The incident was real, but the viral headline needs tightening. On the evening of March 31, 2026, more than 100 Baidu Apollo Go driverless taxis reportedly stopped in traffic across Wuhan, China, after what police described as a preliminary system failure. Some passengers were left stationary in dangerous traffic for extended periods, and videos appeared to show collisions involving stopped vehicles. Police said passengers eventually exited safely and that no injuries were reported.
The available evidence does not establish that robotaxis across China stopped simultaneously, nor does it confirm a large number of crashes. The clearest lesson is about correlated fleet failures: when vehicles share software, communications, cloud, mapping or operations infrastructure, one problem can affect many cars at once.
What happened in Wuhan?
The disruption began at approximately 9 p.m. local time on Tuesday, March 31, according to reports. Baidu’s Apollo Go robotaxis abruptly stopped or became unable to move on ordinary roads, at intersections, and on elevated roads in Wuhan, Hubei province. Some vehicles reportedly activated their hazard lights while remaining in live traffic lanes.
Wuhan traffic police responded after the stoppage caused significant congestion and emergency calls. A traffic officer cited in Reuters reporting said at least 100 vehicles were affected. Other early reports used estimates ranging from dozens to more than 100, and some secondary coverage suggested a higher number. Those estimates should not be treated as a confirmed “hundreds” figure.

Police and Apollo Go personnel eventually helped restore traffic and evacuate passengers. A police account reported by the Associated Press said passengers could ultimately leave safely and that no injuries were reported.
What caused the robotaxis to stop?
The only clearly attributed official explanation in the available reporting is a system failure or system malfunction. That is a preliminary description, not a detailed root-cause analysis.
It does not establish whether the fault involved:
- a vehicle-to-cloud or vehicle-to-operator communications failure;
- a shared backend or fleet-management service;
- a software update or common safety check;
- mapping, positioning or road-infrastructure data;
- redundant computing, power or sensor systems; or
- a safety response that commanded vehicles to stop but lacked a safe lane-clearing fallback.
Those are engineering possibilities, not confirmed explanations for the Wuhan outage. Early coverage said Baidu had not immediately published a detailed technical postmortem. The absence of an immediate explanation does not prove concealment or establish that the company accepted legal responsibility.

“Stranded” is a fair description of the reported passenger experience. “Physically locked inside” is not supported by the strongest accounts.
Police-related reporting said the doors could be opened and passengers were eventually able to exit. However, leaving a stationary vehicle is not necessarily safe when it is surrounded by moving cars and trucks. Some passengers reportedly waited roughly 90 minutes to two hours, while customer-service or remote-assistance responses were delayed.

One passenger account described being stopped on an elevated road with heavy trucks nearby and waiting for about 90 minutes. That is an individual report, not a fleetwide average. The Guardian and TechCrunch both covered the reported delays and safety concerns.
Did the stoppage cause crashes?
The evidence supports three different conclusions:
- Confirmed: multiple robotaxis stopped in active traffic and created dangerous obstructions.
- Supported but not quantified: videos and reports appeared to show at least one collision or rear-end impact involving a stopped robotaxi.
- Not established: the total number of crashes, the extent of damage, and whether authorities formally assigned legal fault to Apollo Go.
In other words, the outage was reported alongside collisions and appears to have contributed to at least some dangerous impacts, but a confirmed large crash toll has not been established. A social-media video alone cannot prove when an impact occurred, which vehicle struck which, or whether the robotaxi directly caused it.

This distinction matters. A vehicle that stops because it detects a serious hazard is not automatically malfunctioning. But stopping in a live lane can still create a serious secondary hazard if the vehicle cannot reach a shoulder, designated stopping area or otherwise protected position.
Why a fleet-wide outage is more serious than one stalled car
The central safety issue is not simply that an autonomous vehicle stopped. It is that many vehicles apparently experienced a related failure at roughly the same time.
Common-mode failure
Driverless fleets may depend on shared cloud services, dispatch systems, communications links, mapping data, remote-assistance tools and operations centers. A common fault can therefore disable or degrade many vehicles at once. Redundancy must cover not only sensors and onboard computers, but also the infrastructure that supervises and supports the fleet.

