Can Google Maps data help choose a city or neighborhood?
It can contribute useful location signals, but it does not settle an expansion decision by itself. Google announced that Places Insights in BigQuery became generally available on September 30, 2025, describing it for site selection, market research, location-performance evaluation, and expansion planning. It combines aggregated Places data with BigQuery analysis. That makes it a relevant supported route to investigate when you need to compare areas, rather than assembling an external dataset by scraping Maps pages.
Keep the distinction between signals and outcomes clear. Place counts, category mix, operating hours, price levels, ratings, service attributes, and available location-performance indicators can help describe the competitive landscape. They do not, on their own, prove customer demand, profitability, or future revenue. No authoritative ROI or revenue-lift statistic is established here, so a listing count should not be translated into a forecast or percentage return.
Define the decision before choosing data
Start by writing down which decision the analysis must support. Market entry, a new store location, territory coverage, and a response to a competitor are different questions. A city-level screen may help narrow a search; choosing between two sites may require a smaller trade area and first-party or field evidence. Decide the decision unit—city, postal area, trade area, or drive-time zone—before comparing candidates, and use the same unit consistently.

What Google’s terms mean for “Google Maps scraping”
Google Maps Platform Terms of Service state: “Customer will not export, extract, or otherwise scrape Google Maps Content for use outside the Services.” The examples include copying and saving business names, addresses, and user reviews, as well as bulk downloading place information. Google’s JavaScript policy also says that persisting a Place Name for use outside the user session constitutes scraping and is not allowed. Public visibility does not make Maps Content freely reusable as an exported competitor database.
Google’s Places policy also requires publicly accessible terms of use and a privacy policy for applicable implementations, limits caching and storage of Places content, and requires attribution when results are displayed. The exact obligations depend on the product and use, so check the current applicable policy and terms before implementation. Do not assume a permitted display inside a Google service also permits copying the underlying content into a spreadsheet, CRM, report, or separately published dataset.
What to avoid
- Automating browser visits to collect Maps business names, addresses, reviews, or other place details for an external file.
- Bulk downloading place information or retaining Place Names beyond an allowed session or other applicable storage rule.
- Using Maps latitude/longitude in a workflow that the governing terms prohibit.
- Publishing a market table or map derived from Maps Content without confirming that the license permits the intended storage, joining, display, and export.
Choose a supported route for the analysis
Places API (New)
The Places API (New) includes Place Details, Place Photo, Nearby Search, Text Search, and Autocomplete. These are supported API capabilities, not permission to export any returned content into an independent dataset without regard to Places policies. If building an application, design its display, storage, caching, attribution, terms of use, and privacy policy around the current rules for the specific product and fields you use. Avoid treating an API response as a license to retain or redistribute it indefinitely.
Places Insights in BigQuery
Places Insights in BigQuery is the explicitly announced aggregated-data workflow for site selection, market research, location-performance evaluation, and expansion planning. Consider it when your question is comparative—such as how candidate areas differ on supported aggregate indicators—and verify what data, geography, fields, and costs are available for your intended query in the current Google Cloud product documentation and account. Its general availability announcement was dated September 30, 2025; that date is not a promise that every dataset, geography, field, or price is identical across accounts or remains unchanged.

The Maps Datasets API is not a workaround for scraping Maps Content. Its uploads require you to hold the rights to share the data with Google. Google documents a maximum of 500 MB per file and 10 GB aggregate through the API. Those are upload limits, not permission to submit third-party data you are not entitled to share, nor a statement about the storage or export rights of Places content.

A practical framework for comparing expansion markets
- Specify the decision and candidate set. Record whether you are screening cities, selecting a site, allocating territories, or responding to competition. Include the candidate geographies and the decision date so later reviewers can understand what was compared.
- Normalize geography. Choose one unit of analysis appropriate to the question, such as a city, postal area, trade area, or drive-time zone. Apply it consistently. Do not use Places latitude/longitude in ways prohibited by the applicable terms.
- Select licensed indicators. Compare only attributes supplied by a product and permitted for your intended use. Relevant dimensions may include competitor density, category mix, ratings, price level, operating hours, service attributes, and location-performance indicators where the licensed product supplies them.
- Separate observation from inference. A high count of listings describes observed supply in the chosen source and geography. A rating distribution describes public feedback represented in that source. Neither is a direct measure of unmet demand, customer willingness to pay, profitability, or your likely sales.
- Triangulate independently. Validate the short list with non-Google evidence suited to the decision: census statistics, permits, leases, footfall studies, customer surveys, and your own first-party sales data are examples. Consider whether evidence is representative, current, and measured at the same geographic scale.
- Document reproducibility and rights. Keep an analysis record of the request or query date, geography, fields, product, licensing basis, and attribution requirements. Retain only what the applicable terms permit; document methodology without preserving prohibited content.
- Set a decision threshold before ranking. State which indicators would disqualify a market, which are tie-breakers, and what independent validation is necessary before committing capital. A weighted score is a prioritization device, not a causal model or guaranteed forecast.
How to assess the data before trusting a ranking

Implementation, reliability, and cost controls
For an API or BigQuery workflow, establish the data boundary before scheduling recurring jobs. Identify which returned or aggregated fields may be used, where outputs may be stored, who may access them, and whether they can be joined to other datasets or included in a report. Confirm current quotas, request volume, BigQuery processing costs, and monitoring requirements in the relevant Google Cloud product materials; the available facts do not establish a universal price or request allowance for this analysis.
For reliability, store permitted analysis metadata—such as the query date, geography definition, product and fields used, and methodology—so a reviewer can reproduce the decision process without keeping content the terms do not permit you to retain. Treat missing, stale, or incomplete fields as a data-quality issue to investigate, not as evidence that a competitor or service is absent. Recheck assumptions when the decision is delayed or the candidate area changes.

A spreadsheet of scraped listings seems easier than an approved workflow
Do not turn the convenience of a browser script into a permission assumption. The Maps Platform terms prohibit scraping or exporting Maps Content for use outside the services, with copying names and addresses and bulk downloading among the examples. Reframe the question for supported Places API use or aggregated Places Insights in BigQuery, and verify the rules for the data and outputs you plan to use.

One candidate area has many more listings
Check whether the areas use the same boundaries, category definitions, data fields, and observation date. Then check source coverage and use independent evidence to determine whether the difference reflects real market conditions. Listing volume alone is not demand or sales potential.
A location score is difficult to reproduce
Record the candidate geography, query date, product, fields, and calculation method. Keep the scoring logic and permitted aggregate results rather than prohibited source content. Identify which factors are descriptive and which are validated with first-party or external evidence.

Build the investment case beyond the map
Use supported Google data to screen and compare locations only within the relevant product terms; then base the commitment on a wider evidence set. A defensible expansion recommendation states its geography, date, licensed indicators, and assumptions, distinguishes observed competition from inferred demand, and tests the shortlist against independent market and financial evidence. That is more useful—and safer—than treating a scraped map as a ready-made market database.
