Yes—GitHub says its MCP Server is available to all GitHub users regardless of plan type. That does not make every capability free. Each tool keeps the access rules of the GitHub feature it calls; GitHub specifically says tools that interact with Copilot Cloud Agent require a paid Copilot license. The server itself has no separately stated purchase price, but your credential, host environment, organization policies and the underlying GitHub feature still determine what you can actually use.
What “free” means for the GitHub MCP Server
GitHub’s documentation makes a distinction that is easy to miss:
“The GitHub MCP server is available to all GitHub users regardless of plan type.”

Those statements answer the server-availability question, not the price of every operation. You can connect an MCP client to the server without buying a separate “MCP Server” product. Whether a particular tool succeeds depends on the permissions of your GitHub account and on the entitlement for the feature behind that tool.
Do you need GitHub Copilot?
Not necessarily. You do not need a paid Copilot subscription merely to make the server available or to use tools that operate on GitHub features your account can access. GitHub’s explicit exception is Copilot Cloud Agent: tools that interact with it require a paid Copilot license. Other tools may likewise be constrained by the plan, repository permissions or feature availability of the corresponding GitHub service.
What is not established by “available regardless of plan type”
- It does not promise that every tool is included in every GitHub plan.
- It does not grant access to private repositories, organization resources or administrative actions beyond your credential’s permissions.
- It does not calculate any cost for a machine, container host, proxy, enterprise environment or other infrastructure you choose.
- It does not override enterprise policies, data-residency requirements or approval workflows.
In short: server access is plan-independent; feature access is not.
How the server is delivered
The official project supports two broad deployment choices. The remote server is hosted by GitHub. A local server runs in an environment you control, either from GitHub’s public container image or from a binary you build from source. Both are software deployment options rather than separate physical products.

Read the project’s current deployment and toolset instructions in the official GitHub MCP Server repository before choosing a mode. The supported details can change, particularly for GitHub Enterprise Server and GitHub Enterprise Cloud with data residency.
Authentication: required for access, not a separate server fee
An MCP client needs a GitHub identity. The official project documents OAuth and personal access token (PAT) approaches; the exact flow depends on whether you use the remote endpoint, a local image or a locally built binary.

Local OAuth on github.com
For released binaries and the official image, the project says a registered GitHub OAuth application is included. That lets a local server open a browser authorization flow without requiring you to supply a separate OAuth client ID. The local OAuth login documentation describes the supported context and steps.
Personal access tokens
A PAT is another documented option. Select scopes or fine-grained repository permissions that match the operations you actually need, then provide the token through the mechanism required by your MCP host or local deployment. A token does not buy access to a feature your GitHub account is not entitled to use; it only authenticates the requests your account is allowed to make.
Enterprise considerations
GitHub notes that requirements differ for GitHub Enterprise Server and GitHub Enterprise Cloud with data residency. Check the live repository instructions for the hostname, OAuth registration and policy requirements in your environment. Do not assume that a setup documented for github.com will work unchanged on an enterprise deployment.
What determines your real cost?
Think of four separate questions rather than one “free or paid” switch:
- Can your client reach a server? GitHub says the server is available regardless of plan type.
- What can your credential do? Repository visibility, organization policy and token scopes limit the available operations.
- Does the underlying feature require payment? Copilot Cloud Agent tools require a paid Copilot license, according to GitHub’s documentation.
- What does your hosting arrangement cost? A local container or source build may involve infrastructure, administration or security work. The official plan statement does not assign a price to those incidental costs.
This model also explains why two developers can configure the same MCP server and see different tool results. Their accounts, repositories, organization controls and feature subscriptions may differ.

- Open your MCP client’s server configuration screen or file.
- Add a server entry pointing to
https://api.githubcopilot.com/mcp/. - Complete the GitHub authorization flow requested by the client.
- Restart or reload the client so it discovers the server’s tools.
- Run a read-only operation first, such as inspecting a repository you can already view.
- When a tool fails, check the feature entitlement and repository permissions before changing transport settings.
Your client may ask for an OAuth sign-in, a PAT or another supported credential handoff. Never paste a PAT into a public issue, prompt transcript or source-controlled configuration file.
Running a local server
Container path
The repository publishes the image ghcr.io/github/github-mcp-server. Pull and run it using the command and environment-variable names shown in the repository’s current README, then point your MCP host at the local transport that the image exposes. Because those flags and transports can evolve, copy the invocation from the version you are deploying rather than relying on an old blog post.
Build-from-source path
The project also documents building a binary from source. This gives you control over where the executable runs and how it is updated, but makes you responsible for compiling, pinning a version, supplying credentials and maintaining the process. Verify the release or commit you deploy and review changes before upgrading.

- Use the official image or source repository, not an unverified third-party build.
- Keep credentials outside command history and source control.
- Restrict the local listener to the interfaces your MCP host needs.
- Grant only the repository and organization permissions required for your workflows.
- Record which server version and authentication method your team uses.
Which tools can be paid even when the server is available?
The clearest documented example is Copilot Cloud Agent. If an MCP tool starts, monitors or otherwise interacts with that agent, GitHub says a paid Copilot license is required. The same principle applies more generally: a tool does not bypass the subscription, seat, repository role or organizational setting of the GitHub feature it invokes.
For an individual tool, inspect its description in the project documentation and then check the corresponding GitHub feature’s access rules. If documentation does not state that a capability is included in your plan, treat availability as dependent on your account and organization rather than assuming it is free.
Troubleshooting common access problems
The client cannot connect to the remote endpoint
Confirm that the URL is exactly https://api.githubcopilot.com/mcp/, that your client supports the transport expected by the current project, and that a corporate proxy or firewall is not blocking the connection. Reload the client after editing its configuration.

Authorization succeeds, but tools are missing
Tool discovery can reflect the permissions and feature entitlements of the authenticated account. Check repository access, token scopes or fine-grained permissions, organization approval requirements and whether the tool depends on a paid GitHub feature.
A Copilot Cloud Agent tool is denied
GitHub documents a paid Copilot license as a requirement for tools that interact with Copilot Cloud Agent. A new token or a different MCP transport will not substitute for that license.
The local OAuth flow does not open or complete
Use the OAuth instructions for the release you installed and confirm that you are using the official image or released binary on github.com. Enterprise Server and data-residency configurations have different requirements; follow the repository’s enterprise guidance rather than the github.com flow.
A repository operation returns “not found” or “forbidden”
GitHub often uses these responses when the authenticated identity cannot see a private resource. Verify the repository owner and name, the token’s repository selection, organization SSO or approval requirements, and the account’s role.
A local container exits immediately
Inspect the container logs for missing environment variables, an invalid command or an authentication error. Compare your flags with the current README and test the image with the smallest supported configuration before adding optional toolsets.

An MCP server can expose repository data and actions to an AI host, so “free” should never be confused with “risk-free.” Review which tools your client enables, where prompts and tool results are stored, and whether your organization permits the selected OAuth application or PAT. Use separate credentials for automation when practical, rotate them according to your policy and revoke access when a host is retired.

Remote hosting reduces the software you must operate; local hosting gives you a place to apply your own network and process controls. The official sources do not establish that either mode is universally cheaper or safer. Make that decision from your threat model, compliance requirements and maintenance capacity.

Is the GitHub MCP Server a separate paid product?
GitHub’s documentation describes server availability by plan, not a separate MCP Server purchase. Your actual access still follows the permissions and feature requirements of the tools you invoke.
Can I use the server with a GitHub Free account?
