The billionaire was Larry Ellison, Oracle’s co-founder, chairman and chief technology officer. At Oracle’s Financial Analyst Meeting on September 12, 2024, he described a future in which artificial intelligence analyzes footage from police body cameras, vehicle cameras, doorbells and other surveillance systems.
“Citizens will be on their best behavior because we are constantly recording and reporting everything that’s going on,” Ellison said. The quote is real, but the viral wording that he “drools” over constant surveillance is commentary—not something established by the event itself. Ellison was describing a forward-looking vision, not announcing an existing nationwide government program or an enacted Oracle policy.
What Larry Ellison actually described
Ellison’s proposal was broader than installing more cameras. It was a connected surveillance pipeline:

- Collection: footage would come from police body cameras, dashboard cameras, doorbell cameras, security cameras and potentially drones.
- Analysis: AI systems would process the video and look for suspected crimes, dangerous events or problematic conduct.
- Reporting: automated alerts would go to an “appropriate person” for follow-up.
- Oversight: police officers themselves could be monitored, allowing AI to identify and report misconduct.
- Response: autonomous drones could follow vehicles during high-speed pursuits rather than sending police cars into dangerous chases.
Independent accounts from Ars Technica and TechCrunch describe the same basic vision. Ellison presented continuous recording and automated reporting as tools for deterring crime and improving police accountability.

It is a future-facing vision, not proof of universal surveillance today
There is an important distinction between Ellison’s prediction and the current state of surveillance technology. Individual components already exist in some places: body cameras, license-plate readers, facial-recognition tools, drones, security-camera networks and software that flags events in video.
That does not mean there is one universal system constantly tracking every person. A fully integrated system that records, analyzes, identifies, predicts and reports behavior across public and private domains would require extensive infrastructure, legal authority and institutional coordination. Its availability, legality and reliability would vary by country, state, city and agency.
Nor are the stages interchangeable. Recording an image is different from analyzing it. Analysis is different from matching it to an identity. An identity match is different from inferring intent, and an automated alert is different from official action. Each stage introduces separate technical errors and legal consequences.

What would be required to make the system work?
A system of the kind Ellison described would need more than AI models. It would require large-scale video collection and retention, dependable connectivity, cloud or on-premises storage, computer-vision software, identity-resolution tools, event classification, alert ranking, human review and interfaces for police or emergency services.
It would also need evidence-retention rules, audit logs, access controls and security protections against tampering or unauthorized searches. Most importantly, people and institutions would have to decide what counts as a reportable “problem.”

AI does not independently determine whether conduct is criminal or improper. Authorities would set the rules for:
- which people, places and behaviors are monitored;
- what threshold triggers an alert;
- who receives the alert;
- whether an alert is merely an investigative lead or can support enforcement;
- how long footage and related data are retained; and
- which agencies, vendors or employees can access the records.
What does “best behavior” mean?
Ellison’s remarks focused on crime detection and police supervision. In that context, “best behavior” can reasonably mean fewer crimes, safer conduct and greater compliance with the law.

A population may also become more cautious about lawful activities because people cannot tell what is being watched, how footage is interpreted or which behaviors authorities consider suspicious. That could affect political protests, journalism, religious gatherings, labor organizing, medical visits, controversial speech and contact with disfavored groups.
Ellison described surveillance as a deterrent. A civil-liberties concern is that the same deterrent could suppress not only harmful conduct, but also privacy, spontaneity and lawful dissent. That broader interpretation is analysis—not a claim that Ellison explicitly said he wanted to silence political opposition.
The claimed benefits
The argument for AI-assisted surveillance should not be reduced to a caricature. Supporters could claim that automated systems might help investigators review enormous volumes of video, locate missing people, identify active violence, detect dangerous driving and reduce response times.

