If you have an existing PDF and want a webpage, export the PDF to HTML with a desktop converter such as Adobe Acrobat. If you mean a reusable template that combines design and data to generate new documents, that is a different workflow: PDF-to-HTML conversion does not, by itself, create a reusable template.
First, clarify what “PDF to HTML template converter” means
The phrase can describe two different jobs. In PDF-to-HTML conversion, the source is an existing PDF and the result is HTML files intended to be viewed as a webpage. In template-based document generation, the source is an authored template plus data, and the output is a new document. Choose the workflow that matches what you have:

- You have a template and data and want new PDFs or Word files: use a document-generation workflow rather than expecting a PDF-to-HTML converter to build a reusable template.
Adobe documents both types of work, but as separate capabilities. Its PDF export documentation lists formats such as Word, Excel, PowerPoint, text, and images; it does not establish that its document-generation service turns an existing PDF into a reusable HTML template. See Adobe PDF Services.
Convert a PDF to HTML in Adobe Acrobat
Adobe Acrobat’s desktop help describes this export path. The interface can vary by Acrobat edition or version, so if a label differs, look for the equivalent Convert or export command. Adobe’s instructions were last updated September 23, 2025.

- Open the PDF in Acrobat.
- Choose Convert.
- Select Other format, then choose HTML.
- Choose Convert to HTML.
- Select a destination folder, enter a filename, and save the export.

Choose export settings for the page you need
Acrobat offers choices that affect file organization and content included in the export. Select settings according to how the HTML will be used; do not assume a particular setting guarantees that the webpage will look exactly like the PDF.

What to expect from the converted HTML
A PDF and a webpage organize content differently. A PDF is designed as a fixed-page document, while HTML is rendered in a browser and may reflow with screen size, browser settings, and CSS. The source’s structure and the selected export settings affect what can be carried over. Review the result rather than treating the conversion as a finished, quality-checked webpage.
- Compare headings, paragraphs, lists, tables, images, page breaks, and links with the original.
- Test the page at the screen widths your readers are likely to use.
- Confirm that any supporting images or other linked files are uploaded along with the HTML.
- Correct text errors, especially in content recognized from scans.
- Check that navigation and reading order make sense when using a keyboard or assistive technology.

Good semantic structure in the PDF can help, but an accessibility check on the PDF is not proof that the exported webpage is accessible. Review the HTML itself for meaningful headings, lists, table structure, image alternatives, keyboard access, and a logical reading order.
Adobe describes PDF-side tools that can auto-tag structures such as headings, paragraphs, lists, tables, and figures, and check machine-verifiable PDF/UA and WCAG requirements. Results are categorized as passed, failed, or needing manual check. A manual-check result requires human review, and even a PDF check does not certify the HTML produced by a separate export. When an API is—and is not—the right tool
Use a desktop exporter when you need to convert an existing PDF to HTML and inspect the result interactively. Consider an API when you are automating supported document operations at scale, but confirm that the API supports the exact input and output direction you need.
Adobe’s PDF Services API materials describe generating PDFs from HTML and generating PDF or Word documents from Word templates and data. The cited API overview lists PDF export targets including DOC/DOCX, JPEG, PNG, PPTX, RTF, and XLSX; it does not list PDF-to-HTML export. Do not infer that the desktop HTML export is available through that API. Review the current API documentation before designing an automated workflow.
Check usage terms before scaling
Adobe measures PDF Services API licensing in Document Transactions. Its licensing page states that most listed document-producing operations count as one transaction for up to 50 pages, while Accessibility Auto-Tagging counts ten transactions per page. These are Adobe licensing units, not prices or universal limits across all services. Terms can change, so check Adobe’s current licensing and usage limits before estimating a recurring workload. The HTML looks different from the PDF
This is not necessarily a failed export: a browser page reflows, whereas the source PDF has fixed pages. Check the selected settings, inspect the exported HTML and supporting files, and adjust the webpage for its intended display rather than assuming the PDF layout can be reproduced identically.
Text is missing or garbled on a scanned page
Scanned pages may contain text only as pixels. Enable text recognition in the HTML export settings and select the appropriate language, then proofread the output. Recognition can make text available, but it does not establish that every word or character was identified correctly.
Images do not appear
Confirm that the export setting to include images was enabled. If Acrobat produced multiple linked files, make sure the related image files remain in the expected location and are included when you move or publish the HTML.

Navigation is absent or unhelpful
Check whether navigation based on document structure was enabled. A useful result depends on structure in the source, so review the exported navigation and correct the HTML if sections are missing or out of order.
You need a reusable template, not a web version
Do not use PDF-to-HTML as a substitute for document generation. Start with the template-and-data workflow that produces the document format you need. Adobe’s documented template workflow concerns generating PDF or Word documents from Word templates and data; the cited API material does not establish PDF-to-HTML template creation.
You are considering API automation
Verify the exact operation, output type, page-based transaction accounting, and current terms in the provider’s documentation before building a batch process. In particular, do not assume that an API operation for HTML-to-PDF also supports PDF-to-HTML.

Protect documents and review the result before publishing
Before uploading a PDF to a hosted converter or API, review that provider’s current terms and security documentation if the file contains confidential or personal information. The workflow described here does not establish the privacy, retention, or data-residency practices of a provider you have not selected.
