Yes, the City of Melville is operating a residential CCTV rebate, but the current program is not a blanket $500 payment for “AI cameras” or proof that council security receives every homeowner’s live feed. The standard rebate is half of an eligible system’s cost, capped at $200. A higher $500 rebate is reserved for participants in a separate pilot with additional data-sharing arrangements once that pilot is operational.
The current scheme opened on 23 July 2026. Applicants need pre-approval, a licensed installer, a hardwired public-facing camera meeting specific recording and image-quality requirements, WA Police Cam-Map registration and a 12-month maintenance commitment.
What Melville actually approved
On 17 March 2026, Melville Council approved the Community Safety Technology Roll-out Plan 2026–2031. That decision combines several projects that are sometimes reported as one “AI CCTV” scheme.
- A residential Home CCTV Rebate Program.
- Fixed CCTV cameras in selected public locations, with spending capped at $1.06 million, including a $700,000 Commonwealth grant.
- Mobile CCTV units and expansion of the City’s public-camera network.
- An updated CCTV policy and governance arrangements.
- Participation arrangements with WA Police involving vGRID.
The City’s public roadmap covers more than 20 locations, but the residential rebate is separate from cameras owned and operated by the City in public spaces. The adopted council material, rather than earlier proposal coverage, controls the current rebate amounts and conditions. Read the council’s approved plan and resolution.

How much money is available?

The $500 figure is therefore not the standard entitlement and is not currently available to every resident. Earlier reports described a possible pilot involving automated alerts, live footage and a larger incentive. Those descriptions refer to the proposal-stage concept, not a universal requirement of the operating $200 program. See the earlier proposal reporting.
Is this really an AI-camera rebate?
“AI CCTV” is an imprecise label for the current standard scheme. The City’s public rebate requirements specify camera performance, storage and installation characteristics:
- At least 4-megapixel resolution.
- Continuous recording for at least 30 days.
- Night-time operation.
- A hardwired connection.
- A public-facing view and compliance with the specified ANZPAA face-recognition resolution test at 10 metres.
The published standard terms do not say that applicants must use facial-recognition software, object detection, generative AI or automated live alerts. The ANZPAA reference is an image-resolution test; it is not a requirement to deploy facial-recognition analytics. Separate pilot specifications could add requirements later, but they are not established by the current standard rebate page. Check the current technical terms.
Who can apply?
The published program is for eligible residential properties inside the City of Melville. The applicant must be one of the following:

- The property owner.
- An authorised agent acting for the owner.
- A tenant with the property owner’s signed consent.
Local, State and Federal Government properties are excluded. Businesses are not included in the current residential scheme, although the City says business eligibility may be considered in the future. This is not a general payment to anyone who lives or works in Melville.
Camera and installer requirements
Use a licensed security business
DIY installation is not eligible under the published terms. The system must be supplied and installed by a registered business with a Security Agents Licence Number. Ask each installer to put its licence number on the quote and verify it before committing.
Cover a public area
The qualifying camera must overlook a public area such as a road, footpath or front verge. A system aimed only at a backyard, indoor room or private side passage may fail the eligibility check. Applicants must provide a sample image showing a person approximately 10 metres from the street-facing camera.
Meet the recording and image tests
The public-facing camera must be hardwired, operate at night, record continuously for at least 30 days and meet the stated 4-megapixel and ANZPAA image-quality criteria. A battery-only or wireless-only camera, intermittent recorder or system without sufficient storage will not satisfy the published requirements.

How to apply without losing eligibility
- Read the City’s terms, instructions and pre-eligibility requirements.
- Obtain two or three quotes from licensed security installers. Quotes must be dated after 1 July 2026.
- Ask each installer to confirm the licence number, hardwired configuration, night performance, 4-megapixel-or-better camera, 30-day continuous recording, public-area coverage and ANZPAA test evidence.
- Complete the City’s pre-eligibility check with valid quotes before installing or upgrading anything.
- Wait for written funding pre-approval. Funding is discretionary and the City does not guarantee that every applicant will be funded.
- Install and pay for the approved system within 60 days of pre-approval.
- Keep the invoice, proof of payment, technical specifications and the required 10-metre sample image.
- Register the camera and property with WA Police Cam-Map at cam-mapwa.police.wa.gov.au.
- Submit the final rebate application and supporting documents through the City’s process, including its SmartyGrants application route at melville.smartygrants.com.au.
Installing first is a common failure point. An existing system does not qualify retrospectively. An upgrade may qualify only when the pre-eligibility form was completed before the upgrade.
What accepting the rebate requires
- Keep the system operating and in working order for at least 12 months.
- Provide recorded footage to the WA Police Force when requested.
- Complete Cam-Map registration.
- Continue meeting the technical and installation requirements.
The City says it may seek repayment if the system is not maintained for the required period or if the operator fails to provide footage to WA Police when requested. The published terms also make clear that an approved application is not an unconditional promise of funding.
Does Melville get a live feed?
The current standard rebate terms do not establish that every participating home sends a continuous live feed to council security or MelSafe. They expressly require footage to be provided to WA Police when requested. That is different from live integration.

