An HTML-to-PDF generator turns an HTML document or rendered web page into a PDF. Choose a full browser such as Puppeteer when the page depends on JavaScript or browser rendering; consider WeasyPrint when the document can be rendered without JavaScript and you want a dedicated HTML/CSS/SVG-to-PDF engine. Compare candidates using your real pages, print styles, fonts, pagination, required PDF features, and the maintenance effort you can support. No single option is established as best for every workload.
What an HTML-to-PDF generator does
The phrase covers two different jobs. One is converting a document you control, such as an invoice template, into a PDF. The other is printing an existing web page to PDF after loading its current state. Both produce PDFs, but they do not necessarily render HTML in the same way.
A browser-based approach loads a page in a browser engine and prints it. That is useful when the page relies on JavaScript, browser layout, or a live URL. A dedicated conversion engine processes HTML and supported styling without running a full browser. That can suit static documents, provided its CSS behavior matches your needs.
In either case, evaluate the output rather than relying on a feature list: inspect page breaks, font rendering, images, links, headers, footers, and content near page boundaries. A successful conversion call only establishes that a PDF was produced; it does not establish that the document is readable or laid out correctly.

Do not choose on an unqualified claim such as “most accurate” or “fastest.” Those depend on document complexity, output requirements, and operating conditions; the available evidence does not establish comparable benchmarks.
Generate a PDF with Puppeteer
Puppeteer is the browser-printing choice among these options. Its PDF method uses print media CSS by default, so styles inside @media print apply. If the page is specifically designed for screen media and you need that presentation in the PDF, emulate screen media before calling page.pdf().
The following minimal Node.js example opens a URL and writes a PDF. It uses the documented Page.pdf() flow; adapt the target URL and options to the document you need to produce.

For an HTML file you control, use a local file URL or set the page content before generating the PDF. If the document includes external images, fonts, or stylesheets, make sure they are available to the renderer and that the page has finished loading before capture. Puppeteer’s guide says PDF generation waits for fonts by default; still inspect the resulting file because loading a font does not guarantee the page’s layout is suitable for print.
Set screen media when needed
Only do this when the target design calls for screen styling. The documented approach is to emulate screen media before invoking PDF generation:

Otherwise, keep the default print media behavior and provide print-specific styles. If screen and print layouts differ, test both intentionally; changing media can alter page width, visibility, colors, and pagination.

Choose page size and layout
Puppeteer’s PDF options include format, explicit width and height, landscape orientation, margins, scale, and an option to prefer page size declared in CSS. The documented default paper format is Letter and print backgrounds are off. Set these explicitly when predictable output matters rather than relying on defaults.
CSS can also define the page dimensions with @page. When the CSS page-size preference is enabled, that declared size can take precedence over the format option. Avoid conflicting CSS and API settings: decide which layer owns page size and test the generated file.

Control page ranges, backgrounds, and headers
The pageRanges option can select a subset, with examples such as 1-5, 8, 11-13. Background printing is off by default, so set printBackground: true if the PDF should retain CSS background colors or images. Header and footer templates are available as options; test their spacing against the document’s margins so they do not overlap content.
For large or variable documents, review scale and margins together. Shrinking a page to fit can make text too small; a wider margin can push a line or table onto another page. Verify representative short and long inputs, not only a single ideal sample.
Use WeasyPrint for JavaScript-free documents
WeasyPrint converts HTML, CSS, and SVG to PDF and is Python-based. Its product site says it does not execute JavaScript. That makes it a poor direct fit for pages whose visible content is assembled by client-side code unless you separately arrange for the HTML to be rendered before conversion and validate that arrangement.
Its documented PDF capabilities include clickable links, bookmarks or outlines, and embedded attachments. Those features may matter for reports, manuals, or archived documents. Treat version upgrades as output changes: the project warns that rendering may change between versions even when the API does not. Keep sample documents and compare rendered output when you update.

How to evaluate an HTML-to-PDF tool
- Collect representative input. Include the longest document, tables, images, unusual fonts, long URLs, page-break-sensitive sections, and dynamic content if relevant.
- Write down output requirements. Specify paper size, portrait or landscape, margins, whether backgrounds must print, page ranges, links, outlines, and any attachments.
- Check rendering dependencies. Identify whether the page needs JavaScript, remote assets, authentication, or browser-specific layout. This determines whether a browser engine is necessary.
- Generate and inspect PDFs. Check text legibility, page breaks, clipped elements, missing assets, links, and the beginning and end of each page.
- Repeat after changes. Browser or renderer upgrades can affect layout; save regression examples and compare output as part of release checks.
- Review operations and risk. For a hosted service, confirm privacy, region, uptime, price, and exit options directly with the provider. For self-hosting, account for deployment, upgrades, and monitoring.

Troubleshooting PDF output
The PDF looks like the wrong version of the page
Puppeteer prints using print media by default. If your page’s screen styling is required, emulate screen media before Page.pdf(). If the print layout is intended, inspect your @media print rules and hidden elements.
Background colors or images are missing
Print backgrounds are off by default in Puppeteer. Enable printBackground when those backgrounds belong in the PDF, then verify that the page’s print styles do not remove them.
Paper size or pagination is unexpected
Puppeteer documents Letter as its default paper format. Set the desired format or dimensions, check margins and landscape orientation, and look for CSS page-size declarations if CSS preference is enabled. Inspect long tables and elements around page breaks after each adjustment.

Dynamic content is absent
WeasyPrint does not execute JavaScript, according to its product site. If page content only appears after script execution, use a browser-based rendering step or pre-render the content, then verify that the resulting HTML contains the expected material before conversion.
Output changes after an upgrade
WeasyPrint warns that rendering can change across versions, and browser-based output can also depend on the browser version. Keep representative PDFs or source documents for regression checks and review visual differences before shipping an upgrade.
A hosted service is difficult to assess
A vendor page alone does not establish current terms or service quality. Ask the provider for current pricing, data retention and processing terms, regions, reliability commitments, PDF options, and a practical way to retrieve or recreate your documents.
