Choose an ISP (static residential) proxy when you need one predictable IP, fast connections, and long-lived sessions. Choose a rotating residential proxy when you need a large geographic pool, frequent IP changes, or distribution across many requests. Neither label proves that a proxy is safe or ethical. The important questions are where the IPs come from, whether device owners consented, what the operator logs, how abuse is handled, and whether your target permits proxy traffic.
ISP proxies and residential proxies are not the same thing
Both services relay your application’s requests so the destination sees the proxy’s address instead of your own. RFC 1919 describes this basic function: a proxy initiates the session toward the server and can hide the client address. The two products differ mainly in the infrastructure behind that address and in how long an address remains assigned to you.
What an ISP (static residential) proxy is
An ISP proxy runs on datacenter hardware, but its address range is registered to a consumer internet-service provider (ISP) autonomous system number (ASN). Providers such as Webshare and IPRoyal also call these static residential proxies. The IP normally stays assigned to a session or account until you release it or the provider changes its inventory.
What a rotating residential proxy is
A rotating residential proxy exits through a real consumer device on a home network. The service can change the address for every request, after a time interval, or when you start a new session. Sticky-session options may hold one address for a limited period, but the underlying device can still disconnect.

Which proxy is better for a particular job?
Authenticated accounts and long checkout flows
Use an ISP/static residential proxy when the application must keep one apparent client address while cookies, login state, or a payment workflow persist. A rotating address can look like account sharing or trigger a new risk check. Keep the session stable only when the website’s terms allow automated access and proxy use.
Large catalogs and price collection
Rotating residential is usually the better technical fit for lawful, permitted collection across a large catalog. A broad pool lets you distribute requests and test different locations. Rotation does not make prohibited scraping acceptable: check robots guidance, contractual terms, rate limits, copyright rules, and applicable privacy law first.

Either type can work. Choose ISP when you need repeatable tests from one city or account. Choose residential when you need many city-level viewpoints or regular rotation. Verify the location and ASN yourself; a provider’s country label does not guarantee a particular city or carrier.
Streaming and region-restricted services
Proxying may violate a service’s terms and never guarantees playback. DRM, account region, payment country, and device checks can still prevent access. Treat this as a compliance-sensitive use case and review both the provider’s acceptable-use policy and the target service’s rules.

Why websites sometimes trust residential IPs
Many anti-abuse systems score the network that originates a request. An address announced by a consumer ISP and associated with ordinary home traffic can look less like a cloud scraper than a heavily reused datacenter range. That is a signal, not a guarantee. A residential address with a bad history, unusual request rates, inconsistent browser fingerprints, or impossible location changes can be blocked immediately.
ISP proxies occupy a middle ground: their ASN looks residential, while the server behavior is more predictable. Some sites classify the entire ASN or hosting provider rather than the individual address, so an ISP proxy can still be challenged. No provider can honestly promise a universal block rate; results depend on the target, timing, request pattern, and account history.

Find out how residential addresses were obtained
The FBI’s March 12, 2026 PSA describes several acquisition routes: SDK partnerships, VPN software whose terms hide proxy participation, compromised IoT devices, malware, and passive-income schemes. Ask the provider whether participation is explicit, how consent is recorded and withdrawn, and how it prevents devices from being enrolled without meaningful notice.
Read the policies before you buy
- Review acceptable-use rules and prohibited targets.
- Read the abuse-response process, complaint contact, and data-retention period.
- Determine whether request URLs, headers, credentials, or response bodies are logged.
- Check whether customer traffic is isolated and whether credentials are encrypted in transit.
Validate the protocol and certificate path
Confirm that the service supports the HTTPS or SOCKS mode your client uses. Your application should validate the destination certificate normally; disabling certificate verification defeats the protection HTTPS is meant to provide. RFC 1919 notes that transparent proxies can hide the client address from servers but do not provide DNS isolation by themselves, so configure DNS deliberately and do not assume a proxy prevents every leak.
Test before sending production traffic
- Use a lawful endpoint that reports the observed IP, ASN, country, and time.
- Compare the result with the provider’s promised geography and rotation behavior.
- Run a small request at your intended rate and inspect latency, status codes, and connection failures.
- Confirm that authenticated cookies and account activity remain within the target’s rules.
Avoid free proxy lists and unexplained “passive income” apps. The FBI warns that these can enroll devices without meaningful consent and can expose you to contaminated or abused infrastructure.

