Use a permanent application URL as the document’s identity—not a presigned download URL. Give each share an opaque ID such as /share/7fK2mQ9x, store the document version and sharing policy in your database, and resolve that ID on every request. After authorization, your server can issue a short-lived S3, Google Cloud Storage, or CDN signed URL. The public link stays stable while the delivery URL, storage provider, and file bytes can change safely.
Why a presigned URL is not a permanent link
A presigned or signed URL is an access grant with an expiration time. AWS states that a presigned URL remains valid only for the period specified when it is generated. AWS console links can be configured from 1 minute to 12 hours, while CLI and SDK URLs can be set as high as 7 days; temporary credentials can make the effective lifetime shorter. Google Cloud Storage signed URLs likewise require an expiration and can be used by anyone who possesses the active URL for its allowed operation.
That makes a signed URL useful for the final download hop, but a poor permanent identifier. It exposes provider-specific query parameters, stops working after expiry, and is difficult to revoke selectively without rotating credentials or deleting the object. A stable application URL avoids all three problems.
The durable architecture
1. Create an opaque share record
Generate a cryptographically random, non-sequential share ID. Do not use an auto-incrementing document ID, email address, or filename. Store at least:

- the share ID and owner or tenant ID;
- the document ID;
- either an immutable version ID or an explicit latest policy;
- creation and optional expiry timestamps;
- revoked state and revocation time;
- optional password, audience, download-count, and audit fields.

);Use a constraint that requires either version_id or follow_latest = true. This prevents an ambiguous share whose behavior changes accidentally.
2. Keep file versions immutable
Write generated files under immutable object keys, for example documents/9c.../versions/2026-09-29T120000Z.pdf, or retain the storage provider’s version identifier. Never overwrite bytes that a pinned share is supposed to preserve.
Google Cloud Storage documents that objects are immutable throughout their storage lifetime; replacing an object creates a new generation number. A share can therefore pin a generation for reproducible downloads, while a separate share can intentionally follow the newest generation.
3. Resolve the stable URL in your application
Handle GET /share/{share_id} in your own service:
- Validate the ID format and look up the share row.
- Check tenant ownership, revocation, optional password or audience rules, and any account-level policy.
- Choose the pinned version or fetch the current version when
follow_latestis enabled. - Generate a short-lived signed URL using a server-side credential.
- Return a redirect or stream the object through your application.
- Record an audit event without logging the signed URL’s query string.
Keep provider signatures and expiration parameters out of the public URL. A redirect is efficient; streaming gives you tighter control over headers, range requests, and download logging.

Pinned versions versus “latest” links

Make the choice visible in your product UI. Label a share “Fixed version” or “Always latest,” and show the version or publication timestamp. Do not silently switch a pinned share to a replacement file.
Authorization, privacy, and revocation
Authorization happens before signing
Anyone who obtains an active Google signed URL can use it for the permitted operation until it expires. Your resolver must therefore enforce authorization before issuing the URL. Apply tenant checks, account suspension, document ACLs, password or audience restrictions, and any legal hold policy at the stable endpoint.
AWS presigned URLs inherit the permissions of the principal that created them and expire with the requested lifetime or the underlying credentials, whichever comes first. Use a narrowly scoped signing identity and a short delivery lifetime; a long-lived application URL does not require a long-lived storage token.

Revoking a share
- Set
revoked_atin a transaction and invalidate any application cache for that share. - Make the resolver return 404 or 410 without generating another signed URL.
- Keep the object if retention, audit, or other shares require it; otherwise delete it according to your retention policy.
- For emergency compromise affecting many links, rotate the relevant signing credentials and investigate access logs.
A signed URL already issued may remain usable until its expiration. If immediate invalidation is required, stream through your application, use a very short delivery lifetime, or place an additional revocable authorization layer in front of storage.
CDN signed URLs and provider portability
CloudFront signed URLs can add delivery controls such as IP restrictions. They are still an access-control layer, not a permanent identity. Keep the resolver independent of CloudFront, S3, or Google Cloud Storage so that a migration changes only the storage adapter. The share ID, database policy, audit history, and customer-facing URL remain intact.
Use a CDN when edge caching, geographic delivery, or large-file throughput justifies it. Avoid embedding CDN policy signatures in links that customers are expected to bookmark permanently.
HTTP behavior and caching
- Return
404for an unknown or deliberately hidden share; use410when you want to signal permanent revocation. - Set
Cache-Control: no-storeon authorization responses unless you have a carefully designed cache key that includes every access condition. - For public, immutable files, the final object response can be cached independently of the resolver.
- Set
Content-Dispositionand a safe filename from server-side metadata, not an untrusted path segment. - Support range requests for large media or PDFs if your storage and streaming path can enforce authorization consistently.
Operational safeguards
IDs and secrets
Use at least 128 bits of randomness from a cryptographic generator. Rate-limit failed lookups, avoid revealing whether a document exists, and never put passwords or internal IDs in the share path. Hash optional share passwords with a modern password-hashing function; store only the hash.

Auditing
Record share creation, policy changes, revocation, authorization failures, successful access, selected version, and actor metadata. Redact signed query strings, authorization headers, and document contents from logs. Set retention and access controls for the audit stream.
Atomic publication
Upload and validate a new object first, then publish its database version row in one state transition. A “latest” resolver should select only versions marked ready, never a partially generated file. For pinned links, create the share only after the immutable version is durable.

Testing checklist
- Open a share as the owner, an authorized collaborator, an unauthorized account, and an anonymous visitor.
- Revoke the share, purge application caches, and verify that a new request cannot obtain a URL.
- Wait past the delivery URL’s expiry and confirm the stable resolver can issue a fresh one when the share remains valid.
- Replace a document and verify pinned and latest shares produce the intended bytes.
- Move the object to a different bucket or provider in a staging environment and confirm the public URL is unchanged.
- Inspect logs to ensure signed query strings and document data are absent.
