Japan’s laser-drone story is real, but the headline overstates what the technology does. NTT e-Drone Technology and NTT East announced a Chiba Prefecture initiative in October 2025 to use drones carrying wildlife-repellent lasers to discourage wild birds from approaching poultry farms. The system is intended to reduce one possible route for avian-influenza exposure; it does not detect, destroy, or treat the virus, and it is not a substitute for farm biosecurity.
What Japan actually announced
On October 2, 2025, NTT e-Drone Technology and NTT East announced a collaboration with Chiba Prefecture involving poultry farms. The plan uses the BB102 drone fitted with the Kurna Move wildlife-repellent laser system, supplied by the Regional Research Institute. The stated aim is to keep wild birds away from poultry facilities and thereby reduce a possible opportunity for avian-influenza virus to enter a farm environment. NTT’s announcement describes a local initiative, not a nationwide rollout.
The timing reflects a serious regional problem: NTT’s announcement said that more than 3.3 million poultry were culled in Chiba during January and February 2025, and that Japan had recorded 51 cases across 14 prefectures as of February 2025. Those are dated figures cited by the companies, not current national totals.
How the laser-drone system works
The BB102 is a commercial agricultural and wildlife-control drone. Its Kurna Move unit projects moving red and green laser light. The manufacturer says irregular movement and flickering are intended to create a visual deterrent and make the pattern harder for animals to become accustomed to. An operator can set an area or route for automated flight, giving the laser a mobile platform to patrol roofs or open areas.

“Automated” does not mean unattended. Operators still have to plan and validate routes, manage batteries, monitor conditions, follow aviation rules, and maintain the required oversight. The manufacturer says the optional FPV camera can help inspect roofs and other elevated areas, but it does not by itself authorize beyond-visual-line-of-sight flight. The BB102 specifications list a 25-minute flight time, a maximum horizontal speed of 5.6 m/s, maximum wind resistance of 8.0 m/s, and a nominal transmitter range of 1 km. Actual endurance and safe operating conditions depend on circumstances and payload.
Why frightening birds could help—and what the evidence shows
Wild birds can enter or approach poultry facilities, and their feces may contaminate areas where poultry, feed, water, equipment, or people could be exposed. Reducing bird activity near a farm may therefore help reduce one potential exposure pathway. It cannot block every route by which a pathogen might reach poultry, and it does not show that an outbreak has been prevented.
A Japanese government agricultural-technology page describes a demonstration in which a flock of about 80 crows on a poultry-house roof was reduced after laser treatment. NTT later reported a case in which 80 crows fell to zero after a week of countermeasures. These reports support the narrower claim that the system can disperse or deter birds in some settings. They are not controlled trials showing fewer avian-influenza infections, and a result involving crows should not be assumed to apply equally to every species or site. The available material does not establish that the drone prevents migratory waterfowl from flying over or near farms. A laser might deter a bird from landing or approaching at low altitude, but it cannot form an impenetrable barrier around a facility. Route coverage, terrain, vegetation, daylight, weather, species, and repeated exposure can all matter. Randomized patterns are meant to reduce habituation; they cannot guarantee it will never occur.
It is not a pesticide replacement—or a virus-control device
“Forget pesticides” is a misleading comparison. Pesticides target pests such as insects, weeds, or fungi; avian influenza is a viral disease. Relevant farm protections include bird-proofing, cleaning and disinfection, access controls, monitoring, and official veterinary measures. The laser drone is better understood as an active wildlife-deterrence tool that could complement those layers.
It does not detect infected birds, test samples, vaccinate or treat poultry, disinfect the virus, or replace reporting and outbreak-control requirements. NTT announced a separate BB102 spraying option from June 1, 2026, for disinfectants, deodorants, and lime. That is a distinct capability; it does not mean that the laser itself disinfects anything. The spraying announcement describes that separate option.

Japan’s Ministry of Agriculture, Forestry and Fisheries (MAFF) sets out farm biosecurity measures that address the wider exposure chain, including controls involving poultry, people, equipment, and wild birds. Its guidance also covers prompt reporting of specified symptoms and movement restrictions when relevant symptoms are found. A drone cannot replace those requirements. A wildlife-deterrence laser should not be assumed harmless. Direct or reflected exposure can pose eye risks, and an operator must consider workers, visitors, neighbors, livestock, wildlife, and aircraft. A U.S. Department of Agriculture Wildlife Services laser-risk assessment explains that exposure risk depends on factors including the laser’s class and power. The drone itself adds collision, loss-of-control, weather, and disturbance risks; farm staff and birds may also be affected by the aircraft’s presence. The USDA assessment is useful safety context, not a substitute for Japanese rules or a site-specific assessment.
Japan requires registration for drones weighing 100 grams or more, including a registration ID and remote-identification function. Depending on airspace and flight method, additional permission or approval may be necessary—for example, for some operations near airports or in densely inhabited districts. Private ownership of the land does not make every flight permissible. Operators should check current requirements with the relevant authorities and establish safe routes, procedures, and laser controls before flying. For a farm considering the system, practical questions include which species are causing the problem, whether birds are landing or merely flying overhead, how much area a 25-minute sortie can cover, how many batteries and flights are needed, and whether there is a safe operating window in local weather. Fixed netting or a stationary deterrent may be simpler for a stable, confined site. Mobile patrols may be more useful where the target area is large, difficult to cover, or changes over time. Acoustic or pyrotechnic deterrents can bring noise, animal-stress, fire, or neighbor concerns of their own.

The BB102 became commercially available in Japan on October 1, 2025. That establishes Japanese availability, not availability in every market. The manufacturer lists the aircraft at an open price, so buyers must request a quote for the base drone. Its product page lists Kurna Move Swing at ¥506,000 including tax, a charger at ¥181,500, a battery at ¥127,500, and periodic inspection at ¥110,000 including tax. It also lists three-day experienced-operator training at ¥140,000 and four-day beginner training at ¥220,000. Confirm current pricing, tax treatment, package contents, and availability with the supplier. These component prices do not represent the complete cost of operating a compliant service. NTT’s product-launch notice gives the availability date; its product page lists specifications and prices.
Budgeting also means accounting for operator time, registration and compliance, insurance, maintenance, replacement parts, battery rotation, and downtime in poor weather. NTT listed an annual maintenance service from April 1, 2026, at ¥220,000 before tax, with stated terms, limits, and a deductible; check the service details rather than treating the headline price as total protection. For a small farm with a predictable roosting site, a barrier or simpler fixed deterrent may be less costly and easier to manage.

- Species and site: What birds are present, and are they landing, nesting, roosting, or crossing overhead?
- Performance evidence: What are the species-specific results, trial duration, flight frequency, weather conditions, and evidence about habituation over weeks or months?
- Coverage: How many sorties and batteries will the site need, and can the operator maintain visual line of sight and a safe takeoff and landing area?
- Safety and compliance: Are nearby homes, roads, schools, airports, heliports, workers, and livestock accounted for in the operating plan?
- Total cost: What are the costs for the aircraft, laser module, batteries, charger, training, maintenance, insurance, operator time, and backup deterrents?
- Biosecurity fit: Which existing measures remain necessary? The laser should be assessed as one layer, not as a reason to relax sanitation, exclusion, monitoring, or reporting.
