James Webb Space Telescope (JWST) operations and science funding faced serious proposed cuts, but the early-2025 warning was not a shutdown order—and the later presidential budget request was not the final word. In January 2025, the Space Telescope Science Institute (STScI), which operates Webb for NASA, said it had been asked to plan for a potential reduction of about 20% in the telescope’s operational budget. A separate FY2026 proposal later put Webb’s funding at $140 million, down from a cited $187 million baseline. Congress subsequently rejected the administration’s deepest proposed NASA science cuts. Those are distinct stages of a budget process, not one confirmed, permanent cut.
What happened to Webb’s budget?
The alarming headline grew out of a real funding concern, but “getting its budget slashed” needs a date and a status. In January 2025, STScI officials discussed a potential cut of about 20% to Webb’s operations budget. That was a planning warning about a possible future reduction, not evidence that NASA had already enacted it or planned to switch off the telescope.
In May and June 2025, the administration’s FY2026 presidential budget request proposed a different reduction: $140 million for JWST, compared with a $187 million baseline cited by the American Astronomical Society (AAS). That is a proposed decrease of $47 million, or about 25% of the cited baseline. The figures should not be conflated: the early 20% warning and the later 25% proposal refer to different budget events and potentially different accounting assumptions.

The AAS summarized the proposal and the wider science reductions in its FY2026 budget analysis. NASA’s technical supplement still described continued Hubble and JWST operations, but at reduced levels and assuming efficiencies. “Continued operations” does not mean unchanged staffing, grants, or researcher support.

What a Webb operations budget pays for
A space telescope is not just a mirror and instruments in orbit. Keeping its observations scientifically useful takes a ground-based operation: teams schedule targets, monitor the spacecraft and instruments, maintain planning and data systems, calibrate and process observations, and manage the archive. STScI also administers proposal review and supports scientists who use Webb data.
That means an operating reduction could affect the work around the telescope even if its hardware remains healthy. The early-2025 STScI presentation discussed pressure on both “science and mission ops”; STScI’s January 2025 presentation described a potential shortfall beginning in October 2025. The likely areas of exposure included:
- Planning and scheduling observing programs, plus engineering support for instruments and spacecraft.
- Calibration, processing, documentation, and maintenance of the public data archive.
- Proposal evaluation, researcher support, and grants that help astronomers analyze Webb observations.
- Software improvements, mission planning, and the capacity to respond to technical anomalies.
STScI director Tom Brown warned that effects could reach nearly every part of the mission. That was a warning about possible consequences, not a list of cuts that had already been implemented. The AAS said the FY2026 proposal would reduce the number of JWST general-observer grants, but the proposal alone does not establish which programs were ultimately reduced or canceled.

Would a budget cut make Webb stop observing?
Not automatically. NASA’s FY2026 request explicitly contemplated continued Webb operations, albeit at reduced levels. A smaller budget could instead mean fewer funded researchers, less support for observation programs, slower data and software work, reduced staffing, or less capacity to address problems quickly. All of those could lower the scientific return from Webb without changing what its mirrors and instruments can detect.
There is no evidence in the cited budget material that existing Webb images would disappear, that all approved programs would be canceled, or that a proposed operating reduction would immediately end observations. Nor does a cut in annual operating support by itself determine the telescope’s physical lifetime. That depends on spacecraft health, fuel, technical management, and later operational decisions.
Why a successful flagship can still face annual cuts
Webb’s development and launch were a major one-time investment; they do not guarantee a fixed level of funding for every year of science operations. NASA budgets ongoing mission work separately from the original construction effort. Operations continue after launch, while missions and research programs compete for the agency’s science funding.

Webb is operated through STScI, which also supports other observatories. A tight institutional or agency budget can therefore put pressure on the people and infrastructure that turn telescope time into usable data and published results. STScI’s early-2025 presentation described a potential shortfall even under flat top-level NASA funding, reflecting the gap between the original operations assumptions and the resources the institute said long-term operations required.
Webb was part of a much broader NASA science proposal
The FY2026 request did not single out JWST in isolation. It proposed a roughly 24% reduction in NASA’s overall budget and a steep reduction in the Science Mission Directorate, from about $7.3 billion to $3.9 billion, according to the AAS’s analysis. It also proposed reducing Hubble’s cited funding from $93.3 million to $85 million and cutting or canceling other science work. The administration’s proposal therefore represented a broad science-funding squeeze, with consequences for multiple missions and research programs.
For context, NASA’s FY2025 request was about $25.4 billion, and approximately $317 million in that request was identified for Hubble, Webb, and Chandra together—not Webb alone. Likewise, $187 million and $140 million are annual budget figures in a later comparison, not the cost to build Webb. Keeping the agency-wide, shared-observatory, and JWST-specific figures separate prevents a misleading impression of what any one number covers.

What Congress changed
A presidential budget request is a proposal to Congress, not an appropriation that automatically becomes law. Later reporting said Congress enacted roughly $24.4 billion for NASA and about $7.25 billion for the Science Mission Directorate, rejecting the administration’s deepest proposed science reductions. That outcome changed the broader picture: Congress did not adopt the proposed near-halving of NASA science funding. But the available reporting cited here does not establish the final JWST line-item amount or show exactly how NASA and STScI distributed funds to Webb operations and grants. The $140 million figure should therefore be described as the administration’s proposal—not as the amount Congress ultimately approved for Webb. A confirmed final JWST figure would require the enacted account detail or an agency spending plan.
