To create a selectable PDF from HTML, use a converter that renders the page and preserves its text as PDF text objects—not one that turns each page into an image. Selectable text lets readers search, copy, and extract words, but does not by itself make a PDF accessible. Before relying on any API, test the resulting file for text selection, layout, links, and—if required—tagging and reading order.
What makes a PDF’s text selectable?
A selectable PDF contains text objects, rather than only a rasterized picture of each page. Readers can select and copy the words, search for them, and use tools that extract text. A page can look identical on screen in either format, so visual inspection alone is not enough to verify the result.
The distinction matters for accessibility as well as convenience. The W3C explains that image-only text prevents users from selecting, editing, resizing, or reflowing words, and prevents assistive technologies from reading or extracting them. But a text layer is only one part of accessibility: correct reading order, document structure, tags, headings, lists, tables, figures, alternate text, and links need separate attention.

Start with the input you have, then check the rendering behavior and output controls you need. “Supports HTML” does not answer whether the service handles client-side JavaScript, waits for fonts and assets, or produces a PDF with a usable text layer. The vendor documentation describes the capabilities below; it does not establish a neutral, directly comparable performance or fidelity ranking.

These descriptions are vendor-specific, not a guarantee that every input will render identically or that selectable text is preserved for every document. Confirm the exact request format, authentication, limits, current pricing, data handling, and regional processing in the provider’s current documentation and terms before sending production or sensitive content.
Prepare the source before conversion
A reliable conversion begins with a page that is ready to print. For a URL or JavaScript-rendered application, do not assume that the initial HTML response contains the final content. Client-side code may still be rendering, a web font may not have loaded, or an external image may not yet be available when the converter takes its snapshot.
- Choose one input type. Where an API requires mutually exclusive inputs, send exactly one of HTML, a URL, or a file. Avoid mixing them in one request.
- Wait for the content you need. Use the provider’s documented load or wait behavior for client-side rendering, fonts, and required assets. A generic “page loaded” signal may occur before an application finishes inserting content.
- Define print layout deliberately. Set page size, margins, orientation, and whether print backgrounds should appear. Use print CSS to control page breaks and hide or adjust screen-only elements.
- Preserve useful behavior. If readers should follow links in the PDF, check whether the service preserves them and whether the generated links point to the intended destinations.
- Inspect the generated document. Test text, layout, and any required accessibility structure instead of treating a successful HTTP response as proof of a correct PDF.
DIY: render HTML to PDF locally with Chromium
If you want to test your HTML without choosing a hosted API first, this Node.js example uses Playwright’s Chromium browser to print either a local HTML file or a URL to PDF. It waits for the document’s font set to finish loading, applies print CSS, and writes a PDF. The browser-print approach preserves ordinary DOM text as PDF text; text drawn into a canvas or embedded as an image remains image content.

Run it against a local file or a URL you are authorized to access:

The example uses A4 and 16 mm margins as explicit defaults, not as a universal layout recommendation. Adjust those settings for the document. networkidle can be unsuitable for pages with long polling or persistent network activity; if it times out, wait for a specific element or application-ready condition instead. For production, also decide how to handle authentication, cookies, blocked resources, timeouts, retries, and untrusted HTML. Do not expose browser access to arbitrary URLs without controls: a renderer that can fetch URLs may reach internal network resources.

Verify text, layout, and accessibility separately
After conversion, inspect the PDF itself. Select and copy a heading, a paragraph, a table cell, and text containing ligatures or non-Latin characters. Search for a distinctive phrase and, if your workflow extracts content, compare extracted text with the source. A copied string that is missing, scrambled, or in the wrong order may signal a font, encoding, or reading-order problem even when the page looks correct.

If an entire page selects as one image, the output does not meet the selectable-text requirement.
- Dynamic material: Check content inserted by JavaScript, including charts or tables. A browser can render text and still miss content that appears only after an application-specific event.
- Visual fidelity: Compare page breaks, headers, footers, margins, backgrounds, images, and font substitutions against the intended print layout.
- Links and outlines: Test links in the PDF and inspect bookmarks or outlines if your document needs navigation.
- Accessibility: If accessibility is a requirement, inspect tags and reading order with appropriate PDF tools. Copy/paste success alone does not establish PDF/UA conformance.
Troubleshooting common conversion failures
- PDF is blank or missing a section: The conversion may have started before client-side rendering finished, or the page may require an interaction. Wait for a selector or application-ready signal, and confirm the page can load in the same authenticated context as the converter.
- Fonts or images are missing: Check whether the assets are reachable from the rendering environment, whether cross-origin or authentication rules block them, and whether conversion waits long enough for them. Verify font loading before printing.
- Layout differs from the browser view: Print CSS and print-media emulation can change styles. Set page size and margins explicitly, inspect print-specific rules, and confirm whether backgrounds are enabled.
- Text looks right but cannot be selected: The content may be an image or canvas, or the conversion path may rasterize the page. Test with ordinary HTML text and choose a renderer that preserves text objects; visual similarity is not sufficient.
- Request is rejected: Check that the required authentication is present, the body uses the provider’s documented field names and content type, and only one supported source type is supplied when inputs are mutually exclusive.
- Job times out or takes too long: Large pages, slow external resources, and scripts that keep running can delay conversion. Reduce unnecessary resources, wait for only essential content, and use the provider’s documented asynchronous workflow for large jobs where available.
- Copied text is garbled or in the wrong order: Check font embedding and the source markup’s structure. Complex scripts, ligatures, and multi-column layouts deserve explicit extraction tests; a visible text layer does not guarantee meaningful reading order.
Plan for reliability, cost, and sensitive documents
There is no neutral, directly comparable speed or visual-fidelity benchmark established for the providers described here. Evaluate services with representative documents from your own workload: include the largest page, the most JavaScript-heavy page, the most complex fonts, and any table or non-Latin content that matters. Track both successful output and failure modes, such as timeouts, missing assets, or inconsistent page breaks.
Before committing, verify current quotas, pricing, page or file limits, retries, asynchronous-job behavior, logging, retention, and processing region with the provider. Those details can change and are not interchangeable between vendors. For confidential content, establish whether the API sends HTML, URLs, cookies, or generated PDFs to a third party and how each is handled. For high-volume jobs, account for the cost of retries and failed conversions rather than estimating only from ideal successful requests.

Frequently Asked Questions
Does selectable text automatically make a PDF accessible?
No. It establishes that words can be selected or extracted, not that the PDF has correct tags, reading order, or PDF/UA accessibility.
Can a PDF look correct but still fail text extraction?
Yes. A visual match does not prove that the PDF contains a usable text layer or that the text is encoded and ordered correctly.
