Israel Aerospace Industries (IAI) announced on February 13, 2017, that it had developed and delivered an Integrated Underwater Harbour Defence and Surveillance System (IUHDSS) for the Port of Mumbai. Developed by IAI subsidiary ELTA Systems, the system was designed to combine surface and underwater sensors to help detect and assess threats including small boats, submersibles, swimmer delivery vehicles, swimmers and divers. This is a historical project announcement, not news of a new delivery in 2026.
What IAI said it delivered
According to IAI’s February 2017 announcement, the Mumbai project was an IUHDSS intended to protect port infrastructure. The company described the architecture as modular and tailored to customer requirements. The announcement does not identify a specific terminal, berth, procurement agency or contracting authority.
IAI listed several components: coastal-surveillance radars, diver-detection sonars, electro-optical sensors, automatic threat-identification functions and command-and-control software. Together, these are meant to address different parts of the surveillance problem rather than rely on a single sensor.
How the sensor mix works
- Radar monitors relevant surface activity, helping operators detect and follow vessels or other targets.
- Sonar supports underwater surveillance, including detection of divers or submerged objects.
- Electro-optical sensors can provide visual or infrared information to help assess a detected object.
- Command and control brings sensor information together into a shared operational picture for operators.
- Automatic threat identification can help classify activity, though the release does not describe how automated the process is or what human review is required.
The practical point is sensor fusion: one sensor may register an object, while another helps track or assess it. Detection, tracking, classification and deciding how to respond are distinct steps. IAI’s announcement describes an integrated system, but does not publish its algorithms, operating procedures or degree of automation. It should not be read as a claim that the system autonomously determines intent or guarantees detection.

Why underwater harbour security is different
A port is a challenging surveillance environment. Commercial vessels, service craft, maintenance divers and routine harbour activity all create legitimate movement. Structures, wakes, underwater noise, changing visibility and conditions such as tides can complicate observation. Surface radar cannot replace diver-detection sonar, just as sonar alone cannot provide a complete picture of surface traffic.
For that reason, the value of an integrated system is its ability to bring together complementary observations and help security personnel assess an anomaly. In general, underwater sensing can be affected by the seabed, water conditions, vessel noise and reflections from harbour structures. These are engineering considerations for harbour systems generally; IAI did not disclose how they affected the Mumbai installation.

Nor does a detection system, by itself, establish what response follows. Effective protection also depends on communications, trained operators, maintenance, incident procedures and coordination with the relevant port and security organizations. The 2017 announcement confirms an integrated architecture, but does not describe Mumbai’s operating arrangements, staffing or response times.
What “completed” does—and does not—establish
IAI said it had developed and delivered the project. The public release does not give an exact delivery date or establish when the system entered operational service, whether it had passed particular acceptance tests, or what long-term support or upgrade arrangements applied. “Delivered” is therefore the supported description; it is not evidence that the system made a port impenetrable or that every possible threat would be detected.

The company also said similar systems had already been protecting other Indian ports during the preceding 24 months. It did not name those ports or say whether their configurations were identical. The statement should not be expanded into a claim about a specific number of equipped ports or a nationwide deployment.

The Mumbai project is an example of defence-industry cooperation focused on maritime and critical-infrastructure security. IAI’s current India page describes a long-standing presence and a range of local partnerships and activities. That broader corporate context should not be mistaken for details of the Mumbai contract, which the 2017 announcement does not provide.

IAI’s current naval-solutions portfolio includes PORT GUARD / ELI-3320, an integrated harbour-security offering. The 2017 Mumbai announcement calls its system IUHDSS. The available public material does not establish that the Mumbai installation was later rebranded as PORT GUARD, upgraded into that product, or identical to the current offering.
What the public announcement leaves unanswered
IAI did not disclose the project’s value, the Indian customer or procurement body, the specific Mumbai facility, the names of other ports using similar systems, sensor models, detection ranges, false-alarm rates, deployment layout, acceptance results or operational outcomes. It also did not detail how the system interacted with existing port, naval or other surveillance and response capabilities.
Those omissions limit what can responsibly be said about performance. They are not proof of failure, but they mean the announcement supports describing the system’s intended architecture and delivery—not independently judging its effectiveness.
