Yes—Microsoft 365 experienced a genuine service incident on November 25, 2024. Tracked as MO941162, the outage affected Exchange Online and caused intermittent problems with Outlook on the web, Outlook desktop connections, mobile synchronization, Teams calendars and several dependent Microsoft 365 services. It had global potential scope, but it was not a uniform worldwide shutdown: the symptoms depended on the user’s region, client, request type and the infrastructure handling the request.
Microsoft restored core services in stages, with the main incident record ending on November 26, 2024, at 11:00 a.m. UTC. Some Outlook web and mail-delivery issues continued to be reported afterward.
What happened in the Microsoft 365 outage?
The most visible failure was Outlook, particularly Outlook on the web. Users reported pages that would not load, HTTP 503 “Service unavailable” errors, timeouts, repeated refreshes and desktop Outlook applications showing disconnected status. Some users also experienced delayed incoming or outgoing messages.

The underlying incident affected Exchange Online infrastructure and services that depended on it. Microsoft’s incident record identified problems with several Exchange access methods, including Outlook on the web, Outlook desktop connections, Exchange ActiveSync and REST-based access.

Microsoft also reported failures involving Teams calendar functions. Depending on the user and operation, Teams could fail to load calendars, display meetings, create or update meetings, or join scheduled meetings. Other reported effects included problems with Bookings, Power Automate for Desktop cloud connectors, Copilot-related experiences, Viva Engage features, security and administration functions, and other dependent services. Was it really a global outage?
Microsoft described the incident as capable of affecting users worldwide, but “global” does not mean that every Microsoft 365 account failed at the same time. The outage was intermittent and uneven. A request might succeed or fail depending on the region, infrastructure route, Microsoft 365 service, client application and specific operation being attempted.
Early reports were concentrated in the Asia-Pacific region, involving Exchange Online mailboxes and Teams calendar functionality. Microsoft later said monitoring indicated that users worldwide could be affected intermittently. This explains why one employee might see a 503 error while a colleague in the same organization could still open Outlook or send a message.

That does not mean desktop or mobile Outlook was unaffected universally: Microsoft listed multiple connection methods as potentially impacted, and switching clients was a diagnostic comparison rather than a guaranteed workaround.

What users saw
- Outlook on the web failed to load or returned a service-unavailable message.
- Users encountered HTTP 503 errors, failed startup requests and timeouts.
- Desktop Outlook displayed a disconnected status or could not connect to Exchange Online.
- Mobile mail synchronization failed or fell behind for some users.
- Incoming or outgoing messages were delayed.
- Teams calendars failed to load, update or create meetings.
- Other Microsoft 365 applications returned errors even though unrelated websites worked normally.
Microsoft Community reports document examples of the 503 and Outlook startup symptoms, including service-unavailable errors and failed Outlook access. These reports show representative symptoms, not a universal experience for every tenant.
When did the outage start and end?
The timing requires care because Microsoft’s service-health records used UTC while news reports and user reports used local time. The archived global incident record lists a start at November 25, 2024, 1:20 a.m. UTC. It lists the incident as ending at November 26, 2024, 11:00 a.m. UTC.
Separate records describe an earlier Exchange Online incident beginning at 1:20 a.m. UTC on November 24, apparently reflecting an earlier or region-specific service-health record. The safest summary is that the disruption became broadly visible on Monday, November 25, while recovery continued into November 26 UTC.

That staged recovery is why calling it simply a “23-hour outage” can be misleading. Core services recovered before every residual web-access or mail-queue symptom disappeared.

What caused the Microsoft 365 failure?
Microsoft’s initial public explanation referred to a recent change that caused part of its infrastructure to operate abnormally. Its later incident description provided more detail: a backend service was being decommissioned, and the change caused requests to be directed to an incorrect endpoint.
The incorrect request handling reduced the processing capability of affected servers and caused cascading service degradation. Microsoft’s recovery work included redirecting traffic, restarting affected components, adding capacity, deploying a remediation script or patch, optimizing remaining machines and monitoring service telemetry after recovery.
Independent network-observability analysis from ThousandEyes also characterized the event as a backend infrastructure problem. Its analysis described retry traffic being routed through affected servers, which further reduced availability. That is independent analysis and should not be confused with Microsoft’s exact incident wording.
How many people were affected?
There is no definitive global customer count in the available incident material. News coverage and public outage trackers showed many thousands of reports, particularly as the U.S. workday began, but submitted reports are not a count of every affected account.

The accurate description is that thousands of users reported problems and that the real number of affected users was not publicly established. Outage-report volumes are useful for showing when complaints rose and fell, but they do not provide a complete denominator or prove that every report represents a separate user.
What could users do during a similar outage?
Local troubleshooting cannot repair a Microsoft backend failure, but a few steps can distinguish a platform incident from an isolated problem:
- Confirm that other websites and services work. A functioning internet connection does not rule out a Microsoft-side outage.
- Compare Outlook on the web, desktop and mobile. Differences can help identify which access path is failing, but none is guaranteed to work.
- Check Microsoft’s service-health announcements and your organization’s IT communications.
- Save unsent work locally and use an approved alternate communication channel for urgent business.
- If mail is delayed, do not immediately assume it was lost. Messages may be delivered after mail queues recover.
- Avoid repeatedly changing passwords, deleting Outlook profiles or clearing settings when many users have the same symptoms.
- Be wary of fake Microsoft support numbers, unsolicited recovery tools and links claiming to restore the account.
What administrators should check
Microsoft 365 administrators should use Microsoft 365 admin center → Health → Service health. If retained in the tenant’s historical records, incident MO941162 provides a useful reference.

After recovery, validate each dependency separately:
- Outlook on the web, desktop Outlook and mobile synchronization.
- Message delivery, message trace and mail queues.
- Teams calendar loading, meeting creation, updates and joining.
- Bookings, automation flows, Copilot features and other business-critical services.
- Any security, administration or collaboration tools that depend on Exchange Online.
It is also worth documenting residual failures after Microsoft marks the main incident resolved. A service-health resolution means the primary incident has been mitigated; it does not always mean every delayed message or cached web-session problem ends at the same instant.
What this outage means for Microsoft 365 resilience
The incident demonstrates why business continuity should not depend on a single communication path. Useful safeguards include a tested secondary channel, offline access to critical information, documented incident contacts, mail-flow monitoring and a clear process for validating services after recovery.

Duplicating licenses, identities, data, integrations and user training can be expensive and complicated. For many small businesses, a backup communications method and a practical recovery procedure provide more value. Larger organizations may justify independent network or SaaS monitoring and a second productivity ecosystem, but those decisions should follow a dependency and continuity assessment.
The bottom line
The November 25, 2024 event was a real, global-scope Microsoft 365 infrastructure incident—not simply an isolated Outlook problem. It most visibly disrupted Outlook and Exchange Online, while also affecting Teams calendars and other dependent services. Impact varied by route, region, client and operation, so some users remained online while others saw 503 errors, disconnections or delayed mail. Microsoft restored services in stages after addressing a backend change and incorrect endpoint routing, but residual effects continued for some users after the main incident was marked resolved.
