Most Windows 11 regional changes start at Start → Settings → Time & language → Language & region. Choose Country or region for location-sensitive Windows settings or Regional format for date, time, number, and currency presentation. The time zone, display language, keyboard layout, and legacy-app system locale are separate controls, so change only the setting that matches your problem.
Choose the regional setting you actually need

Microsoft notes that system locale is not the same as a user’s Regional format. The main Windows 11 language controls are documented in Microsoft’s Windows 11 language and keyboard guide.
Change Country or region
- Open Start and select Settings.
- Select Time & language, then Language & region.
- Under Region, open Country or region.
- Select the desired country or region.
Sign out, restart, or reopen affected applications if they continue using the previous location. This setting does not automatically change Windows display language, keyboard layout, IP address, or VPN location. It also does not necessarily change a Microsoft account country, payment profile, licensing territory, billing country, or service eligibility; those can follow separate Microsoft and network rules. - Go to Settings → Time & language → Language & region.
- Under Region, open Regional format.
- Choose a preset such as English (United States), English (United Kingdom), English (Australia), French (France), or German (Germany).
- Check the examples shown in Settings, then reopen applications that were already running.
The preset normally controls short and long date patterns, first day of the week, 12-hour or 24-hour time presentation, decimal and thousands separators, and currency formatting. An application can override Windows—for example, Excel, accounting software, databases, browsers, and enterprise programs may have their own locale preference.

Set an exact pattern with the classic Region dialog
When a preset is close but not exact, press Windows key + R, enter intl.cpl, and press Enter. On the Formats tab, choose a regional format, select Additional settings, and edit the Numbers, Currency, Time, and Date tabs. Select Apply and OK.
Microsoft is gradually moving classic Control Panel features into Settings, so the dialog and available labels can vary by Windows 11 build, edition, and installed language. The intl.cpl route remains useful for controls that still expose detailed formatting options; it is not a universal replacement for Settings. Change the time zone and daylight-saving behavior
- Open Settings → Time & language → Date & time.
- Turn on Set time zone automatically when Windows can determine your location correctly, or turn it off.
- If setting it manually, choose the required value from Time zone.
- Review Adjust for daylight saving time automatically where that option is available.
A time-zone change alters the clock and time calculations, not date separators, currency, or number formatting. You can, for example, use UK date formatting while remaining in a US time zone. For current controls, see Microsoft’s date, time, and time-zone guidance.

Change the Windows display language
- Go to Settings → Time & language → Language & region.
- Under Preferred languages, select Add a language.
- Search for and select the language, choose Next, and install the required language features.
- Select Set as my Windows display language if that option is offered.
- Sign out and sign back in when Windows prompts you.
Some editions, particularly single-language editions, restrict display-language changes. Language packs and optional features may require internet access, storage, and appropriate permissions. Display language can influence suggested regional defaults, but you can keep a different Regional format.
Add or remove a keyboard layout
- Open Settings → Time & language → Language & region.
- Select the … button beside an installed language and choose Language options.
- Under Keyboards, select Add a keyboard and choose the layout.
- Remove unwanted layouts from the same list.
Switch layouts with the taskbar language/input indicator or the keyboard shortcut configured on the PC. A layout is a software mapping; it does not change the printed keys on the physical keyboard. Installing a language and installing its keyboard layout are related but separate actions. See Microsoft’s keyboard-layout instructions.

Open Windows PowerShell to inspect the current user’s culture:

Set-Culture -CultureInfo ja-JPSet-Culture targets the current user account; it is not a computer-wide system-locale command. Verify it with Get-Culture. A policy, language-list preference, or application-specific setting can later override the result. Microsoft documents Get-Culture and Set-Culture.
Inspect or change the system locale for legacy applications
Get-WinSystemLocale
Set-WinSystemLocale -SystemLocale ja-JPGet-WinSystemLocale reports the computer’s system locale. Set-WinSystemLocale changes the legacy non-Unicode code-page and font-fallback setting, requires administrator permission, and requires a restart. It is not a general date or currency-format command. Choose the locale expected by the old application, such as ja-JP, rather than simply copying your preferred Regional format. Manage a user’s language list
To replace the current user’s language list:
$LanguageList = New-WinUserLanguageList -Language en-GB
Set-WinUserLanguageList -LanguageList $LanguageList -ForceTo preserve existing languages and add French:
$LanguageList = Get-WinUserLanguageList
$LanguageList.Add("fr-FR")
Set-WinUserLanguageList -LanguageList $LanguageListThis affects the current user’s input methods and related language properties. Microsoft documents the command at Set-WinUserLanguageList.

The date format did not change
- Confirm that you changed Regional format, not only Country or region.
- Close and reopen the affected application, or sign out and back in.
- Check the application’s own language or regional preferences.
- Run
Get-Culturein the same user account that runs the application. - Consider work or school policy enforcement, a different Windows account, or dates stored as text.
The clock is wrong but formatting is correct
Use Settings → Time & language → Date & time. Verify the time zone, automatic time-zone detection, automatic date and time, and daylight-saving behavior. Do not try to correct the clock by changing Regional format.
An old application shows boxes or garbled text
- Press Windows key + R, enter
intl.cpl, and open the Administrative tab. - Select Change system locale.
- Choose the locale required by the legacy application.
- Restart Windows.
The PowerShell alternative is Set-WinSystemLocale -SystemLocale ja-JP. System locale primarily supports legacy non-Unicode code pages and font fallback, while display language remains a separate setting.

The language keeps reverting
- Make sure the language is installed and remains in Preferred languages.
- Check whether Windows is deriving culture from the language list.
- Investigate company policy or device-management tools.
- Ensure you changed the account used by the affected application.
PowerShell cannot permanently override an organizational policy that reapplies settings.
Settings are missing or disabled
Possible causes include employer or school management, insufficient permission, a restricted or single-language edition, unavailable language features pending Windows Update or internet access, or a control that has moved between Settings and Control Panel.
Several users need the same configuration
Settings and Set-Culture commonly affect only the current user. Administrators managing shared PCs or deployments can use the International PowerShell module, provisioning, answer files, or Windows deployment tools. Microsoft documents Copy-UserInternationalSettingsToSystem for copying a user’s display language, input language, Regional format, and location to system accounts or new-user defaults in the International module reference. DISM is intended for offline Windows images rather than an ordinary one-user change.

- It does not automatically change display language, keyboard layout, time zone, or legacy system locale.
