There is no universally best rotating proxy API for web scraping. The right choice depends on the sites you need to access, the countries you need, whether requests need a stable session, and the total cost of getting a successful result. Compare direct proxy networks with managed scraping APIs, then test candidates against the same targets and workload before committing.
What counts as a rotating proxy API alternative?
The phrase can mean two different kinds of service. A direct proxy network gives your application proxy endpoints and controls such as rotation or session persistence; your code still manages the request and much of the scraping workflow. A managed scraping API takes a URL and handles more of the retrieval pipeline. Depending on the product, that can include proxying, rendering, retries, or CAPTCHA handling.

These categories overlap, but they are not interchangeable. Direct proxies provide more control and may cost less, while leaving more implementation and maintenance to your team. Managed APIs can reduce that operational work, but may cost more per successful page. Scraping Central describes this as a tradeoff, not a guaranteed result for every target or workload. Evaluate the actual product and the work it removes rather than choosing by category name alone.
Which providers are worth evaluating?
A Bright Data vendor-authored comparison guide checked in 2026 lists Bright Data, Decodo (formerly Smartproxy), Oxylabs, SOAX, IPRoyal, Webshare, and Rayobyte among providers with residential, datacenter, and ISP offerings. These names are candidates to investigate, not an independently tested ranking. The guide’s positioning of particular vendors is editorial material from a provider, not independent endorsement.
#1 Best Overall
| Provider or category | What the available comparison establishes | How to treat it |
|---|---|---|
| Bright Data | The vendor guide lists proxy offerings and gives residential pricing examples beginning at $2.50/GB under stated plan conditions. | Confirm the live plan, minimum commitment, and included features before comparing cost. |
| Decodo (formerly Smartproxy) | The guide lists offerings and a residential example beginning at $2/GB under stated plan conditions. | Do not interpret the guide’s “value” positioning as an independent performance finding. |
| Oxylabs | The guide lists offerings and a residential example beginning at $2.50/GB under stated plan conditions. | Enterprise positioning in that guide is not proof that it is the best fit for a particular enterprise workload. |
| SOAX | The guide lists offerings and a residential example beginning at $2/GB under stated plan conditions. | Verify the locations and location precision your targets require. |
| IPRoyal | The guide lists offerings and a residential example beginning at $1.75/GB under stated plan conditions. | Check plan terms and estimate successful-page cost, not just the entry rate. |
| Webshare | The guide lists offerings and a residential example beginning at $1.40/GB under stated plan conditions. | Confirm the current offer and whether its controls fit your intended use. |
| Rayobyte | The guide includes it among providers with proxy offerings; a comparable residential rate is not stated in the material summarized here. | Request or verify the relevant current plan rather than inferring a price. |
| Managed scraping APIs | Scraping Central names Zyte, ScraperAPI, and ScrapingBee as examples. | Compare what each service handles for your target, and the price per successful page. |
The residential figures above are vendor-published examples in Bright Data’s guide, not validated head-to-head prices. They are not necessarily like-for-like: volume, minimum commitments, plan conditions, and included features can differ. Provider prices and pool claims are time-sensitive, so check current provider terms before making a decision. The source set does not establish a comparable price for every named provider or managed API.
How do datacenter, residential, and ISP proxies differ?
Datacenter proxies
The vendor guide characterizes datacenter proxies as relatively fast and inexpensive, with a greater chance of detection on protected sites. That can make them a candidate for bulk workloads against more lenient targets. It does not mean they will work for every high-volume task: the deciding evidence is how your intended sites respond.
Residential proxies
Residential proxies use IP addresses associated with home devices, according to the guide. It describes them as generally slower and more expensive than datacenter proxies and intended for protected targets. Vendor language suggesting these addresses are “rarely blocked” is a claim, not a guarantee of access or success.
ISP proxies
ISP proxies are described as static addresses registered to providers but hosted in data centers. A stable address can suit tasks that need a consistent session, such as logged-in or long-running work. The source also notes that ISP pools may offer fewer addresses and locations than broader rotating pools. Confirm the availability you need instead of assuming the label implies broad geographic reach.
How to choose for your workload
Run a target-specific evaluation, not a contest based on a provider’s advertised pool size or lowest per-gigabyte rate. Scraping Central recommends trialing two or three providers with identical URLs and volumes, then comparing successful responses, latency, and bandwidth per successful scrape. Use the same data extraction goal and location requirements for each candidate so the results are useful to your decision.
- Define the target set. Choose representative sites and pages, including the pages and access patterns the production task actually needs. Record required country, city, or other location precision.
- Choose candidates from both categories. Include direct proxy networks if you want endpoint-level control, and managed scraping APIs if you would rather outsource more of retrieval and operations. Do not assume a managed API supports a particular rendering or anti-bot feature until you verify that product’s documentation.
- Keep the trial comparable. Use identical URLs, request volume, schedule, location, and session requirements for each service. Track successful, usable pages rather than counting any HTTP response as success.
- Measure the operational result. Record success rate, latency, bandwidth consumed per successful page, and the amount of retrying, troubleshooting, and maintenance required. Include concurrency limits and any geographic surcharges in your notes.
- Calculate effective cost. Include retries, blocked requests, failed loads, bandwidth, and any assets your scraper downloads. For a managed API, compare the resulting cost per successful page, not only the headline request price. For a proxy plan billed by traffic, include the traffic that did not produce usable pages.
- Check terms and sourcing. Review acceptable-use rules, provider disclosures about address sourcing, and available compliance controls against your own requirements before moving beyond a trial.
This method will not produce a universal winner; it shows which option works for your targets and workload. A large advertised pool or a low entry price is not evidence of success rate, latency, or cost per successful page in your case.
Rotation, sessions, and location matter as much as provider choice
Rotation is not a fix for every block. Some workflows need a new address between requests; others depend on the same session remaining consistent. Before testing, decide whether you need rotation per request, persistence across a sequence, or both for different parts of the workflow. Then verify the provider’s actual session behavior and test it on your target pages.
Likewise, “global” or country-level availability may not be enough if your task depends on a city or another more precise location. Confirm that the service offers the locations and controls you require, and measure results from those locations. Latency, concurrency, and throughput should be measured at the workload you intend to run; a small trial does not establish performance at a much larger scale.

