Short answer: the Digital Markets Act (DMA) is not a single “iPhone DMA mode.” For people in the European Union, it combines several changes to Apple’s app distribution, browser and default-app rules, payments, data portability and access to iPhone capabilities. Separately, it requires designated Meta messaging services to support interoperable chats with eligible third-party services.

These are European regulatory changes, not worldwide iPhone features. What appears on a particular phone depends on the user’s location, Apple Account region, iOS version, developer eligibility and whether a service has implemented the required technology.

What the DMA changes on iPhone

Apple was designated a DMA gatekeeper for iOS, the App Store and Safari on September 5, 2023, and for iPadOS on April 29, 2024. Apple describes its EU changes at Apple’s DMA page.

Alternative app stores and website installation

EU iPhone users can install approved alternative app marketplaces and, where the developer qualifies, install an iPhone app directly from that developer’s website. This is regulated alternative distribution, not unrestricted Android-style sideloading.

Apple applies authorization, notarization and other controls to software distributed outside the App Store. Apple says notarization uses automated checks and a basic human review, which is narrower than full App Review. The user must actively approve an installation, and not every App Store app or developer is automatically eligible for another distribution route. Apple says iOS 18.6 and iPadOS 18.6 include an updated EU installation experience. Because distribution rules and screens have changed incrementally, check the current release documentation rather than assuming that every European iPhone shows the same controls.

Browser choice is not the same as a new browser engine

Apple’s EU browser choice screen lets a user select a default browser from a list. That is separate from installing another browser, and both are separate from whether that browser can use a different rendering engine or gain access to every iOS capability. A choice screen therefore does not mean that all browsers have identical technical privileges.

The European Commission closed its investigation into Apple’s compliance with the relevant user-choice obligations in April 2025 after Apple changed browser choice, default settings and app-deletion options. The Commission’s account is at this decision notice.

Apple’s interoperability obligation: what it covers

Article 6(7) of the DMA requires effective, free access to relevant iOS and iPadOS hardware and software features for third parties. The Commission’s March 19, 2025 decisions focused on connected-device interoperability, including:

  • Displaying iPhone notifications on third-party smartwatches.
  • Easier pairing and device setup.
  • Faster peer-to-peer Wi‑Fi transfers.
  • Near-field communication (NFC) access.
  • Other device interactions previously integrated more tightly with Apple hardware.

The Commission describes these measures and the staged implementation at its March 2025 guidance. A 2026 Commission factsheet discusses further, case-specific proposals involving third-party AI assistants and voice activation; those should not be read as a universal iOS switch or as proof that every feature is already shipped. How a developer requests access

  1. Identify the specific iOS or iPadOS hardware or software feature needed.
  2. Submit an interoperability request through Apple’s Feedback Assistant or the associated web process.
  3. Provide technical, security and privacy information Apple requests.
  4. Apple evaluates the request under its DMA process and may work toward a feature-specific specification.
  5. Access, if approved, may arrive in a later operating-system update rather than immediately.

Apple says it will respond to questions about an interoperability request within five working days. The request process is described at Apple’s iOS interoperability page and the Commission’s interoperability portal. Requesting access is not the same as receiving every Apple API or capability.

What Meta’s messaging interoperability changes

Meta’s obligation is legally and technically separate from Apple’s. In Europe, WhatsApp users can opt in to third-party chats when the other service has implemented the required technology and meets Meta’s conditions.

Meta announced initial interoperability with BirdyChat and Haiket, supporting text messages, images, voice messages, videos and files. Users can choose whether to participate and may use separate or combined inbox handling where offered. Meta’s announcement is at this WhatsApp update.

This does not connect WhatsApp to every messaging application. It does not make WhatsApp, Messenger, Instagram and every outside service one universal inbox, and it does not guarantee identical support for groups, reactions, stickers, calls, disappearing messages, backups, moderation or account recovery. Meta’s earlier roadmap described group creation for 2025 and voice and video calling for 2027; those were announced targets, not guarantees of universal availability. Does interoperability weaken privacy?

There is no accurate yes-or-no answer. More openness can increase user choice while requiring additional access to device or routing information.

Apple’s security argument

Apple says DMA compliance must coexist with security and privacy protections. It warns that some requests could expose sensitive device information or require new security architecture, including requests involving Facebook, Instagram or WhatsApp. Apple’s position is set out in its DMA documentation and December 2024 interoperability paper.

Meta’s encryption requirement

Meta says a third-party messaging service must provide the same level of end-to-end encryption required for WhatsApp interoperable chats. That is a company-stated requirement, not independent certification that every implementation is identical.

What encryption does not solve

  • Metadata such as account identifiers, timing and participation.
  • Phone numbers or service-specific identifiers.
  • Abuse reports and moderation information.
  • A compromised phone or recipient device.
  • Cloud-backup exposure and notification previews.
  • Different privacy, retention and security practices between services.

When enabling an unfamiliar service, check its ownership, privacy policy, security documentation, moderation rules, backup behavior and account-recovery process. Treat vendor assurances as claims about their design, not as an audit of the whole connection.

Two other DMA cases often confused with interoperability

Meta’s “pay or consent” case

The Commission found Meta in breach of the DMA obligation to offer a less-personal-data alternative. The case concerned Facebook and Instagram users choosing between consenting to personal-data combination for personalized advertising and paying for an ad-free service. It is not a WhatsApp messaging feature. The Commission’s decision is at this notice.

Apple’s anti-steering case

The same notice records the Commission’s April 2025 finding that Apple breached the anti-steering obligation. Developers must be able to inform customers about external offers, steer them to those offers and enable purchases under the DMA framework.

This may make an external subscription cheaper, but a link does not guarantee a lower price. External purchases can have different refunds, support, parental controls and subscription management, and Apple’s commercial terms remain relevant. The rule does not force every app to provide an external payment option.

What the DMA does not do

  • It does not create worldwide iPhone sideloading; these measures primarily concern the EU.
  • It does not give every developer access to every iPhone feature.
  • It does not automatically connect every messaging service.
  • It does not promise identical features or reliability across Apple and third-party devices.
  • It does not guarantee that an external price is lower.
  • It does not remove privacy and security safeguards, although safeguards cannot be a blanket refusal of legitimate interoperability.

Practical checklist for EU iPhone users

  1. Update to a supported iOS release.
  2. Confirm that your current location and Apple Account region qualify.
  3. Verify the developer or marketplace before installing outside the App Store.
  4. Read permissions and privacy information, especially for device, contacts and notification access.
  5. Compare who handles payment, refunds, support and subscription cancellation.
  6. For interoperable messaging, confirm that backups, groups, calls and moderation work as you expect.
  7. Enable third-party chats only for services you trust, and turn them off if the arrangement no longer suits you.

What this means outside Europe

A user in the United States or most other regions should not expect these DMA-specific installation screens, default choices or messaging options. Apple and Meta may offer separate product changes elsewhere, but those are not evidence that the EU DMA rules apply to that user.

The DMA makes the European iPhone ecosystem more contestable, not unrestricted. Its practical effect will be determined feature by feature: who can request access, which service participates, what data is exposed and which protections remain in place.
