Windows Me can be installed as an in-place upgrade over Windows 95, Windows 98, or Windows 98 Second Edition, or as a fresh installation on a prepared disk. For a modern computer, a virtual machine is usually the more practical choice; Windows Me assumes BIOS-era hardware and offers limited support for today’s devices. This is a historical guide, not a recommendation to use Windows Me for everyday internet access.
Decide whether Windows Me fits your use
Windows Millennium Edition (Windows Me) was the final release in Microsoft’s Windows 9x line. Its installation procedure makes most sense on period-compatible hardware or in a virtual machine configured with legacy devices. A current physical PC may use UEFI firmware, NVMe storage, and graphics or network hardware without Windows Me drivers. Installation might be possible in some configurations, but the historical procedure is not a reliable recipe for modern hardware.
Windows Me also curtailed many real-mode DOS driver workflows. That matters if you rely on DOS-era sound, CD-ROM, SCSI, scanner, or network drivers, or games that expect a traditional DOS environment. DOS applications may still run within Windows, but that is not the same as booting into a full real-mode DOS setup. Windows 98 Second Edition may be a better fit for DOS-heavy software; Windows 2000 or XP may suit applications written for the NT line, but neither is a drop-in substitute for Windows 9x drivers or hardware access.

Compatibility with current hypervisor releases varies; do not assume that an old virtual-machine guide applies unchanged. A period-oriented VMware guest guide documents a Windows Me installation in a virtual-machine environment, but it is not a compatibility guarantee for present-day products.

Check the historical hardware requirements
These are period figures, not recommendations for a responsive system today. The minimum figures below were published in a 2000 installation guide; its practical recommendations were more demanding.

The distinction is important: passing an installer’s minimum checks does not make a machine pleasant to use or ensure that its peripherals have drivers. The figures and recommendations come from the 2000 Windows Me installation guide.
Choose an upgrade or a clean installation
An in-place upgrade installs Windows Me over an existing Windows 95, Windows 98, or Windows 98 Second Edition installation. It aims to preserve applications, settings, and files, though preservation is not guaranteed. It is most sensible when the existing installation is healthy, key applications are hard to reinstall, and compatible drivers are available.

A clean installation starts from a prepared disk or partition and gives you a fresh Windows baseline. It is preferable if the old installation is unstable, Setup repeatedly fails, or the machine has accumulated incompatible drivers and utilities. It requires a backup, driver preparation, and reinstalling applications and personal files. Partitioning or formatting can erase data: confirm the target disk and backup before proceeding.

Windows Me was sold as both a full product and an upgrade. An Upgrade edition may ask for qualifying Windows media to verify eligibility; it does not necessarily require a previous Windows installation to remain on the disk. Keep the qualifying CD or disks before wiping the old installation. Microsoft’s period setup guidance discusses qualifying media and preparation. Microsoft announced upgrade availability for Windows 95, Windows 98, and Windows 98 Second Edition in its 2000 product announcement. This was not a normal in-place upgrade path from Windows NT, Windows 2000, Linux, or current Windows releases.
Prepare before running Setup
- Back up first. Copy personal files and anything else you cannot replace to separate media. For a VM, take a snapshot or copy the virtual disk.
- Make startup media. Create or obtain a Windows Me startup or emergency boot disk and confirm that the machine can boot from it. On period hardware, do not assume a modern USB device will be recognized.
- Record the hardware. Note motherboard or chipset, storage controller, graphics, sound, modem, network adapter, and peripherals. Locate Windows Me-compatible drivers before starting; have them available on media the target system can read.
- Keep the key and qualifying media handy. Check that the CD is readable and retain any previous-version media an Upgrade edition may request.
- Check disk health and space. Resolve file-system errors rather than hiding them. Ensure the destination and temporary-file location have room for Setup.
- Reduce interference. Remove or disable antivirus software, disk utilities, hardware monitors, and other low-level tools that could interfere with Setup, where practical.
- Plan recovery. Know how to boot from startup media and how to restore the backup if an upgrade fails.
Upgrade from Windows 95, 98, or 98 SE
- Start the existing Windows installation and close open programs.
- Insert the Windows Me CD-ROM. If it does not start automatically, open the CD drive and run
SETUP.EXE. - Accept the license terms and let Setup inspect the current installation, disk, and registry. The precise screens and prompts vary with edition, language, and starting condition.
- Choose the offered upgrade path. If using Upgrade media, provide qualifying previous-version media if requested.
- Allow Setup to copy files and restart when prompted. Do not interrupt a restart or power off during installation.
- Complete hardware detection and first-boot configuration. Then install or update drivers as needed and verify that applications and peripherals still work.
An upgrade preserves more of the old setup, but it can also carry forward its problems. If the source Windows installation has disk errors or troublesome drivers, fix those first or consider a clean installation instead. Microsoft’s historical guidance also covers preparation and copying Setup files to the hard disk when necessary.
Perform a clean installation
- Back up the target disk and verify the backup. Keep qualifying previous-version media available if you have Upgrade media.
- Boot from a Windows Me startup disk or another appropriate period startup disk. Confirm that the boot environment can access the CD-ROM; load its driver if necessary.
- If the disk needs a new partition layout, partition it using tools appropriate to the period system. Formatting erases the selected partition, so verify the disk and partition before confirming.
- Start Setup from the CD-ROM, or copy the installation files to the hard disk and run Setup there if the CD drive cannot be accessed reliably during installation.
- Choose the intended destination and let Setup copy files and restart as needed. Complete hardware detection.
- Install drivers for the chipset, storage, video, sound, modem, network, and other devices. Restore applications and personal files only after Windows starts reliably.
- Test boot, shutdown, sound, display, CD-ROM and removable media, applications, and any networking you intentionally enable.
A clean installation and an Upgrade edition are not mutually exclusive: Setup may let an Upgrade edition verify earlier Windows media during a fresh install. The exact verification flow depends on the media and installation state.