Are free proxies good for web scraping?
The available comparison does not evaluate free proxy lists or establish that they are suitable or unsuitable for a particular scraping job. Do not treat a free endpoint as equivalent to a supported, paid proxy plan: first verify the endpoint’s provenance, terms, location, privacy implications, reliability, and whether it permits your intended use. If you cannot verify those basics, do not send credentials or sensitive data through it. For a serious workload, evaluate a service under its own trial or plan terms and compare successful results and total cost.
How much do scraping proxies cost?
There is no single meaningful price without specifying proxy type, traffic volume, location, and plan conditions. The vendor-authored 2026 Bright Data guide reports residential examples starting at $2.50/GB for Bright Data, $2/GB for Decodo, $2.50/GB for Oxylabs, $2/GB for SOAX, $1.75/GB for IPRoyal, and $1.40/GB for Webshare at stated plan conditions. These figures are not independently validated, not necessarily comparable, and may change. The source set does not provide a like-for-like current rate for all other providers or managed APIs.
Use these examples only as a prompt for a current quote or plan check. Your relevant number is effective cost per usable page: include traffic spent on failed attempts, retries, and assets, along with plan minimums, surcharges, or concurrency constraints that apply to your workload. A cheaper unit rate can be more expensive in practice if it yields fewer successful pages or requires substantial engineering and operations.
ScreenshotNeo is an adjacent option for screenshot capture
ScreenshotNeo is not a rotating proxy network or a managed web-scraping API, so it is not a substitute for either category above. Try it first only when the output you need is a screenshot or PDF rather than extracted page data. One GET request can return PNG, JPEG, WebP, or PDF. Its documented options include full-page capture, selector-based element capture, JavaScript and CSS, cookies and headers, and async jobs. For screenshot-focused work, it also removes known consent banners, newsletter popups, and chat widgets before capture; those steps can be turned off.

Common comparison mistakes
- Picking the largest pool claim. Advertised pool size does not tell you how many usable responses your target workflow will get.
- Comparing entry rates as if plans match. Check volume, minimums, geography, included controls, and billing conditions before calling one option cheaper.
- Testing different workloads. Different URL sets, locations, or concurrency levels make a provider comparison hard to interpret.
- Assuming rotation prevents blocks. Rotation and session persistence solve different workflow needs; test both against the actual target.
- Counting attempts instead of outcomes. Include retries and failed traffic when calculating bandwidth and cost per successful page.
- Choosing a managed API by category alone. Verify which parts of retrieval, rendering, retries, or CAPTCHA handling the particular product actually covers.
Frequently Asked Questions
Is Decodo the same company or product as Smartproxy?
The comparison identifies Decodo as the current name associated with Smartproxy; check the provider’s current site and plan naming when purchasing.
Does rotating a proxy guarantee CAPTCHA-free scraping?
No such guarantee is established. Rotation alone does not ensure successful access; test your target workflow and account for blocks and other failures.
