H. D. Kumaraswamy did question the scale and job economics of Micron Technology’s Gujarat project in remarks reported on June 14, 2024. But the widely repeated $2.5 billion was not a subsidy amount. Micron’s announced structure was up to $825 million of company investment within a combined project value of up to $2.75 billion, supported by central and Gujarat government incentives tied to project cost.
Kumaraswamy said the next day that he had been misquoted, while affirming that semiconductors are strategically important. The Sanand facility subsequently opened and began commercial production, according to Micron’s February 28, 2026 announcement.
What Kumaraswamy said on June 14, 2024
Speaking to JD(S) workers in Bengaluru shortly after taking office as Union minister for Heavy Industries and Steel, Kumaraswamy was reported to have questioned whether India needed to provide such extensive support to a US semiconductor company for about 5,000 direct jobs.

Those accounts are reports of his remarks rather than a publicly available full transcript or official video. The comments should therefore be attributed to contemporaneous reporting, including Scroll.in’s account, rather than presented as an uncontested verbatim statement.
His June 15 clarification
On June 15, Kumaraswamy said he had been misquoted or that his comments had been taken out of context. He stressed that semiconductors are a strategic industry and foundational to electronics and automobiles, and said he supported India’s semiconductor initiatives.
His clarification also explained the concern behind his comments: India should capture wider employment and business opportunities, including downstream manufacturing, ancillary suppliers and openings for small and medium-sized enterprises. The statement was a partial retreat from the impression of outright opposition, not a clear denial that he had questioned the economics of the deal. The Indian Express and Economic Times reported the clarification.
The numbers behind Micron’s Gujarat project
Micron’s June 28, 2023 announcement described a project in Sanand, Gujarat, with the following structure:

The primary figures come from Micron’s project announcement. The central scheme’s 50% provision is described in the MeitY ATMP/OSAT notification.
Why $2.5 billion and $2.75 billion both appear in coverage
Some 2024 reports referred to a $2.5 billion facility or investment. That shorthand helped create the misleading claim that Micron was receiving $2.5 billion in subsidies.
Micron’s own announcement gave the more precise figure: up to $2.75 billion in combined investment by the company and government partners, of which Micron’s planned contribution was up to $825 million. The reported $2 billion support figure and the 70% description were political characterisations of the public contribution, not evidence that a $2.5 billion cash subsidy had been approved or paid.
The safest description is therefore: Micron planned to invest up to $825 million, while the full project could reach $2.75 billion with 50% central support and incentives equivalent to 20% from Gujarat.

What the Sanand facility actually does
Sanand is an assembly, test, marking and packaging facility, commonly called an ATMP or OSAT plant. It is not a wafer-fabrication plant.
- A wafer fab manufactures semiconductor wafers from which individual dies are cut.
- An ATMP/OSAT site receives wafers made elsewhere, packages the dies, tests them, marks them and prepares finished products for customers.
- Micron’s facility is designed to assemble and test DRAM and NAND products produced within the company’s global manufacturing network.
That distinction affects how the project should be judged. Packaging and testing are essential parts of the semiconductor supply chain and can build valuable skills and supplier capabilities, but the capital intensity and technology profile differ from those of a leading-edge wafer fab.
What the subsidy scheme actually covers
The MeitY notification provides central fiscal support of 50% of eligible capital expenditure for approved ATMP/OSAT projects. It is not an unconditional payment covering every expense, nor does the notification establish that the entire amount is transferred in one lump sum.

Approval, eligibility, spending and implementation conditions apply. Gujarat’s incentives are a separate state commitment. The actual public cost can also depend on disbursement schedules, infrastructure commitments, tax treatment and other concessions. Those details matter when assessing value, but the available announcements do not establish a final rupee amount paid out for every component of the project.

How the ₹3.2-crore-per-job figure was calculated
The reported figure is a simple division of approximately $2 billion in public support by the projected 5,000 direct jobs. That produces about $400,000 per direct job; converted at an exchange rate prevailing in 2024, it was reported as roughly ₹3.2 crore.
It is a legitimate way to frame a political question about subsidy intensity, but it is not a complete cost-benefit analysis. The calculation leaves out:
- Micron’s estimate of about 15,000 community jobs;
- construction employment and local service demand;
- equipment, materials and ancillary suppliers;
- workforce training and process know-how;
- potential exports and reduced reliance on overseas packaging;
- local infrastructure and future expansion; and
- the strategic value of establishing a domestic packaging and testing base.
Nor does the calculation prove that the project is uneconomic. It measures reported support against one employment category.

- creating a supplier, skills and quality-systems ecosystem;
- bringing a major global memory-chip company into India;
- strengthening electronics manufacturing and possible exports;
- improving resilience in a strategically important supply chain; and
- establishing a first project that could make later investments easier.
Micron described Sanand as an addition to its global assembly-and-test network and as part of India’s effort to build a semiconductor ecosystem. These are policy benefits, not guaranteed outcomes, and they require transparent measurement over time.
Where the criticism remains valid
Kumaraswamy’s concern about public value does not disappear because the subsidy headline was inaccurate. A serious assessment should ask:
- How much support is ultimately disbursed, and against which eligible costs?
- Are the 5,000 direct jobs and wider employment projections independently verifiable?
- How much domestic value is captured by Indian suppliers and smaller businesses?
- What happens to the project’s economics during a downturn in global memory demand?
- Could a different mix of skills, research, domestic firms or infrastructure have produced greater spillovers?
Conversely, the available evidence does not establish that Micron failed to deliver value or that the project was uneconomic. Those are questions for performance data, not conclusions that can be drawn from the June 2024 controversy alone.
What happened to the project
Micron announced on February 28, 2026, that the Sanand facility had opened, begun commercial production and shipped its first India-made memory modules to Dell Technologies. The company described approximately $2.75 billion in combined investment and said the site assembles and tests DRAM and NAND products. Its announcement is available at Micron’s opening release.
As of August 18, 2026, the latest verified status is therefore operational commercial production, not a project merely proposed or still under construction.
Bottom line
Kumaraswamy’s June 14, 2024 remarks raised a reasonable question about subsidy intensity and direct employment, but the central numerical premise was muddled in subsequent headlines. Micron was not announced as receiving $2.5 billion in subsidies. The documented structure was up to $825 million from Micron within a combined project value of up to $2.75 billion, supported by central and Gujarat incentives tied to project cost. His June 15 clarification affirmed the strategic case for semiconductors while pressing for broader jobs and opportunities. The facility is now in commercial production, so the debate should focus on measured spillovers and public value rather than an inaccurate subsidy figure.