These are historical switches for the Windows Me Setup program, not commands for modern Windows installers. Their behavior can depend on the particular media and installation state. Start with SETUP.EXE /? to see the switches exposed by your copy. In the examples, D: is only an example CD-ROM drive letter; yours may differ. Run Setup from a DOS prompt or Windows command prompt appropriate to how you booted.

SETUP.EXE /ilUse switches only to address a specific symptom. Skipping disk checks, memory checks, or recovery prompts can conceal a problem rather than solve it. The switch descriptions above are reported in the period installation guide; undocumented behavior should be treated cautiously.

Setup stops at ScanDisk or disk checking
Let ScanDisk examine and repair the volume if possible. If it repeats or reports errors, reboot and run a disk check manually, then investigate cross-linked files or bad sectors before retrying. Use /is only when ScanDisk itself prevents progress and you understand that bypassing it may let existing corruption undermine Setup. Skipping the check is not a general speed or safety improvement.
The mouse does not work during Setup
If you have a Logitech mouse and the default support fails, restart Setup with SETUP.EXE /il. The switch is a specific historical workaround, not a general fix for every pointing device.

Setup rejects the processor
The historical /nm switch bypasses the minimum CPU check: SETUP.EXE /nm. It does not make an underpowered processor faster, add missing hardware support, or guarantee that Windows Me will operate acceptably.
Setup cannot find the CD-ROM or files
Check that the startup environment loaded a CD-ROM driver and assigned the drive a letter. Inspect the disc for damage. If access remains unreliable, copy the Setup files to the hard disk from an environment that can read the CD, then run Setup from that directory. Period Microsoft guidance discusses copying files locally and booting from an earlier Windows or MS-DOS startup disk when necessary. Do not assume the Windows Me startup environment can use modern USB storage.
Setup fails again after an aborted attempt
Boot from startup media, check the disk, and determine whether temporary Setup files or damage from the failed attempt remain. Correct the underlying disk or driver problem before retrying. The period guide reports that /Pf can create a new registry after an aborted installation, but treat it as a recovery option from that source, not a guaranteed Microsoft-supported cure. If the old Windows installation is damaged, a backed-up clean installation may be more reliable than repeating the same upgrade.

There is not enough room for temporary files
Free space on the target and temporary-file volume, or direct temporary files to a location with room using /T:C:TEMP. Confirm the chosen directory exists and is on a volume Setup can access.

A device or network feature fails after installation
Check Device Manager and install the device’s Windows Me driver, rather than assuming a Windows 98 or DOS driver will work. Real-mode DOS drivers configured through CONFIG.SYS or AUTOEXEC.BAT are a particular compatibility risk. Windows Me’s TCP/IP implementation also differed from Windows 98’s; network utilities may need compatible versions and drivers. If the hardware has no Windows Me driver, a different operating system or emulated device may be the practical answer.
Verify the installation
- Restart and shut down more than once to check for boot or shutdown errors.
- Check Device Manager for missing or malfunctioning devices.
- Confirm display resolution and color depth, sound output, CD-ROM access, and any removable media you need.
- Launch essential applications and test the specific DOS programs or peripherals that motivated the installation.
- If networking is enabled, confirm the required adapter and software work, but keep the system isolated from routine internet use.
- After the system is stable, make a fresh backup or VM snapshot before adding more software.
Keep Windows Me isolated
Windows Me is obsolete and should not be used for routine browsing, email, or work on untrusted networks. A firewall does not turn an unsupported operating system into a safe general-purpose internet client. Prefer offline use or tightly controlled isolation, install from trusted media, and transfer files using a separate supported computer that can scan them. For a VM, keep a known-good snapshot and disable networking unless a specific test requires it.