Earlier proposal reporting described a possible network linking private cameras to a City-managed safety service and sending automated alerts to patrol vehicles. That concept should not be treated as the settled condition for every $200 recipient. Read the proposal-stage account.

The City’s general CCTV information says WA Police and other authorised entities may request footage, that recorded material is stored and managed under privacy and legal requirements, and that public access is restricted unless a valid legal order applies. The financial benefit is limited
The standard rebate covers half the eligible cost up to $200. It is most useful on a compliant system costing about $400 or more, but it will not cover the full installation. Cabling, recorder or cloud storage, networking, labour, maintenance and later replacement can cost considerably more.
Public coverage changes what the camera sees
Because the camera must view a road, footpath or verge, it may capture neighbours, visitors and passers-by. Plan the angle and masking features carefully, and ask the installer how the system limits unnecessary private-area capture.
Police disclosure is an ongoing obligation
The central privacy question is not simply whether footage is “shared.” Before applying, ask who may request it, whether requests concern a specific incident, how footage is transferred and retained, who can access it, and what consequences follow if the operator refuses a request. The current terms answer the obligation to provide footage to WA Police, but they do not publicly spell out every future pilot data-sharing detail.

Reliability versus installation complexity
Hardwired cameras and continuous recording can be more dependable than battery devices, but they usually require more cabling and installation work. The City warns that wireless systems can lose footage during internet outages, have range limits, face hacking risks and depend on battery maintenance.
Common ways applications fail
- Buying before approval: installation before the pre-eligibility decision can make the project ineligible.
- DIY or unlicensed work: the installer must be a registered business with a Security Agents Licence Number.
- No qualifying public view: rear-only or obstructed coverage may fail the assessment.
- Insufficient storage: less than 30 days of continuous recording does not meet the stated requirement.
- Wireless-only hardware: the public-facing camera must be hardwired.
- Weak night images: night operation alone is insufficient if the camera fails the image-resolution test.
- Missed deadlines: installation must occur within 60 days of pre-approval, followed by final paperwork within the City’s stated submission period.
- Stopping maintenance: the City may seek repayment if the system is not kept working for 12 months.
- Refusing a police request: failure to provide requested footage can also trigger repayment action.
- Assuming “AI” is mandatory: the standard public requirements do not require AI analytics.
- Assuming council sees everything: current terms do not establish universal live council access.
What the plan means for a resident deciding today
Apply if you already want a professionally installed, public-facing security system and are comfortable with Cam-Map registration and the obligation to provide footage to WA Police when requested. Treat the $200 as a partial offset, not as a promise that the City will fund the whole project.
Before signing a quote, obtain written confirmation that the proposed equipment and installation satisfy every published requirement. If your priority is a battery doorbell, private backyard monitoring, a DIY setup or no police-disclosure obligation, the current rebate is a poor fit. The $500 pilot should be considered separately: do not assume its data-sharing terms, live-alert features or eligibility until Melville publishes the pilot documentation.
Applicant checklist
- Confirm the property is residential and inside the City of Melville.
- Obtain owner consent if you are a tenant.
- Get two or three quotes dated after 1 July 2026.
- Verify each installer’s Security Agents Licence Number.
- Confirm hardwired connection, 4MP-or-better resolution, night operation and 30-day continuous recording.
- Confirm the camera sees a qualifying public area and can meet the 10-metre ANZPAA image test.
- Complete pre-eligibility and wait for approval before installation.
- Install within 60 days and retain invoices, specifications and sample images.
- Register the system with WA Police Cam-Map.
- Plan for 12 months of maintenance and possible WA Police footage requests.
Melville’s scheme is therefore a conditional residential rebate within a broader public-CCTV strategy—not a universal $500 payment for AI cameras and not, on the current published terms, automatic live access for council security.
