Yes—but only in a regulated, regional form. Apple introduced alternative app distribution for users in the European Union with iOS 17.4 in March 2024, ahead of the EU’s March 7, 2024 Digital Markets Act deadline. Eligible users can install apps through approved alternative marketplaces and, from authorized developers, directly from websites. This is not unrestricted worldwide sideloading: Apple still requires eligibility checks, user consent, notarization and other controls.
What the March 7 deadline meant
March 7, 2024 was the date by which designated “gatekeeper” companies had to comply with applicable obligations under the European Union’s Digital Markets Act (DMA). It was not a promise from Apple to open iPhone app installation globally. The DMA requires covered platforms to support alternative app marketplaces and, under the relevant rules, app distribution from the web. Apple’s first major implementation arrived with iOS 17.4. The result is best described as regulated alternative distribution, rather than an unrestricted iPhone software model.

What Apple changed
Alternative app marketplaces
An eligible marketplace can be installed as an app and can distribute other iPhone or iPad apps. Apple’s installation flow requires the user to approve the marketplace and presents information before installation.

Distribution from developer websites
Authorized developers can also offer their own apps directly from websites in the EU. This creates a route that does not require listing the app in a third-party marketplace, but it remains subject to Apple’s eligibility and technical requirements.
Notarization and user approval
Apps distributed outside the App Store still pass through Apple’s baseline notarization process, which is intended to address malware, platform integrity and certain privacy requirements. Notarization is not the same as Apple’s full App Store review. Users must explicitly authorize installations, and Apple displays details such as the app name, developer, description, screenshots and age rating.
Marketplace and default controls
Users can manage permitted marketplaces and developers in Settings. Apple also allows a preferred marketplace to be designated, affecting certain discovery features. Apple’s EU developer update documents the current implementation, including the revised installation experience introduced with iOS 18.6 and later.

Is this “true sideloading”?
The word sideloading has two common meanings. Technically, it can mean installing software from somewhere other than the official App Store. In everyday discussion, it often means downloading any compatible .ipa file from any website with no platform approval or gatekeeper involvement.

Accordingly, saying “Apple allowed sideloading” is only accurate in the broad technical sense. Apple did not turn the iPhone into an unrestricted software platform.
Who can use alternative distribution?
Apple’s current support documentation says a user generally needs both an Apple Account set to an eligible region and a physical location in that region. A compatible current version of iOS or iPadOS and a marketplace or developer that meets Apple’s requirements are also necessary.

Apple says previously installed alternative-distribution apps can continue to function after a user leaves an eligible region, and updates can continue for up to 90 days. New installations require a return to an eligible region. Changing an account’s country or region alone should not be treated as a reliable workaround. Install an alternative marketplace
- On an eligible iPhone or iPad, open a browser and visit the marketplace developer’s website.
- Tap the marketplace’s installation link.
- Read Apple’s warning and authorization information.
- Tap Allow.
- Follow the onscreen instructions to finish installation.
Install directly from a developer website
- Open the developer’s website in a browser.
- Tap the app’s installation link.
- If prompted, open Settings and complete authorization for that developer.
- Review the installation information.
- Tap Install App and complete the onscreen steps.
These are Apple’s documented paths; individual marketplaces and developers may present different website screens. See Apple’s installation instructions.
What Apple still controls
- Eligibility: Developers and marketplace operators must satisfy Apple’s contractual, technical and regional requirements.
- Notarization: Alternative-distribution apps undergo Apple’s baseline security process.
- Malware intervention: Apple says it can block known malware and revoke new installations when it identifies a known malicious app.
- Warnings and disclosures: Apple remains part of the installation experience.
- Developer economics: Under specified alternative business terms, Apple documents a €0.50 Core Technology Fee for each first annual install above one million. This is a developer-side charge, not a fee ordinary users pay at installation.

What users may give up
Alternative distribution does not carry every App Store ecosystem feature. Apple says support for marketplace or app problems, refunds, subscriptions and payment disputes may belong to the marketplace operator or developer rather than Apple. Some Family Sharing, Ask to Buy and Screen Time purchase controls may not work in the same way. Apple also does not apply all of the App Store’s content, business-practice and moderation standards to alternative marketplaces.
If a marketplace closes
Apple warns that apps obtained through a marketplace may stop functioning or updating if that marketplace shuts down or is deleted. A user may be able to obtain the app through another marketplace or the App Store, but repurchasing the app or in-app purchases may be necessary depending on how it was distributed. This makes marketplace continuity an important practical risk.

Parents can restrict these installation routes through Settings → Screen Time → Content & Privacy Restrictions → App Installations & Purchases → App Marketplaces / Web → Don’t Allow. Apple advises checking these controls separately if restrictions were already enabled before updating to a compatible operating system. See Apple’s restriction instructions.

Benefits and trade-offs
Potential benefits
- Developers gain another way to reach users.
- Users may find apps unavailable on the App Store.
- Marketplaces can compete over distribution, payments and discovery.
- Developers can maintain a more direct relationship with customers.
Costs and risks
- Support, refunds and subscriptions can be split among Apple, a marketplace and a developer.
- Moderation and business-practice standards may be less uniform.
- A marketplace shutdown can affect updates or app operation.
- Users face additional scam, fraud, malicious-software and objectionable-content risks; Apple presents these as risks of alternative distribution.
- Travel and regional eligibility can make the feature impractical for non-EU users.
What it means for developers
Alternative distribution can reduce reliance on the App Store and enable direct web delivery or a separate marketplace. Developers still need to meet Apple’s eligibility and notarization requirements, choose applicable business terms and handle more of the customer relationship. The Core Technology Fee can materially affect high-volume apps, while smaller developers may value the additional complexity less than Apple’s existing App Store tools.
The European Commission has continued to challenge whether the opening works effectively in practice. In preliminary findings published April 23, 2025, it said Apple’s contractual terms, Core Technology Fee, developer eligibility conditions and installation process could discourage or burden alternative distribution. The Commission’s position is described in its April 2025 DMA findings; the regulatory dispute is not necessarily settled.
What changed after March 2024?
The original deadline and iOS 17.4 rollout were only the beginning. Later iOS releases changed the user experience, and Apple says iOS 18.6 and later introduced an updated EU flow for installing alternative marketplaces and apps from developer websites. Apple’s support pages also now list Brazil and Japan under separate regional availability. Those developments should not be confused with the March 7, 2024 EU compliance date.

What this means for U.S. users
For a typical U.S. iPhone owner, the practical answer remains no: updating iOS does not provide general Apple-authorized sideloading from arbitrary websites. The EU system is geographically restricted, and Apple’s current eligibility model checks both account region and physical location.
How to decide whether to use an alternative marketplace
- Confirm that your account region, physical location and operating-system version qualify.
- Use a marketplace or developer with transparent ownership, privacy and support policies.
- Check who handles refunds, subscriptions and payment disputes.
- Ask what happens to updates if the marketplace closes.
- Verify whether Family Sharing, Ask to Buy and Screen Time matter to your household.
- Consider whether the app is unavailable on the App Store strongly enough to justify the added responsibility.
The App Store remains the simpler choice for users who prioritize centralized review, Apple support and unified purchasing. Alternative distribution is most useful when a particular app or developer relationship makes those trade-offs worthwhile.
