Delivery Optimization is a legitimate Windows service, not malware by itself. It can use substantial download or upload bandwidth for Windows updates, Microsoft Store or Xbox content, and (when enabled) peer-to-peer sharing. The safest fix is to verify that it is responsible, turn off sharing with other PCs, set download and upload limits, and clear its cache if a transfer is stuck. Do not assume every Service Host: Network Service spike is Delivery Optimization.
What “Service Host: Delivery Optimization” means
The underlying service is commonly named DoSvc. Task Manager may not show it as a separate process; it can appear inside the broad Service Host: Network Service (svchost.exe) group. That host can contain more than one Windows networking service, so its network graph is not conclusive proof that Delivery Optimization is the only source.
Delivery Optimization downloads Windows quality and feature updates, Microsoft Store apps, drivers and other Microsoft content. Depending on policy and settings, it can also receive or upload encrypted update pieces to other Windows PCs on your local network or across the internet. Content obtained from peers is cryptographically verified before Windows uses it. See Microsoft’s Delivery Optimization overview and workflow documentation.
Is high usage normal?
- Usually normal: activity starts after Windows Update or Store activity, Activity monitor names a transfer, and usage stops when it completes.
- Worth investigating: the connection is saturated for hours with no visible download, the same item repeatedly retries, errors remain, configured limits are ignored, or traffic continues after peer sharing is disabled and the cache is cleared.
Several downloads can run concurrently. Proxy, VPN, firewall, DNS-filtering or cache problems can also cause retries. Managed work or school computers may have policies that require peer caching.

Confirm that Delivery Optimization is responsible
Windows 11
- Open Settings > Windows Update > Advanced options > Delivery Optimization.
- Open Activity monitor and record Downloaded from Microsoft, Downloaded from PCs, Uploaded to PCs and the date range.
Windows 10
Use Settings > Update & Security > Delivery Optimization. Windows 10 reached end of support on October 14, 2025; these instructions describe its legacy interface, not a fully supported current platform.
If Activity monitor is quiet while Task Manager shows traffic, investigate rather than guessing. In Resource Monitor > Network, identify the process and remote addresses. Also check Windows Update history, Microsoft Store and Xbox downloads, OneDrive, and router data usage. Local peer traffic can look busy without consuming the same amount of internet data.
Quick, low-risk fixes
1. Turn off downloads from other PCs
On Windows 11, go to Settings > Windows Update > Advanced options > Delivery Optimization. On Windows 10, use Settings > Update & Security > Delivery Optimization. Turn off Allow downloads from other PCs.

This stops peer-to-peer sharing but does not turn off Windows Update. Content is fetched directly from Microsoft instead. If you have several Windows PCs at home, Devices on my local network (where that option is available) preserves local sharing while avoiding internet peers.
2. Apply download and upload limits
Select Advanced options and configure background and foreground download limits, upload limits and, where offered, a monthly upload limit. Microsoft notes that these controls apply to particular automatic Delivery Optimization downloads; a download you manually start in Windows Update or the Store may behave differently. A limit also cannot govern unrelated services sharing the same Service Host.
3. Mark a capped connection as metered
Open Settings > Network & internet, select the active Wi-Fi or Ethernet connection, and enable Metered connection. Microsoft says Delivery Optimization will not automatically download or send parts of updates or apps to internet peers on a metered connection. This is not a universal network kill switch: manually started downloads, other apps, the wrong active adapter, or organization policy can still generate traffic.

4. Let the underlying job finish or pause it
If Activity monitor identifies an update, let it complete when possible. Otherwise pause Windows Update temporarily, check Store and Xbox queues, and restart Windows after a failed transfer. Do not repeatedly kill svchost.exe; Windows can restart it and termination may interrupt unrelated services.
Clear a stuck cache and restart DoSvc
Graphical cache cleanup
- Search for Disk Cleanup and choose the system drive.
- Select Delivery Optimization Files, then OK > Delete Files.
Windows normally removes old cache data automatically. Clearing it can remove stale content or reclaim space, but a future update may need to download that content again; it does not uninstall an update.
PowerShell cache cleanup
Open PowerShell as administrator and run:
Delete-DeliveryOptimizationCache -Force -IncludePinnedFilesRestart the service
Press Win + R, enter services.msc, right-click Delivery Optimization and choose Restart. An elevated PowerShell alternative is:

Restart-Service -Name DoSvc -ForceIf permissions or policy prevent a restart, reboot instead. A restart may not stop traffic generated independently by Windows Update, Store or another service.

These values can be set or overridden by Group Policy or MDM. Microsoft documents the cmdlets and modes in its troubleshooting guide and policy reference.

VPN, firewall and managed-network checks
On a work or school network, a proxy, VPN, firewall or DNS filter may block Delivery Optimization endpoints such as *.do.dsp.mp.microsoft.com. Microsoft documents TCP port 7680 as a peer-connectivity test:
Test-NetConnection -ComputerName 192.168.1.17 -Port 7680Replace the example address with the other device’s local IP. This is a diagnostic for managed or multi-PC networks, not a reason to expose an inbound port to the public internet. If permitted by your security rules, compare behavior once with the VPN disconnected. Devices behind different public IP addresses may not discover one another; private-group configuration is generally unnecessary for a single home PC.
Advanced policy: disable peers without disabling Delivery Optimization
On Pro, Enterprise, Education and supported managed editions, the policy path is Computer Configuration > Administrative Templates > Windows Components > Delivery Optimization > Download Mode. Mode 0 disables peer-to-peer while retaining HTTP Delivery Optimization. Use Settings for a home PC where possible: Home editions may not include Group Policy Editor, organizational policy can overwrite local choices, and incorrect values can affect update performance. Registry edits should not be the default fix.

On managed devices, settings may be intentionally hidden or enforced. Do not try to override them. If cache clearing, a service restart and policy checks do not explain the traffic, follow Microsoft’s Delivery Optimization troubleshooting workflow and verify that the traffic is not another Service Host component.
Should you disable Delivery Optimization permanently?
Only consider service-level disabling after the graduated steps fail and you accept the trade-off. It can remove peer bandwidth savings, especially across several Windows PCs, and organization policy may block it. It still does not disable Windows Update or Microsoft Store downloads; it changes how content is obtained. For most users, disabling Allow downloads from other PCs, limiting bandwidth and using metered mode are safer and more precise.
