To block Apple Photos from using mobile data, open Settings > Cellular (called Mobile Data or Mobile Service in some regions), scroll to the app list, and switch Photos off. Photos will continue to work with images stored on the iPhone and can sync over Wi‑Fi. This does not delete photos or turn off iCloud Photos.
What turning off Photos cellular data changes
- The Photos app cannot transfer data over the cellular network; its app-specific connection is Wi‑Fi only. See Apple’s cellular-data guide.
- Locally stored photos and videos remain available.
- iCloud Photos remains enabled. Uploads, edits, deletions and downloads wait until an available Wi‑Fi connection.
- Cloud-only originals may not open or edit until the iPhone reconnects to Wi‑Fi.
- Other apps—such as Google Photos, OneDrive, Dropbox, Messages, Instagram or WhatsApp—can still use cellular data to back up or share pictures.
This switch controls the Photos app, not every photo-related transfer. Apple may also report some activity under System Services, whose individual services generally cannot be switched off separately.
Block Photos from cellular data
- Open Settings.
- Tap Cellular, Mobile Data or Mobile Service.
- If you use Dual SIM, select the phone number that supplies cellular data.
- Scroll through the app list and find Photos. Tap Show All first if that option appears.
- Turn the Photos switch off.
To verify the change, return to this list after using Photos away from Wi‑Fi. New Photos activity should not be attributed to the app while its switch is off. Existing figures are historical and do not disappear when you change the switch.
Choose the least disruptive alternative

Use Low Data Mode to pause broader activity
Low Data Mode is a middle ground: it limits background network work and pauses iCloud Photos updates without permanently disabling iCloud Photos. Apple documents separate controls for cellular and Wi‑Fi in its Low Data Mode guide.

LTE or 4G
- Go to Settings > Cellular (or Mobile Data/Mobile Service).
- Tap Cellular Data Options.
- Turn on Low Data Mode.
5G
- Open Settings > Cellular > Cellular Data Options.
- Tap Data Mode.
- Select Low Data Mode. Apple lists this alongside Standard and Allow More Data on 5G in its 5G instructions.
Dual SIM
Open Settings > Cellular (or Mobile Data), tap the relevant number, then enable Low Data Mode.
Low Data Mode can affect app updates and downloads, Background App Refresh, automatic backups, streaming quality, FaceTime video bitrate, podcasts, other iCloud activity and automatic downloads. If you need a hard Photos-only block, use the Photos switch instead.
Stop iCloud Photos syncing on this iPhone
Use this only when you want the device to stop participating in iCloud Photos, not merely to avoid cellular charges. Apple recommends downloading originals first and checking available iPhone storage.

- Download originals and videos you need on the device.
- Open Settings and tap your name.
- Tap iCloud, then under Saved to iCloud tap Photos.
- Turn off Sync this iPhone.
- When prompted, choose whether to download photos and videos or remove them from this iPhone.

Do not choose “Turn Off and Delete Photos” casually
That option is not a data-saving switch. Apple says photos and videos stored in iCloud are deleted 30 days after iCloud Photos is stopped, although deletion can be undone during that period. Shared Photo Library users should review Apple’s guidance before changing this setting.
Prevent unexpected cellular downloads
Understand Optimized iPhone Storage
With iCloud Photos and Optimize iPhone Storage, full-resolution originals can remain in iCloud while smaller versions stay on the iPhone. Opening or editing an original may require a download over Wi‑Fi or mobile data, as explained in Apple’s iCloud Photos guide. Blocking Photos cellular data makes that download wait for Wi‑Fi.

Disable Wi‑Fi Assist when Wi‑Fi is unreliable
- Open Settings > Cellular or Mobile Data.
- Scroll to the bottom.
- Turn off Wi‑Fi Assist.
Apple says Wi‑Fi Assist is on by default and can move foreground activity to cellular when Wi‑Fi is poor; it generally does not apply to background downloading. Details are in Apple’s Wi‑Fi Assist article.
Roaming and multiple lines
Turning off Photos cellular access is useful while roaming, but it does not prevent other apps from incurring roaming charges. To block roaming data generally, review Settings > Cellular > Cellular Data Options > Data Roaming. On Dual SIM iPhones, confirm which line is selected for cellular data before changing app settings. Apple documents these variations in its cellular settings guide.
Find what actually used cellular data
- Open Settings > Cellular.
- Review the amount shown beneath Photos.
- Review System Services separately.
- Check third-party backup and messaging apps in the same list.
- If you want a fresh measurement, tap Reset Statistics at the bottom, then monitor from the start of your billing period.
iPhone statistics do not necessarily match your carrier’s billing cycle. Apple recommends contacting the carrier for the most accurate current-period total.

If Photos still appears to use data
- The number may include data used before you switched Photos off; reset statistics to establish a new baseline.
- You may be looking at the carrier’s total rather than the iPhone’s Photos line item.
- A separate service such as Google Photos, OneDrive, Dropbox, Amazon Photos, a social network or a messaging app may be transferring the files.
- Activity may be listed under System Services rather than Photos.
- Wi‑Fi Assist may have moved foreground viewing or sharing to cellular while Wi‑Fi was weak.
- A different Dual SIM data line may now be active.
- Low Data Mode limits activity but is not a permanent per-app kill switch.
If a cloud original will not open after the change, connect to trusted Wi‑Fi and try again. Keep iCloud Photos enabled if you still want automatic syncing and backups; use the per-app cellular switch rather than disabling synchronization.
Quick recommendation
For most limited or roaming plans, turn off Photos in Settings > Cellular, leave iCloud Photos on, and let uploads and original downloads complete over Wi‑Fi. Add Low Data Mode or disable Wi‑Fi Assist if you also want broader protection from background or weak-network cellular use.
