Mozilla’s nonprofit Foundation—not the Firefox operating company—cut approximately 30% of its workforce in late October and early November 2024. The reorganization removed the standalone Advocacy and Global Programs divisions from the Foundation’s structure. Mozilla said advocacy remained central to its mission, but it did not explain publicly which teams, budgets or programs would carry that work forward.
The short version
- When: Staff were informed on October 30, 2024; Mozilla’s confirmation and public reports followed on November 5.
- Which entity: The Mozilla Foundation, the nonprofit arm responsible for public-interest, philanthropic and policy work.
- Scale: About 30% of Foundation employees. Mozilla did not publish an exact number.
- Structural change: Advocacy and Global Programs were described as no longer part of the organization’s structure.
- Firefox: This was not a 30% cut to Firefox engineering or to all Mozilla employees. Mozilla Corporation, which operates Firefox, is a separate entity and had its own product-side cuts earlier in 2024.
- What remains unclear: The new reporting lines, advocacy budget, program-by-program cancellations and exact number of positions eliminated.
TechCrunch reported that the Foundation had roughly 120 employees at the time, implying approximately 35–40 affected positions. That is an estimate, not an officially released headcount.
Foundation versus Corporation
Mozilla’s name covers two closely related but distinct organizations. The Mozilla Foundation is the nonprofit associated with advocacy, grants, fellowships, research, education and public-interest campaigns. The Mozilla Corporation is the commercial subsidiary responsible for Firefox and related products.

The November 2024 reduction applied to Foundation staff. It should not be reported as Mozilla cutting 30% of Firefox’s workforce or 30% of the entire Mozilla organization.

What Mozilla changed
In an internal message attributed to Executive Director Nabiha Syed, Mozilla said the Foundation was reorganizing to become more agile and increase its impact. The message said some historically pursued work would end and that the Advocacy and Global Programs divisions were “no longer a part of our structure.”
Mozilla’s public explanation did not include a replacement organization chart, a division-by-division layoff count or a list of programs that ended, moved or continued. News reports commonly call the action layoffs; Mozilla framed it as a reorganization involving eliminated roles.
Did Mozilla end its advocacy work?
No—not according to Mozilla’s stated position. The dedicated advocacy division was removed, but spokesperson Brandon Borrman said advocacy remained a “central tenet” of the Foundation’s work. Mozilla’s current advocacy page still presents advocacy as part of its mission.

Those statements establish mission continuity, not continuity of capacity. Mozilla has not publicly identified who now owns policy work, which campaigns survived, how staffing changed or whether advocacy has a separately protected budget. The most accurate description is that Mozilla dismantled the standalone advocacy structure while saying the function would continue in another form.
What advocacy covered before the cuts
Mozilla’s advocacy work has included privacy and consumer protection, digital rights, inclusion and accessibility, open and decentralized technology, internet-policy engagement, public education and coalition-building. Fellowships and related programs have supported people working on privacy, transparency, technology governance and civil-society projects.
Mozilla describes this work as educating and mobilizing people around privacy, inclusion, literacy and a healthy internet. Its 2024 annual-report material also discusses fellowships, grantmaking and support for public-interest technology.

The AI strategy backdrop
The restructuring came as Mozilla was narrowing its portfolio and placing greater emphasis on trustworthy and open-source artificial intelligence. The Foundation’s 2024 materials describe a shift in philanthropic and advocacy efforts toward AI, alongside investment in Mozilla.ai and ecosystem-building programs.

That supports an interpretation of the cuts as a reprioritization toward concentrated AI and institutional programs. It does not prove that AI spending alone caused the layoffs; Mozilla did not state that as the sole reason.

A smaller Foundation may have less capacity for rapid policy responses, coalition work and public campaigns. Embedding advocates alongside grantmaking, research or AI teams could make those efforts more integrated, but it could also make advocacy less visible or less independently resourced.

Whether Mozilla’s public-interest role has materially weakened will depend on outcomes that were not available in the initial announcement: sustained campaigns, policy wins, fellowship support, grant activity and the resources assigned to advocacy after the reorganization. A mission statement alone cannot show that the previous operational capacity survived unchanged.
What Mozilla has not disclosed
- The exact number of positions eliminated and the number in each division.
- Severance terms or the geographic distribution of affected staff.
- A new organizational chart and advocacy reporting lines.
- Which Global Programs activities ended, transferred or continued.
- A future advocacy budget or a complete list of canceled campaigns.
What happened afterward
Mozilla’s public websites continue to list advocacy, fellowships, grantmaking and healthy-internet work. That confirms the Foundation still presents advocacy as part of its purpose, while leaving the post-reorganization model and its scale undocumented. Readers should therefore distinguish between the principle of advocacy and the dedicated staff structure that previously carried it out.

The Bottom Line
Bottom line: Mozilla did not announce that advocacy was over. The Mozilla Foundation did cut about 30% of its staff and eliminate the standalone Advocacy and Global Programs divisions, however, leaving the future staffing, independence and capacity of its advocacy work uncertain.
