Yes, the traffic stop really happened. On June 19, 2024, a Phoenix police officer stopped an unoccupied Waymo robotaxi after it entered opposing traffic lanes near a construction area. When the officer approached, he discovered there was no human behind the wheel. The vehicle connected him with Waymo’s rider-support service, and no citation was issued in this specific incident.
What happened in Phoenix?
The incident occurred near Seventh Avenue and Osborn Road in Phoenix, Arizona. The vehicle was a driverless Waymo robotaxi, reportedly a Jaguar I-PACE, operating without a human driver in the front seat.
According to the officer’s observations and dispatch-related reporting, the vehicle entered lanes used by opposing traffic while navigating a construction-affected section of road. Reports also said it ran a red light or otherwise behaved erratically during the maneuver. The officer activated his emergency lights and initiated a traffic stop.

The Waymo did not behave exactly like a conventional car pulling immediately to the curb. It moved a short distance into an available parking area, where it stopped. The traffic stop lasted roughly one minute, according to reporting.

The body-camera footage shows an empty driver’s seat
Body-camera footage reported by FOX 10 Phoenix shows the officer walking toward the vehicle and realizing that there was no visible human driver. He attempted to communicate with the car, which connected him to a Waymo rider-support representative.
The officer explained that the vehicle had traveled eastbound in westbound lanes. A passerby also stopped to watch the unusual interaction. The video is compelling evidence of what the officer encountered, but his description of the traffic violation should not be treated as a complete technical reconstruction of the vehicle’s perception and planning systems.

Why did the Waymo enter the wrong lane?
Waymo said the vehicle encountered inconsistent construction signage. Its account was that the robotaxi briefly entered an unoccupied opposing lane, then remained there for about 30 seconds after being blocked from returning to the correct lane. The company said the vehicle proceeded far enough to clear the intersection before pulling into the next available parking lot.

That explanation is an account from Waymo, not a final independently established cause. Temporary construction signs, lane shifts, barriers, cones and road markings can create conditions that differ from the road layout represented in a vehicle’s maps and planning systems. The available reporting does not establish whether signage, mapping, perception, planning or a combination of factors caused this particular maneuver.
Was the car actually pulled over?
“Pulled over” is shorthand for what happened. The officer initiated a traffic stop, but the autonomous vehicle ultimately selected a stopping location rather than responding like a human driver who could immediately pull to a shoulder or curb.
Waymo vehicles are designed to detect emergency vehicles and find a safe place to stop. In this case, the vehicle’s support function also gave the officer a way to communicate with the company despite the absence of an onboard driver.

The footage showed no human driver in the vehicle. Available reports describe the car as unoccupied; the clearest supported point is that no human was seated behind the wheel. Reports said no one was injured in this traffic-stop incident.

That conclusion applies only to this stop. It should not be confused with separate Waymo collisions, recalls or regulatory inquiries from the same period.
Why was there no ticket?
No citation was issued in this specific incident. Reporting on dispatch records said the notation was “UNABLE TO ISSUE CITATION TO COMPUTER.” That does not mean autonomous vehicles are generally immune from traffic enforcement, nor does it constitute a formal finding that no traffic violation occurred.
The practical difficulty was that a conventional citation process assumes a human driver who can receive a ticket, present a license and answer questions at the roadside. Phoenix police told FOX 10 that officers can use the vehicle’s help function to contact Waymo support for assistance with moving the car, obtaining insurance information and supporting an investigation.

How is a driverless vehicle accountable?
Driverless does not mean unsupervised or unaccountable. There was no human driver in the car, but the vehicle was operated by Waymo and could connect police with the company’s support operation.
- No onboard driver: An officer cannot hand a ticket to a person behind the wheel or request that person’s driver’s license.
- Remote communication: The vehicle’s support function can connect law enforcement with Waymo personnel.
- Vehicle assistance: Support personnel can help with questions about moving the vehicle, insurance information and an investigation.
- Different enforcement procedures: Responsibility for a violation may involve the operator, vehicle owner or another legally responsible party, depending on local law.
This creates a procedural problem rather than a complete absence of accountability: police can identify and contact the operating company, but the roadside interaction is not built around a human driver.

The June 19 police stop should not be blended together with other Waymo events from 2023 and 2024.
In February 2024, Waymo announced a voluntary software recall after two December 2023 Phoenix incidents in which vehicles made contact with a towed pickup truck. Waymo said those incidents caused minor vehicle damage and no injuries. The relevant NHTSA recall report and Waymo’s announcement concern those separate events.

A different May 2024 Phoenix incident involving a Waymo vehicle and a wooden utility pole resulted in another recall report involving software and map mitigations. That was also separate from the police stop; see the NHTSA report.
Separately, the National Highway Traffic Safety Administration opened an investigation into reported Waymo automated-driving-system incidents, including allegations involving traffic-law violations and unexpected driving behavior. The existence and scope of that investigation do not prove that it caused, explained or reached a final finding about this June 19 traffic stop.
What the incident does—and does not—show
The event exposed a genuine autonomous-driving edge case: temporary road instructions and construction layouts can be difficult for an automated system to interpret, especially when lane markings, signs and the vehicle’s planned route do not align.

The officer could not address a human driver, but he could communicate through the vehicle with Waymo support.
What the incident does not show is that every Waymo vehicle is broadly unsafe, that police nationwide cannot enforce traffic laws against autonomous vehicles, or that the June stop was itself proven to result from a specific software defect. It was a real wrong-lane event involving a driverless vehicle, but one incident cannot establish the overall safety performance of an autonomous-driving system.