Continuous recording could also provide an independent record of police encounters rather than relying solely on officers’ memories or reports. Monitoring officers may expose misconduct, while a drone following a fleeing vehicle could potentially reduce the danger of a high-speed police pursuit. These are proposed benefits, not verified outcomes of a universal system.
The civil-liberties risks
Privacy does not stop with suspects
Always-on cameras would capture bystanders, children, visitors, neighbors, journalists, protesters, victims and people inside or near private homes. Smart doorbells and consumer security systems create additional questions about whether private camera owners knowingly contribute footage to a public surveillance network.
False positives can become real-world harm
AI may misidentify a person or misread an event because of poor lighting, an obstructed view, an unusual camera angle or an ambiguous context. A delivery driver, repair worker or medical vehicle could be flagged as suspicious. A drone could follow the wrong car. A lawful protest could be classified as a threat because of crowd size or a vague definition of disorder.
An algorithmic alert is not proof of a crime. Treating it as probable cause—or as an instruction to act—could weaken ordinary standards of evidence and due process.
Bias can be amplified at scale
Errors may fall unevenly across racial, ethnic, religious, disability, gender or socioeconomic groups. The risk depends on the specific model, camera conditions, deployment rules and human decisions; there is no single bias rate that applies to every system. Any responsible deployment would need publicly measured error rates by context and demographic group, not broad assurances that the technology is objective.

Function creep changes the bargain
A network introduced to investigate violent crime could later be used for traffic enforcement, immigration monitoring, protest surveillance, workplace discipline, commercial profiling or political intelligence. Data collected for one purpose may acquire new uses years later, after public attention and safeguards have faded.
A permanent archive creates a permanent security target
A centralized record of movements, faces, voices, homes, vehicles and associations would be valuable to criminals, abusive officials, foreign intelligence services, data brokers and insiders. Security must therefore address not only outside hackers, but also inappropriate searches, copied footage, privileged access and deliberate manipulation.
Who controls the system?
The hardest questions are institutional rather than technical:
- Is the system operated by police, another public agency or a private contractor?
- Is a warrant required for real-time tracking or retrospective searches?
- Are people notified when their footage is analyzed?
- Can an affected person challenge an identification or correct a record?
- Must agencies disclose model documentation, error rates, contracts and audit results?
- Can officers rely on an alert without independent corroboration?
- Who is liable when the system causes a wrongful stop, arrest or investigation?
- Can courts, legislatures or voters impose meaningful limits?
These questions matter especially when surveillance crosses boundaries. Footage involving minors, medical emergencies, private property, protests, elections or homes visible from public cameras requires safeguards that a generic “crime detection” policy may not provide. Cross-agency, out-of-state or federal access can also expand a system beyond the expectations of the community that funded it.

Ellison was not speaking only as a private futurist. Oracle sells cloud infrastructure, databases, enterprise software, analytics and AI-related services. Oracle’s materials from the same 2024 event positioned cloud infrastructure, security and AI-enabled enterprise systems as major parts of the company’s strategy; the company’s event page identifies Ellison’s segment as a recorded “Q&A with Larry Ellison.”

That commercial context gives the remarks significance, even though they were not a product announcement. A technology executive describing a future built around pervasive monitoring is also describing an environment in which large-scale storage, analytics, identity systems and public-sector infrastructure could become more important. That does not establish that Oracle operates a nationwide citizen-surveillance network or that Ellison announced one.
The quote was later reused in the December 8, 2025 Congressional Record during discussion of AI, privacy, civil liberties and concentrated technology power. That later reference shows how the remarks entered political debate; it does not turn Ellison’s prediction into a legislative proposal.
How to judge any real-world deployment
Whether an AI surveillance system is defensible depends on more than whether it catches some crimes. A serious assessment should ask:
- Purpose: Is monitoring limited to a clearly defined public-safety objective?
- Necessity and proportionality: Is pervasive observation necessary, and does the intrusion match the threat?
- Accuracy: Are error rates independently measured in realistic conditions?
- Human review: Must a trained person verify an alert before enforcement action?
- Transparency: Can the public inspect policies, contracts, model documentation and audits?
- Retention and access: How long is data kept, and who can search it?
- Redress: Can people challenge, correct or delete inaccurate records?
- Security: What protections and remedies exist after a breach?
- Democratic control: Can elected officials, courts and the public stop misuse?
The central democratic issue is not simply whether cameras exist. It is whether people can meaningfully exercise their rights when observation is pervasive, invisible, automated and controlled by institutions they cannot easily inspect or challenge.
