Microsoft 365 is a family of productivity and cloud-service subscriptions; Office 365 remains the name of some productivity-focused business and enterprise plans; Windows 365 is a separate service that provides a hosted Windows desktop called a Cloud PC. You may need one, two, or none of them, depending on whether you need Office apps, business services, or a Windows desktop in the cloud.

The central distinction is function: Microsoft 365 and Office 365 are subscription families for apps and services; Windows 365 supplies a cloud-hosted computer. Microsoft’s Windows 365 overview describes the Cloud PC service, while its enterprise plan comparison shows that Microsoft 365 and Office 365 plan names and entitlements remain distinct.
What Microsoft 365 includes—and what it doesn’t
Microsoft 365 is not one fixed bundle. Consumer Personal and Family subscriptions differ from business, enterprise, education, nonprofit and government plans. Depending on the offering, a plan may include Word, Excel, PowerPoint, Outlook, OneNote, OneDrive, Exchange Online email, SharePoint, Teams, security features, device management, Windows rights, or AI features.

Do not infer an entitlement from the brand alone. A Microsoft 365 subscription does not automatically provide a Cloud PC, business email, every desktop app, Windows licensing for every device, advanced security or management, Teams in every region, or Copilot at no extra cost. Personal and family use
Consumer Microsoft 365 plans are for people who want Microsoft apps and subscription features such as storage and ongoing updates. They are not a substitute for a business tenant with administrative controls, nor are they a Windows 365 Cloud PC. AI benefits, where offered, vary by plan and may be limited to the subscription owner rather than shared with family members. Check current terms on Microsoft’s plan comparison page.
Business and enterprise use
Business and enterprise plans can combine productivity services with varying levels of email, collaboration, security and device management. Some enterprise plans include Windows Enterprise rights or relevant access rights, subject to licensing conditions. Those rights are not the same thing as buying a Windows 365 Cloud PC.
What Office 365 means today
Office 365 began as a name for Microsoft’s subscription services centered on Office apps and online services such as Exchange Online, SharePoint, OneDrive and Teams, depending on plan. Microsoft has moved many offerings to the Microsoft 365 brand, but it is inaccurate to say Office 365 has simply disappeared: Office 365 plan families remain in business and enterprise licensing.

Nor does Office 365 always mean only the Office apps. A business plan may include email, file sharing, collaboration or compliance capabilities. The meaningful comparison is between the exact plans under consideration, not just the two labels. Features also vary by customer type, geography, Teams inclusion and add-ons. What Windows 365 provides
Windows 365 is a managed Cloud PC service. Microsoft hosts a Windows 10 or Windows 11 desktop with its assigned apps, settings and files, and the user connects to it using a browser or app. The Cloud PC is associated with a user in the Business, Enterprise and Government editions. It can be accessed from supported Windows, Mac, iOS and Android devices; the client device and a suitable internet connection are still required. The access app is not the product itself: the service provides the persistent desktop. Windows 365 may suit remote employees, BYOD users or contractors who need the same managed Windows environment from different endpoints. It is less suitable for offline-first work, unreliable connections, or workloads whose graphics and hardware requirements exceed the chosen Cloud PC configuration.

Windows 365 editions
- Business: Intended for smaller organizations, supports up to 300 seats and is designed for simpler setup and administration.
- Enterprise: Intended for centrally managed deployments, supports unlimited users and integrates with Intune, with additional configuration and licensing prerequisites.
- Government: For qualifying U.S. government environments, with distinct availability and compliance requirements.
- Flex: For certain nonconcurrent shared-access scenarios, such as intermittent-use or shift workers; it is not interchangeable with the standard one-user Cloud PC model.

They can be used together, but one should not be assumed to include the other. Windows 365 supplies the Cloud PC; Microsoft 365 or Microsoft 365 Apps may supply the license for Word, Excel, Outlook and related services. The apps can run inside the Cloud PC when the user has the appropriate entitlement.
- Microsoft 365 without Windows 365: Use the apps and services on a local PC or Mac. This is the usual choice when you do not need a centrally hosted Windows desktop.
- Windows 365 without Microsoft 365 Apps: The user has a Windows Cloud PC, but may still need a separate Office-app entitlement, email or collaboration license.
- Both: Use Microsoft 365 for productivity, identity, storage or collaboration services and Windows 365 for the hosted Windows desktop, after checking plan eligibility and overlap.
Microsoft’s licensing guidance discusses Microsoft 365 Apps alongside Windows 365. If Word reports that a license is needed inside a Cloud PC, verify the assigned Windows 365 license and separately confirm that Microsoft 365 Apps or another Office entitlement is assigned.

A realistic Cloud PC budget may also need to account for Office apps, email and collaboration, management and security licenses, connectivity, endpoint devices, backup, migration and administration.
Office Home 2024 is a one-time purchase without an included upgrade to a future major release; Microsoft describes the distinction from Microsoft 365 here. To compare it fairly with a subscription, calculate costs over the period you expect to use the software and account for the subscription’s storage and other services.

Check licensing before ordering
- Are desktop Office apps included, or only web apps?
- Does the plan include Teams in your region and edition?
- Are Windows Enterprise rights included, or is a separate entitlement needed?
- Does the user meet the Windows 365 edition’s identity, device-management and licensing prerequisites?
- Are security, Intune, email, backup and compliance capabilities included or separately licensed?
- Are shared-device, frontline, government-cloud, external-user or EEA/no-Teams terms relevant?
External collaborators may need licenses assigned in your organization’s tenant; licenses in their home tenant do not automatically provide entitlements in yours, according to Microsoft’s Windows 365 guidance.
Important limits and alternatives
A Cloud PC is not a physical PC
Windows 365 can replace the hosted Windows workload for some users, not the endpoint device. A person still needs a supported client, reliable connectivity, a browser or app, and suitable peripherals. It is not automatically cheaper than a local PC: compare the subscription term, endpoint, licensing, connectivity, administration, security and hardware replacement costs.
Performance, offline use and data
Cloud PC performance depends on its selected processor, memory and storage, network conditions, applications and graphics needs. A basic configuration may suit browser use and light Office work but not large spreadsheets, development or creative applications. Test the actual workload rather than assuming a Cloud PC will outperform or underperform a local computer.
Separate data in Microsoft 365 services such as Exchange, SharePoint and OneDrive from the files and profile content in the Cloud PC and any locally cached endpoint files. Windows 365 does not automatically resolve data-residency, retention or compliance requirements; check the relevant service terms and regional or government-cloud obligations.
Other ways to meet the need
- Local Windows PC plus Office or Microsoft 365: A better starting point for offline access, local hardware performance and low-latency work.
- Azure Virtual Desktop: Consider it when an IT team needs more control, multi-session Windows or an Azure-native architecture and can manage the infrastructure and cost model. Azure Virtual Desktop.
- Amazon WorkSpaces: A managed desktop alternative worth assessing when the organization is aligned with AWS; compare identity, application compatibility, region, administration and Microsoft licensing. Amazon WorkSpaces.
- Google Workspace: A browser-first productivity suite for teams centered on Gmail, Docs, Sheets, Meet and Drive, rather than Windows applications or desktop Microsoft Office. Google Workspace.
- Zoho Workplace: An alternative productivity and collaboration suite for organizations that do not depend on Microsoft-specific desktop workflows or Windows management. Zoho Workplace.
Is Windows 365 available to individuals?
Microsoft’s official pages currently conflict: its Learn overview says Windows 365 is not currently available for individuals, while its public product page says individuals can purchase subscriptions through the Windows 365 website. Availability may depend on region and purchase route.