Safe fallback behavior
A “fail-safe stop” is not automatically a safe outcome. The relevant question is where the vehicle stops and what it does next. Stopping on a shoulder or in a protected area is materially different from halting in a traffic lane on an elevated road.

The Wuhan reporting does not establish which fallback logic was used or why vehicles stopped where they did.
Remote assistance at fleet scale
“Driverless” does not mean “without human support.” Robotaxi services commonly rely on remote assistance and operations staff for exceptional situations, passenger communication and recovery. If 100 or more vehicles need help simultaneously, the operator must have enough personnel, communications capacity and roadside-response resources to handle a mass event rather than a single-car incident.
Passenger evacuation
Passengers also need clear instructions: whether to remain inside, how to contact support, when it is safe to exit, and how to move away from live traffic. Procedures that work for one isolated vehicle may be inadequate when cars are immobilized across several roads at once.
What Baidu has publicly explained
The early reporting available for the incident did not include a detailed public Baidu root-cause analysis, customer notice or technical postmortem. Wuhan police’s preliminary “system failure” description remains the most specific attributed explanation in the cited coverage.

Important unanswered questions include:
- What component or service failed?
- Did vehicles receive a common command, or did they independently enter a safety mode?
- Why did affected vehicles stop in traffic rather than reaching safer stopping positions?
- How did remote assistance and customer support handle simultaneous requests?
- What technical and operational changes were made afterward?
Until those questions are answered by Baidu or investigators, claims about a cyberattack, GPS loss, cloud outage or deliberate remote shutdown would be speculation.

The incident also had regulatory consequences. April reporting said Chinese authorities temporarily paused new autonomous-driving permits while reviewing safety arrangements. The reported restrictions affected expansion activities such as adding vehicles, opening new test projects or expanding into new cities.
This should not be described as a nationwide shutdown of every robotaxi already operating. The reporting concerned new approvals and licenses, not necessarily a blanket order to stop all existing service.
By July 23, reporting said China had begun gradually resuming approvals after a sector-wide safety review. “Gradually resuming” does not mean unrestricted expansion had returned; it indicates a controlled restart of selected approvals.
How this compares with other autonomous-vehicle failures
The Wuhan incident is part of a broader pattern of autonomous-vehicle systems encountering different kinds of failure, but the examples should not be treated as one unified defect.

Reuters reporting cited a Baidu Apollo Go vehicle that reportedly fell into a construction pit in Chongqing in August 2025, a Pony.ai autonomous vehicle that caught fire on a Beijing road in May 2025, and Waymo vehicles that reportedly stalled and caused congestion during a San Francisco power outage in late 2025. Those incidents involve different possible causes, including physical hazards, fire, power or infrastructure disruptions.
The useful comparison is not that every autonomous system has the same problem. It is that safety depends on the complete operating system: onboard autonomy, external communications, remote assistance, passenger handling, emergency response and recovery logistics.
What this incident does—and does not—prove
The Wuhan outage does not prove that autonomous driving is inherently impossible or that every robotaxi is unsafe. It does demonstrate a serious operational risk: a shared failure can turn many individually controlled vehicles into a traffic-management emergency.
It also shows why safety claims must account for more than collision avoidance during normal driving. A fleet needs:
- independent and resilient communications and computing paths;
- safe lane-clearing behavior when a shared service fails;
- enough remote operators for simultaneous incidents;
- rapid roadside recovery for elevated roads and highways;
- passenger evacuation procedures designed for dangerous traffic; and
- clear incident reporting, including crash counts, injuries, causes and corrective actions.
The absence of reported injuries is important, but it does not make the event harmless. Vehicles stopping in live lanes, passengers waiting near fast-moving traffic and emergency responders managing widespread obstructions are all meaningful safety failures even when the final injury count is zero.
