Scott Webster was appointed to succeed retiring Jerry Agee as chairman of the board, chief executive officer and managing director of MBDA Incorporated, MBDA’s U.S. subsidiary, in November 2013. The appointment was approved by the boards of MBDA and MBDA Incorporated. Later records show that Webster initially served as interim CEO and chairman before John Pranzatelli became permanent CEO on November 1, 2014; Webster continued as chairman.
What the November 2013 announcement said
The announcement, published on November 15, 2013, said Webster would formally take over “this month,” meaning November 2013. Agee was retiring after leading MBDA Incorporated since 2009. The announcement described Webster’s incoming offices as chairman of the board, CEO and managing director of MBDA Incorporated. The original announcement also said Agee and Webster had worked closely for several weeks to support a smooth handover.
Aviation Week independently reported on December 9, 2013, that Webster had been named chairman, CEO and managing director and that Agee was retiring.

Webster had served on MBDA Incorporated’s board since 2009. His biography in the announcement identified him as a co-founder of Orbital Sciences Corporation and described several senior roles at the space company:

A separate Government-contracting report likewise described Webster as an Orbital Sciences co-founder and former chairman and CEO of its satellite-services business. Those roles provide his documented aerospace and defense-industry background; the announcement did not state that any single position was the formal reason for his selection.
Jerry Agee’s tenure and retirement
Agee had led MBDA Incorporated since 2009 and was retiring when Webster was appointed. MBDA CEO Antoine Bouvier credited Agee’s commitment, energy and dedication, and said he had helped expand the U.S. business in Washington, D.C., and Huntsville, Alabama.

The available coverage also described Agee’s earlier career at Northrop Grumman, where he held leadership positions for more than two decades, including corporate vice president and president of the mission systems sector. The announcement connected his MBDA tenure with the company’s efforts to strengthen its U.S. organization, but it did not provide independent performance measures for that expansion.
MBDA Incorporated versus the MBDA Group
The appointment concerned MBDA Incorporated, not the chief executive position of the entire multinational MBDA Group. MBDA Incorporated was organized as the group’s U.S. national company, headquartered in Arlington, Virginia, with its own board and reporting relationship to the broader MBDA Group.

In its explanation of the U.S. reorganization, MBDA said the stand-alone structure was intended to improve the company’s ability to grow, compete for U.S. missile business, and pursue partnerships and other opportunities. The same material placed MBDA Incorporated alongside MBDA France, MBDA UK, MBDA Italy and MBDA Germany within the wider MBDA organization.
“Stand-alone” therefore referred to the U.S. company’s national operating and reporting structure. It did not mean that MBDA Incorporated left the MBDA Group. Likewise, references to Webster becoming “MBDA’s CEO” should be read as referring to the U.S. subsidiary unless the group is explicitly named.

The leadership timeline after Agee’s retirement
The 2013 announcement described the planned succession, while a later U.S. Department of Labor litigation record documents how the arrangement ultimately developed:

The later sequence is reported in the Department of Labor record. It explains why the original headline can accurately describe Webster as Agee’s announced successor while still being incomplete as a permanent description of MBDA Incorporated’s CEO position.

Why the succession mattered to MBDA’s U.S. strategy
MBDA was positioning its U.S. business for a larger role in the American missile and missile-systems market. The national-company structure was designed to support competition for U.S. programs, domestic partnerships and growth opportunities. Webster’s appointment consequently combined a leadership handover with continuity in that U.S.-focused strategy.
The available material does not establish that Webster personally created the stand-alone reorganization. It shows that the reorganization and U.S. expansion context surrounded the succession, while Webster brought prior aerospace leadership experience and existing knowledge of MBDA Incorporated as a board member.
