Public usually means a network or service is open to broad access or uses the public internet; private means access or reachability is restricted to an approved set of users, devices, or services. But the words describe different things in Windows settings, Wi-Fi, cloud networks, and internet connections. Private does not automatically mean secure, and public does not automatically mean unencrypted.

Public vs. private at a glance

Does the label guarantee security? No. Security depends on protections such as encryption, authentication, and firewall rules. No. A restricted network can still have compromised devices, weak access controls, or misconfiguration.

The right choice depends on what is being described. A Windows network profile is not the same as a cloud subnet, and neither is the same as a VPN or a private IP address.

Four meanings of “public” and “private”

1. Windows network profile

In Windows, the profile determines how discoverable your PC is to other devices on the same network and which sharing behavior is appropriate. Public is the safer choice for an unfamiliar or shared network: Windows makes the PC less discoverable. Private is for a network you trust, where you may want features such as network discovery or file and printer sharing. Changing this setting does not change the Wi-Fi service itself.

2. Public or private Wi-Fi

Public Wi-Fi is shared with people and devices you may not know, such as at a hotel, airport, café, or library. A home or controlled office network may be private in the practical sense that access is limited to trusted users and devices. A business guest network can be operated by a trusted organization yet still be untrusted from your laptop’s point of view.

3. Public or private reachability

A service is publicly reachable when it has a route or endpoint accessible from the public internet. A privately reachable service is limited to approved paths, such as a private address space, VPN, peering connection, or private endpoint. A public service can still be protected by a firewall and authentication; a private service can still be breached through a compromised account or machine.

4. Public or private transport

Traffic may travel over the public internet, a provider’s private backbone, a dedicated circuit, or a VPN tunnel carried over the internet. A VPN creates a logical protected connection over potentially public infrastructure; it does not make that underlying infrastructure physically private. NIST defines a VPN as a restricted logical network built using resources of a relatively public physical network (NIST VPN glossary).

Public and private IP addresses are another separate distinction. A private IP address is used within a local or virtual network and is not, by itself, encrypted or secure. Address scope, reachability, and security are related but different questions.

What public networks are good for—and what to watch

Public networks and endpoints make services broadly reachable. They suit public websites, customer-facing APIs, guest internet access, and general connectivity between locations. They are often easier to deploy than dedicated private connections, but must be designed for exposure.

On shared Wi-Fi, other users may be nearby on the same local network. Misconfigured sharing, rogue access points, phishing pages, compromised devices, or weak applications can create risk. That does not mean public Wi-Fi automatically exposes all your browsing: HTTPS and other correctly implemented encryption protect traffic in transit. Still, use updated software, strong authentication, and a suitable firewall profile. Windows Firewall filters network traffic using rules that can consider factors such as ports, addresses, and applications (Microsoft’s firewall guidance).

What private networks do—and do not—provide

A private network limits participation or reachability, which can reduce exposure and make access easier to control. Examples include a home LAN, an employee network, a cloud VPC, a private endpoint, or a site-to-site connection.

That boundary is not a complete security plan. Private networks still need appropriate identity checks, least-privilege permissions, segmentation, firewalls, secure configuration, monitoring, patching, endpoint protection, and encryption when confidentiality is required. NIST’s enterprise-network guidance treats VPNs, microsegmentation, SASE, software-defined perimeters, and zero-trust access as different technologies and controls—not as interchangeable guarantees (NIST SP 800-215).

Which Windows profile should you use?

  • Home Wi-Fi: Choose Private if the router is secured and the connected devices are trusted. Otherwise, keep it Public.
  • Employee or administrative office network: Private may be appropriate when access is controlled and local discovery or sharing is needed.
  • Guest Wi-Fi: Use Public on your device. The business may operate the guest network, but other guests are not necessarily trusted.
  • Hotel, airport, café, library, or unknown network: Use Public.

Microsoft recommends using Public by default when you are not sure you trust the network and says Private is for networks where you trust the people and devices. In Windows 11, change the profile as follows (Microsoft’s instructions):

  1. Open Settings and select Network & internet.
  2. For Wi-Fi, select Wi-Fi, then select the connected network. For a wired connection, select Ethernet and the connected network.
  3. Under Network profile type, choose Public or Private.

If file or printer sharing stops working, check that the profile is appropriate, discovery and sharing are enabled, firewall rules permit the specific use, both devices are on the same network, and the router is not isolating wireless clients. Confirm the resource is online and that your account has permission. Do not disable the firewall globally to fix a sharing problem.

Public internet, VPN, private endpoint, or dedicated connection?

A VPN can protect traffic between tunnel endpoints, but it does not make the local Wi-Fi trustworthy, repair a compromised laptop, prevent phishing, or make a user anonymous. A VPN also does not grant blanket authorization to every internal service. NIST’s remote-access guidance notes that endpoint compromise can undermine the protection of a remote connection (NIST SP 800-46 Rev. 2).

For cloud connectivity, AWS compares public internet access, VPN, PrivateLink, peering, Transit Gateway, and Direct Connect across factors such as integration, isolation, cost, scalability, and operations (AWS connectivity options). There is no universally best option: choose based on required reachability, traffic volume, performance needs, compliance, deployment time, budget, and the team’s ability to operate it.

How public and private cloud subnets differ

Cloud subnet labels describe routing and reachability, not whether the machines are physically on a public or private network. In AWS, a public subnet generally has a route to an internet gateway. A private subnet lacks direct inbound internet routing, but its resources may still have controlled outbound internet access through a NAT gateway or another egress design.

This common layered design exposes only the entry point that must serve users and keeps application and database resources off direct public routes. Being in a public subnet does not automatically make every instance reachable: routes, public addressing, security groups, network ACLs, and service configuration matter. A private subnet is not automatically safe either. AWS describes public-facing web servers paired with private database resources and explains controlled outbound access for private-subnet instances in its networking overview.

Common misconceptions

  • “Private means secure.” It means access or reachability is restricted. Weak credentials, excessive permissions, vulnerable devices, or poor segmentation can still lead to compromise.
  • “Public means unencrypted.” Public networks can carry encrypted HTTPS, TLS, SSH, or VPN traffic. Encryption protects traffic; it does not necessarily restrict who can reach a service.
  • “A VPN makes the whole network private.” It protects a logical path between endpoints, not every device, application, or destination involved.
  • “A private subnet cannot access the internet.” It may have controlled outbound access even without direct inbound internet connections.
  • “A private IP address is protected.” It describes address scope, not encryption, authorization, or isolation from all threats.
  • “A dedicated private connection removes the need for encryption.” Private routing and encryption address different risks; encryption can still be appropriate for defense in depth and compliance.
  • “Disable the firewall if sharing fails.” Identify and correct the relevant rule or network setting instead of removing a major protective control.

A practical decision checklist

  1. Who needs to access the device, service, or network?
  2. Must it be reachable from the public internet, or only from approved users and systems?
  3. Is sensitive traffic encrypted, and are users and devices authenticated?
  4. Are endpoints managed and patched, and is access limited to what each identity needs?
  5. Would segmentation, a VPN, or a private endpoint reduce exposure without adding unnecessary complexity?
  6. What performance, availability, and traffic volume are required?
  7. What are the total costs and operational responsibilities—not just the connection charge?
  8. Do regulatory, contractual, or internal rules require restricted paths or additional controls?

For a personal device, the practical rule is simple: mark unfamiliar Wi-Fi Public, and use Private only on a network you trust when you need local discovery or sharing. For an organization, make services public only when broad reachability is required; use private paths and segmentation where they solve a real access or operational need, and apply identity, encryption, firewalling, and monitoring either way.
