James Howells has ended his campaign to excavate Newport’s Docksway landfill for a hard drive he says holds the keys to about 8,000 Bitcoin. After a court defeat, an unsuccessful appeal attempt and failed efforts to reach a deal with Newport City Council, he stopped pursuing the landfill search and purchase strategy in 2025. But that is not the same as recovering the drive, proving the Bitcoin is gone, or conceding that he has no claim to it. The drive remains missing, and the coins’ dollar value changes with Bitcoin’s market price: the often-repeated $742 million figure was a snapshot, not a fixed sum.
What happened to the hard drive?
Howells, an IT engineer from Newport, Wales, says a hard drive containing wallet data or private keys for approximately 8,000 BTC was mistakenly thrown away in August 2013 and ended up at Docksway Landfill. He has said it was discarded during a clear-out, reportedly by his former partner after it had been separated from other equipment. Those details are his account; the central claim is that the drive went to the landfill, not that every detail of how it happened has been independently established.
The Bitcoin did not sit on the drive like cash in a physical wallet. Bitcoin balances are recorded on the blockchain. A wallet file or private key provides the cryptographic authority to spend coins associated with an address; a password may also be needed if the wallet data is encrypted. A separate seed phrase or backup could restore access, but no verified alternate copy has been reported in this case. Without usable key material, a visible balance cannot be spent.

At $64,187 per bitcoin, for example, 8,000 BTC would be about $513.5 million. That is an illustrative calculation using a particular quote, not a current guaranteed value or proof of the claimed balance. Earlier reports also used different BTC estimates, so “approximately 8,000” is the clearest shorthand.

Why the search was not as simple as digging
Docksway is regulated waste infrastructure, not an open field where a landowner can freely excavate. The High Court judgment records that the landfill contained roughly 350,000 tonnes of waste at the relevant time, with around 50,000 tonnes added annually. Waste was compacted and covered with inert material. The existing environmental permit did not authorise the proposed excavation, and disturbing the waste without the necessary permission could itself create legal problems.
Newport City Council cited risks including pollution or the release of harmful substances, ground movement, safety hazards for workers and nearby residents, and disruption to statutory waste operations. The judge did not have to decide that every technical concern would certainly materialise. The point was that the council had practical and regulatory reasons for refusing an unauthorised private excavation.
Howells proposed a specialist operation involving landfill and waste-management experts, sorting and scanning methods, and AI-assisted search techniques. He also discussed funding the operation and sharing potential proceeds with the council. These were proposals, not demonstrated recovery technology or an independently validated guarantee that the drive could be located. Later reporting said he explored buying the landfill, but a purchase would not by itself remove environmental, planning, permitting, safety or waste-management obligations.

What the 2025 court ruling did—and did not—decide
On January 9, 2025, the High Court in Howells v Newport City Council [2025] EWHC 22 (Ch) dismissed Howells’s claim and granted judgment for the council. The claim sought access to or delivery of the hard drive, permission to excavate, or compensation. Judge Keyser KC concluded that the case disclosed no reasonable grounds and had no realistic prospect of success at trial.
The court did not order the council to excavate its landfill. Nor did it establish a general rule that Bitcoin cannot be owned, or make a technical finding that the hard drive had definitely been destroyed. Crucially, the case was about access to the drive, the land and waste, and the associated property and compensation claims. It was not a determination of who controls the Bitcoin on the blockchain in the abstract. It is therefore misleading to say that the judgment transferred the coins to the council.
Howells’s claim was reported to include alternative compensation of about £495 million. That figure, like the headline dollar valuation, should be read as a claimed amount tied to a particular legal case and market context—not as a court finding that the drive’s balance had been independently verified.

Howells gave up the excavation strategy, not necessarily the Bitcoin claim
After the January judgment, reports in March 2025 said a further appeal attempt had been refused. Howells discussed possible human-rights litigation, but that was a proposed next step, not a successful case. He also pursued a landfill-purchase proposal in the months after the judgment. By August 2025, reporting said he had stopped seeking to buy the site, excavate and remediate it, or continue negotiations with the council.

Howells described the shift as a change of strategy rather than necessarily abandoning the Bitcoin itself, and later coverage discussed possible tokenisation or other crypto-related approaches. Such an approach cannot, by itself, generate the missing private key or make the Bitcoin spendable. As of the latest reporting in the supplied record, there was no credible evidence that the drive had been found, that the council had authorised an excavation, or that the coins had been recovered.
Could the drive still be found—and would that be enough?
It is not known whether the drive physically survives. Years in landfill could expose it to moisture, corrosion, crushing, contamination and shifting waste, while also making its location harder to pinpoint. Even if the drive were located, successful access would remain a separate challenge: its electronics or storage media could be damaged, the files could be corrupted or encrypted, a password could be missing, or the recovered drive might not contain the claimed wallet data.

Professional data-recovery specialists can sometimes retrieve files from damaged media, but they cannot recreate private-key material that was never stored there or is irretrievably destroyed. And even a recovered file is not enough if an unknown password is required. The practical chain has several steps: lawful access to the site, locating the correct drive, recovering intact data, satisfying any encryption, and obtaining valid keys that control the coins.
Bitcoin transactions require valid cryptographic signatures. Publicly identifying an address or showing a balance does not grant spending authority; neither a lawsuit nor a token or claim certificate can substitute for the necessary key. Physical recovery is not proved impossible, but neither recovery nor access to the coins is established.
The custody lesson: protect the recovery path, not just the device
A hardware wallet can keep signing keys off a general-purpose computer, but the device is only one part of a custody plan. The recovery phrase or other backup is what matters if the device is lost or fails. Keep more than one verified backup, protect them from theft and environmental damage, store copies in separate secure locations, and test that the recovery process works before relying on it. Consider how a trusted person could access assets in an emergency or after your death.

Do not keep a seed phrase in an unprotected photo, email or cloud note, and do not store every backup alongside the device it is meant to replace. If you retire an old wallet or backup, verify the replacement and recovery process before destroying the old copy. A durable backup, carefully protected, can reduce the risk of a single accident becoming permanent loss—but no product can recover a private key after every usable copy is gone.
Bottom line: Howells stopped pursuing the landfill excavation campaign after legal and practical setbacks. The hard drive has not been reported recovered, the Bitcoin has not been shown to be spendable, and the 2025 judgment did not decide that the council owned the coins. “Gave up the search” is accurate; “gave up the Bitcoin” overstates what is known.
