A court filing disclosed in 2025 lists 100 WhatsApp users located in India among 1,223 targets in 51 countries during a Pegasus campaign in 2019. India had the second-highest listed count, after Mexico. The figure does not mean that all 100 devices were successfully infected, and the public filing does not name the users or identify who ordered the surveillance.
What the filing says
The figure comes from a country-count exhibit in Meta’s lawsuit against NSO Group, the Israeli company that makes Pegasus. Reporting on the filing says it was submitted on April 4, 2025, and covers a two-week campaign in April and May 2019. It lists 1,223 targets across 51 countries, including 100 users located in India. Medianama’s report transcribed the country counts.
India ranked second in that table, behind Mexico. The table is evidence presented in Meta’s litigation; it is not a public list of names or a finding that every listed device was compromised.

These are country totals as reported from the exhibit, not a complete account of who was targeted or why. “Located in India” describes the table’s geography; it does not establish that all 100 users were Indian citizens.

Why did the 2019 attack use WhatsApp calls?
WhatsApp sued NSO in October 2019, alleging that Pegasus code was delivered through a vulnerability in WhatsApp’s calling infrastructure. According to WhatsApp’s allegations and contemporaneous reporting, specially crafted calls could trigger the exploit even if the recipient did not answer. WhatsApp patched the vulnerability. The underlying campaign was in 2019; the 2025 development was disclosure of a country-level count in the litigation, not a new attack. BOOM’s account of the exploit describes the calling mechanism.
Targeted does not necessarily mean infected
The most accurate reading is that the exhibit lists 100 users in India as targets. A target count does not by itself show that each attempt succeeded, that spyware remained on a device, or what information was collected. A forensic finding of Pegasus on a particular phone would be a different kind of evidence.

Pegasus is commercial surveillance spyware designed to access information on a mobile device. Court materials describe possible access to messages, contacts and device history; Meta says spyware may also reach data across apps or activate a phone’s microphone or camera. Those are capabilities, not proof that every function was used on every target. The Ninth Circuit’s 2021 opinion discusses Pegasus and the litigation. End-to-end encryption protects messages in transit, but it cannot prevent spyware already running on a device from accessing information before encryption or after decryption.
Why are there also reports of 121 Indian users?
Earlier reporting said WhatsApp told India’s government in 2019 that 121 Indian users had been targeted. The later court exhibit is reported as listing 100 users located in India. The available reporting does not establish why the figures differ. They may reflect different datasets, definitions, investigative stages or reporting windows, but it would be wrong to call the 100 a corrected version of the 121 without evidence that the underlying records say so. How this relates to India’s wider Pegasus controversy
The 2021 Pegasus Project investigations reported potential targeting of Indian journalists, politicians, activists and public figures. Names reported included Rahul Gandhi, Ashok Lavasa, Ashwini Vaishnaw, Prahlad Singh Patel, Anil Ambani and Alok Verma. Those reports used evidence and standards distinct from the 2025 country table. The public material cited here does not connect those named people to the table’s 100 users; “potential target” in the earlier investigations is not interchangeable with inclusion in this court count.
India’s Supreme Court considered the broader controversy in its October 27, 2021 judgment, recording the WhatsApp vulnerability, reports of affected Indian devices and findings from investigations. Later reporting on the Court-appointed technical committee said it examined 29 phones and found malware on five, but could not conclusively identify it as Pegasus. The Court also noted that the Union government had not fully cooperated with the inquiry. What the US lawsuit established—and what it did not
WhatsApp filed suit in October 2019, alleging that NSO used WhatsApp’s servers to deliver malicious code to about 1,400 users. In November 2021, the Ninth Circuit rejected NSO’s attempt to claim foreign-sovereign-immunity protections as a private Israeli company in this case. A district court later found NSO liable in connection with the unauthorized-surveillance claims. In May 2025, Meta said a jury awarded WhatsApp $168 million in damages. They do not, on their own, identify the government customer behind any particular target or prove successful infection of every device in the country table. NSO licenses Pegasus to government customers and disputed Meta’s interpretation of the country list, arguing that a device’s location does not establish the customer’s identity. The public material cited in the reporting does not identify the customer or prove that the Indian government ordered the targeting. India’s government denied allegations of illegal surveillance; in July 2021, then IT minister Ashwini Vaishnaw told Parliament that illegal surveillance was not possible in India, according to reporting.

What remains unknown
- The identities of the 100 users in the court table.
- Whether every listed target’s device was successfully infected.
- The identity of the customer or customers associated with the targets.
- Whether any of the 100 overlap with people named in the 2021 Pegasus investigations.
- Why the 2019 figure of 121 and the later table’s 100 differ.
- Whether the Indian government or a particular agency authorized any targeting.
The filing adds a substantial India-specific count to the public record, but its significance is narrower than “100 Indians were hacked.” It documents targets attributed in Meta’s case to the 2019 campaign; it does not disclose their names, establish infection in each case, or settle responsibility for selecting them.
