML files; it does not necessarily change the browser opened by a clicked web link. The HTTP and HTTPS protocol associations are the key ones to check for links.
If the browser is missing from the list
Close and reopen Default Programs after installing the browser. Launch it once and look for its own Make default or Set as default control; the exact wording depends on the browser version. Then return to Default Programs and check the individual associations.

If it still does not appear, confirm that the installation completed and registered its associations, and check whether policy controls the choice. A user can often change personal associations, but installing software or deploying a browser machine-wide may require administrative control.

Deploy a default-browser configuration with DISM
For repeatable deployment, configure the desired browser and associations on a reference installation, then export them. Run these commands in an elevated Command Prompt.
To inspect the current online system’s registered default associations:
Dism.exe /Online /Get-DefaultAppAssociationsAfter setting up the reference user’s desired associations, export them:

Dism.exe /Online /Export-DefaultAppAssociations:C:AppAssoc.xmlThe export reflects the defaults configured for the account running DISM, so use the account that has the intended settings. Review the XML and test it against the target Server 2016 build: it contains application-specific ProgIDs that must be registered on the target. Microsoft recommends refreshing association files for major Windows versions; incomplete or stale XML can cause app-default reset notifications. See Microsoft’s export and import guidance.

To import the associations into the currently running operating system:
Dism.exe /Online /Import-DefaultAppAssociations:C:AppAssoc.xmlImported defaults are applied for users at first logon. Do not treat this command as an immediate rewrite of every existing user profile’s established browser choice. If the target browser is not installed or the XML’s ProgIDs do not match the target system, the result may not be what you expect. Sign out and back in where first-logon behavior applies, then inspect the associations again.
Apply associations to an offline image
For a mounted Windows image rather than the running server, use the image path in the DISM command:

Dism.exe /Online /Remove-DefaultAppAssociations
Dism.exe /Image:C:testoffline /Remove-DefaultAppAssociationsFor a standard server image, build and test the XML from a suitable reference system, install the intended browser in the image or deployment sequence, and verify associations on a deployed test server.
Enforce the associations with Group Policy
For domain-managed servers, Microsoft’s default-associations policy points computers to an XML file. In Group Policy Management Editor, configure:
Computer Configuration
→ Administrative Templates
→ Windows Components
→ File Explorer
→ Set a default associations configuration file- Enable Set a default associations configuration file.
- Enter the full path to the XML, for example
\domain.exampleSYSVOLdomain.exampleDefaultAppsAppAssoc.xml. - Link or apply the computer-scoped GPO to a pilot server OU first. Ensure target computers can read the XML when policy is processed.
- Refresh policy, sign out and back in as needed, and verify the result before wider deployment.
To refresh policy manually, run:
gpupdate /forceThe policy may reapply configured associations at sign-in. That provides consistency, but can prevent users from keeping a different browser preference while the policy remains in force. Test the file and its effects on line-of-business applications before broad rollout. Microsoft documents the policy as DefaultAssociationsConfiguration: Set the default browser using Group Policy and ApplicationDefaults policy reference.
Verify the result and troubleshoot
Check associations from an elevated Command Prompt:

Dism.exe /Online /Get-DefaultAppAssociationsTo see which Group Policy settings apply to the computer and user, generate a report:
gpresult /h C:Tempgpresult.htmlOpen the report and look for the policy that specifies the default-associations file. Then test a clicked https:// link and a local .html file. If one test fails but the other succeeds, revisit the relevant protocol or extension association.
Links still open in Internet Explorer
- Confirm that
HTTPandHTTPSpoint to the intended browser, not just.htmand.html. - Check whether a legacy application or RDS-published app explicitly launches
iexplore.exe. A Windows default association cannot override an application that names a browser executable directly. - Check for a management console, custom URI scheme, logon script, or policy that controls the launch.
- For a legacy site, avoid making Internet Explorer the organization-wide default solely to accommodate it. Prefer a supported modern browser and a documented compatibility option where available, or isolate the legacy application. Historical guidance about Edge and Internet Explorer coexistence is not proof of current Internet Explorer support: Microsoft’s historical enterprise guidance.
The browser choice reverts after sign-in
Check whether the default-associations GPO is being reapplied, a logon script or management tool changes the association, the profile is reset, or browser installation/update behavior has changed it. Generate a gpresult report and compare the applied policy with the XML file. A policy-enforced choice is expected to return while that policy remains in force.

Review the XML for stale or incomplete associations and confirm the ProgIDs exist on the target build. Avoid deploying a small hand-written XML containing only one or two browser entries without testing it. Maintain a tested baseline for the relevant Windows generation.
DISM import appears to do nothing
Confirm that the Command Prompt is elevated, the XML path is correct, the target browser is installed, and the XML references registered ProgIDs. Check that you used /Online for the running operating system or /Image: for the intended offline image. Where first-logon behavior applies, sign out and back in; then use /Get-DefaultAppAssociations to inspect the configuration.
Operational considerations
Changing the default browser is not a reason to use a production server for routine web browsing. Keep any installed browser supported and patched, and test browser changes against management consoles and business applications. Avoid direct registry edits: they are brittle for modern Windows user-choice associations. Use the graphical settings for an individual user, or DISM and Group Policy for managed deployment.
