LineageOS 23.0 was a real, installable Android 16 release—not a broken beta—but its initial codebase was based on the Android 16 source Google published in June 2025, before Android 16 QPR1 source was available in AOSP. That meant the first release did not include the later QPR1 source changes. Google eventually published a QPR1 branch, so the delay became a rebase and device-testing challenge rather than a permanent block. It did not mean every LineageOS device automatically received a QPR1-based build.
What “incomplete” meant for LineageOS 23
The word “incomplete” needs context. LineageOS 23.0 launched on the initial Android 16 codebase. It was not yet rebased on Android 16 QPR1, a subsequent quarterly platform release. Contemporary coverage reported that LineageOS 23.0 reached more than 100 devices, though availability varied by model and that historical figure is not a current device-support count (Android Authority; Android Central).
So the initial release was “incomplete” only relative to the later QPR1 code and changes. It remained an Android 16-based LineageOS release with project customizations and device-specific support where available. Google had not delayed all Android 16 source: the initial Android 16 source was available in AOSP in June 2025, as Google announced (Android Developers Blog).

Android 16 is the major platform release. A quarterly platform release, or QPR, follows it with a later set of platform changes; Google describes QPRs as releases delivered to AOSP and Pixel devices (Android 16 QPR release notes). A Pixel update and the corresponding AOSP source branch are related, but not interchangeable: custom-ROM developers need the relevant upstream source to integrate those changes into their own code.

At launch, LineageOS maintainers could build on the Android 16 source that was public, but could not cleanly rebase the platform on QPR1 source that had not yet been published. That is the specific delay behind the original headline—not a delay to Android 16 itself, nor proof that LineageOS 23.0 could not be used.

It is also important not to equate every Pixel feature announced with QPR1 with an AOSP change available to LineageOS. Some features can depend on Google apps, Pixel software, or proprietary components; the available evidence does not establish that LineageOS 23.0 included every QPR1-era or Pixel feature.

Timeline: the source delay was later resolved
- June 2025: Android 16 and its initial source became available in AOSP, according to Google’s announcement.
- September 3, 2025: Google’s GSI release information lists an Android 16 QPR1 stable build on this date. A GSI listing is not the same thing as publishing every source change needed by custom-ROM projects (Android Developers GSI releases).
- During the delay: Android Authority reported that Google said it remained committed to publishing the source “in the coming weeks.” The report did not provide a detailed explanation or a firm date from Google (Android Authority’s report).
- Later in 2025: Android Authority reported that QPR1 source had appeared in AOSP. The AOSP repository lists an
android16-qpr1-releasebranch (Android Authority; AOSP repository). - By 2026: LineageOS repository information showed continued development, including a
lineage-23.2branch. A branch name alone does not establish the exact QPR base or status of a particular device build (LineageOS Android repository).
The original source publication delay is therefore no longer an unresolved blocker. But availability of an upstream branch does not instantly produce a tested update for every supported phone.
Why source publication did not update every phone at once
LineageOS is built from upstream Android components plus project-specific changes and device-specific configuration. When a new platform branch becomes available, maintainers must merge or rebase the relevant repositories and resolve conflicts with LineageOS code. They then need to build and test each device configuration.

That work can involve device trees, kernel compatibility, vendor interfaces, firmware requirements, and components supplied by the manufacturer rather than AOSP. A change that builds for one model may not be ready—or even applicable—for another. Maintainers need to validate device basics such as boot, encryption, radios, camera, audio, graphics, and OTA behavior before publishing a build. Source availability is a prerequisite for this work, not a guarantee of a release date.
This also explains why an Android version label is not enough to tell whether a specific build contains QPR1 changes. Check the exact device’s current official build notes and changelog. Neither “Android 16” nor “LineageOS 23” by itself confirms a particular QPR baseline.

What should LineageOS users do now?
If you already use LineageOS
- Use the built-in updater where it is available, and read the changelog for your exact model.
- Do not install an unofficial port just because its label claims QPR1 or a newer version. Unofficial builds can differ in testing, security updates, device support, and maintenance.
- Before changing branches or doing a clean install, back up important data and follow the device-specific instructions. A downgrade or branch change may require wiping data.
If you are considering installation
- Verify the exact model and variant. Similar product names do not guarantee compatible firmware or builds. LineageOS says a device that is not listed is not officially supported, even if it appears similar to a supported model (LineageOS FAQ).
- Read that model’s official installation guide. Check bootloader unlockability, required firmware, recovery steps, and whether the instructions apply to your regional or carrier variant. Do not treat a generic guide as a universal flashing recipe.
- Consider app and security needs. Banking, DRM, games, and enterprise-management apps can behave differently on a device with an unlocked bootloader or modified operating system. An Android 16 base alone does not guarantee that every part of the device’s software stack is equally current: kernel, vendor components, firmware, and update cadence also matter. LineageOS’s FAQ distinguishes Android and vendor security patch levels and firmware updates.
- Choose Google Apps deliberately. LineageOS 23 is documented as Android 16, and the project lists compatible Google Apps guidance, including MindTheGapps (LineageOS Google Apps documentation). If you want Google services, select the package appropriate for the Android version and device architecture, and follow the installation order in the device guide. LineageOS warns that booting the ROM before installing the required package can cause crashes and may require a factory reset.
For a current installation decision, the useful question is not simply “Does LineageOS 23 have QPR1?” It is: “What does the official build and changelog for my exact device say, and am I prepared for that model’s installation requirements and app compatibility trade-offs?”

Official and unofficial builds are not equivalent labels
An official build is one published through LineageOS’s supported-device listings and download infrastructure. An unofficial build may be useful, but it is maintained outside that official device-release path and can have different testing, update frequency, installation instructions, or security posture. The word “unofficial” does not automatically mean a build is unsafe; it does mean users need to evaluate its maintainer and documentation separately.

Likewise, an unofficial build advertising QPR1 does not prove that the official build for the same device has adopted the same source, or that the port has been tested to the same standard. Check the device page, build notes, and maintainer information rather than inferring support from a version string.
What the delay says about custom-ROM development
The episode exposed a dependency that matters to the whole AOSP-based ROM ecosystem: projects can only integrate public upstream code once it is published, and a later publication can compress the time available for rebasing and testing. Google’s reported statement promised source publication in the coming weeks, but the cited report did not establish a confirmed technical reason for the delay. Explanations such as changes in Google’s development process or release coordination should not be presented as fact without a direct, substantiated statement.
For ordinary users, the delay did not make the initial LineageOS 23.0 release unusable. Its consequences were primarily about when maintainers could work from QPR1 source and how long each device needed for integration and validation. Even after AOSP published the branch, the resulting experience remained device-specific.
