IP geolocation is usually highly reliable for a country, moderately useful for a broad region, and unreliable for an exact city, household, person, or street address. MaxMind’s current support figures estimate 99.8% country-level accuracy, about 80% for U.S. state or region, and about 66% for U.S. city placement within 50 km. These are provider estimates, not guarantees for every country, network, database or application.
An IP address identifies a network connection, not a GPS device. The mapped point may represent an ISP facility, mobile gateway, VPN server or proxy rather than the person using the connection. Treat the result as an estimate with a radius and confidence level, and use a permissioned signal such as device GPS when an exact physical location matters.
What “accuracy” means at each level
Accuracy depends on the geographic question you ask. A database can be right about a country while being wrong about a city, because the evidence supporting those two inferences is different.

MaxMind also documents a minimum accuracy radius of 5 km, while many addresses have larger radii. Its radius represents the area in which the device is expected to be located with 67% confidence. A returned latitude and longitude is therefore a center point for an uncertainty area, not an exact pin.

Can an IP address reveal an exact location?
No. IP geolocation is not precise enough to identify a specific household, individual or street address. MaxMind explicitly says it cannot guarantee 100% accuracy and that IP data should never be used to locate individuals or specific households.
Why the point may be far away
- Mobile networks: A carrier can route traffic through a gateway serving a large area. The mapped location may be the gateway or a central facility.
- Carrier-grade NAT: Many subscribers can share one public IPv4 address, so the address cannot distinguish their homes.
- VPNs and proxies: The database normally sees the VPN or proxy endpoint, not the end user.
- Privacy networks: Relay systems intentionally obscure the user’s network and may provide no useful geographic record.
- ISP address management: Allocations are reassigned, reported broadly or recorded after a delay. A record can become stale when an operator changes its network.
Why city and state results vary
Network type matters
Broadband assignments often provide a more stable regional clue than mobile addresses, but neither guarantees a home location. Compare results separately for mobile, residential broadband, hosting providers and enterprise networks rather than applying one percentage to all traffic.
IPv4 and IPv6 behave differently
Coverage and precision can differ between IPv4 and IPv6, by country and by distance from the mapped point. A provider comparison is meaningful only when it identifies the IP family, geography, network type and radius threshold used.
Freshness and missing ranges
Unrouted, newly assigned or privacy-opted-out ranges may have no record. Database users should update regularly; customers using a web service receive the provider’s current data. A missing result is not evidence that the user is somewhere else.
How to read a geolocation response safely
- Start with granularity. Use country first, then inspect subdivision or city only when the response includes adequate confidence and coverage.
- Read the accuracy radius. A 5 km radius is materially different from a 100 km radius. Treat the returned coordinates as the center of the stated uncertainty area.
- Check confidence fields. If city confidence is low, fall back to a state, subdivision or country label instead of rendering a precise city marker.
- Inspect network indicators. Mobile, hosting, VPN, proxy and anonymizer flags explain many apparent “wrong city” results.
- Record the lookup date and database version. Address assignments and provider data change, so an old answer may not reproduce later.
For an interface, show an approximate region and avoid language such as “we found your home.” For access control or fraud scoring, use IP geography as one input alongside account, device, payment and behavioral signals.

Common reasons your IP shows the wrong city
Your ISP registered the address elsewhere
ISPs may register a block at a headquarters, exchange or regional data center while customers use it hundreds of kilometers away. The provider can correct the record, but the correction may take time to propagate.
You are on cellular data
Cellular traffic commonly exits through a carrier gateway. Moving between towers may not change the public IP, and the gateway can be in another city.