Billing, capacity, and operational trade-offs
When per-IP pricing is simpler
ISP plans commonly charge for a number of addresses. That is easier to forecast when a small worker pool performs long sessions. You still need to budget for replacement IPs if an address is blocked or its reputation declines.
When per-gigabyte pricing fits
Residential plans commonly charge for transferred data. Estimate the full request and response size, including images, scripts, and retries, not just the HTML document. Compression, resource blocking, and caching can reduce usage, but aggressive blocking may change the page you are measuring.
Do not treat vendor capacity claims as guarantees
Webshare’s advertised pool sizes, speed, uptime, and prices are vendor claims for 2026. They are useful for comparing plan descriptions, not substitutes for a test on your target. Actual availability varies by country, carrier, time of day, and the provider’s current inventory.
A practical selection checklist
- Need continuity? Start with an ISP/static residential address and a sticky session.
- Need many countries or frequent changes? Start with rotating residential, then verify city-level accuracy.
- Need high throughput? Measure sustained latency and error rates; do not rely only on advertised bandwidth.
- Need privacy? Inspect logging, retention, consent, and abuse policies rather than trusting the word “residential.”
- Need compliance? Confirm that your collection, account automation, and target are permitted before configuring credentials.
- Need predictable costs? Compare per-IP and per-GB estimates using your real page sizes and retry policy.
Troubleshooting common failures
Every request receives a CAPTCHA or 403
Possible causes include a damaged IP reputation, an ASN-wide block, excessive concurrency, or a browser fingerprint that conflicts with the location. Slow the request rate, reduce parallelism, test another address, and keep cookies, timezone, and geolocation consistent. Do not escalate into bypassing a site’s explicit access controls.
The IP changes during a login
You are probably using rotation where the account requires continuity. Enable a documented sticky session or switch to a static ISP proxy. If the target forbids proxies, stop rather than trying to conceal the change.

The reported country or city is wrong
Geo databases differ and can lag behind reassigned addresses. Test several addresses, record the ASN and result date, and ask the provider for a replacement or a narrower location pool. Country accuracy does not imply city accuracy.

Connections time out or reset
Residential devices can sleep, disconnect, or become saturated. Lower concurrency, increase a bounded client timeout, retry idempotent requests with backoff, and remove failed endpoints from the pool temporarily. For latency-sensitive long sessions, an ISP proxy is often more predictable.
DNS or HTTPS behaves unexpectedly
Check whether your client resolves the hostname locally, whether the proxy supports the requested protocol, and whether certificate verification is enabled. A proxy alone does not guarantee DNS privacy.

For visual checks such as localized prices, consent banners, or ad placement, you can launch a browser through each proxy, set its viewport and timezone, wait for the page to settle, and save a full-page screenshot. Keep the test URL and rate within the site’s permission. Browser automation gives control, but it also means maintaining drivers, waiting logic, cookie handling, and failure cleanup.

Pick based on session requirements, scale, geography, billing, and the target’s rules. Then vet consent, logging, protocol security, and abuse controls as carefully as the technical specifications.

Are ISP proxies the same as static residential proxies?
Providers commonly use both terms for datacenter-hosted proxies whose IP ranges are registered to consumer ISP ASNs and remain fixed by default.
Do residential proxies make scraping legal?
No. The proxy’s origin does not override a site’s terms, robots guidance, copyright restrictions, privacy law, or access controls. Confirm permission and rate limits for each target.
Can a residential proxy be unsafe?
Yes. The FBI has documented consent-free enrollment through malware, compromised IoT devices, hidden SDK terms, and misleading passive-income programs. Verify provenance, consent, logging, and abuse handling before use.
Which proxy should I use for a login that lasts hours?
An ISP/static residential proxy is usually the better technical fit because its address remains stable. Use it only when the service permits proxying and automation.