A VPN, proxy or relay is active
The lookup is doing what it can: locating the visible exit address. Disable the service and compare the result only when you are authorized to do so and privacy implications are understood.
The database is stale or has broad coverage
A reassigned range, a new IPv6 allocation or a missing record can produce a neighboring city, an ISP headquarters or a country-only response. Regular database updates and a provider with current coverage reduce—but do not eliminate—this problem.
Appropriate and inappropriate uses
Reasonable uses
- Choosing a language, currency or content default before the user makes a selection.
- Coarse regional analytics and traffic routing.
- Applying a regional service rule when the consequence is low and an override is available.
- Adding one signal to fraud, abuse or bot-risk scoring.
Unsafe uses
- Claiming to know a person’s home, street or exact coordinates.
- Identifying an individual from an IP lookup alone.
- Making high-consequence decisions—such as employment, insurance, housing or law-enforcement action—without a verified physical-location signal.
- Using an IP result as the sole proof of tax residence, eligibility or presence.
When precision is essential, request a stronger, permissioned signal such as device GPS, subject to applicable law, consent and operational safeguards.

How to evaluate an IP-geolocation provider
Do not choose a service on one global accuracy percentage. Build a test set that reflects your traffic and compare providers on the same dimensions.

MaxMind’s own comparison material demonstrates why percentages change with country, radius, network type and IP family. Ask for the methodology and test performance on addresses representative of your users before setting a product requirement.
A practical validation workflow
- Collect IPs for which you have a lawful, independently verified regional label; do not collect more personal data than necessary.
- Separate IPv4 from IPv6 and segment mobile, residential, enterprise, hosting and anonymized traffic.
- Run each address through the candidate providers on the same date.
- Score country, subdivision and city independently. For city, count a result as matching only under the agreed radius, such as 50 km.
- Measure the percentage of unknown results and inspect the radius and confidence distribution, not just the city label.
- Set a fallback policy: country for low confidence, subdivision when supported, and no city display when the radius is too large.
- Repeat after provider updates and after major ISP or carrier changes.
Troubleshooting misleading results
The country is wrong
Check for a VPN, proxy, relay, corporate egress or a recently reassigned range. Confirm whether the address is routable and whether the provider has a current record. Compare a second provider before changing user-facing behavior.
The state is right but the city is wrong
This is consistent with regional-level reliability being higher than city-level reliability. Keep the state result if its confidence and radius support it; suppress the city rather than inventing precision.
Latitude and longitude look exact
Inspect the accuracy radius. A coordinate with a large radius is an estimate even when it has many decimal places. Display the uncertainty area or a coarse label.

Results change between requests
Check whether the user’s mobile carrier, VPN or proxy rotates addresses. Also check database update timing and IPv4-versus-IPv6 selection. Log the address family and lookup timestamp.
The API returns no location
The range may be unrouted, private, privacy-opted-out or newly assigned. Handle “unknown” explicitly and continue with a less granular decision rather than treating it as a failed user or a different country.

Cost, performance and reliability considerations
For an IP-geolocation system, cache results according to how quickly your provider’s allocations change, but do not retain personal data longer than necessary. Separate a fast country decision from a slower, richer city lookup when latency matters. Timeouts and provider failures should degrade to “unknown” or a previously approved coarse rule, never to an invented exact location.
Monitor unknown-rate, country mismatch, subdivision mismatch, city-within-radius rate and changes by network type and IP family. Alert on sudden shifts: they can indicate a carrier routing change, stale data, a parser bug or a traffic surge from anonymized networks.

Is IP geolocation accurate enough for a website’s language or country default?
Usually, yes at country level, provided the interface lets users override the default and you handle VPNs, proxies and unknown ranges.
Why does an IP lookup show a nearby city instead of my own?
The public address may belong to an ISP or mobile gateway serving a wider area, or the database may map a reassigned block to a regional facility.
What does a 67% accuracy radius mean?
It is the provider’s uncertainty area around the returned point in which the device is expected to fall with 67% confidence; it is not an exact boundary or address.
Can I prove where someone was from an IP address?
No. An IP result alone cannot establish a person’s identity, household or exact physical location and should not be used as sole evidence for high-consequence decisions.
