For your own account, right-click an empty area of the desktop, select Personalize → Background, choose Picture, then browse to an image and select a display mode. If “default” means a wallpaper users cannot change, that is an administrator policy—not the regular personalization setting.
Windows 10 support ended on October 14, 2025. The wallpaper controls may still work, but Windows 10 is out of support unless your device is covered by an applicable extended or special-support arrangement. Microsoft recommends moving to Windows 11. Microsoft’s Windows background instructions cover Windows 10 and Windows 11; labels and layout can vary by Windows 10 build.
Set a permanent wallpaper for your account
- Right-click an empty part of the desktop and select Personalize.
- Open Background.
- Under Personalize your background, choose Picture. This selects one image instead of a changing slideshow.
- Select Browse, choose the image file, then select Choose picture.
- Choose how the image should fit the screen. The image may also appear under Recent images for later selection.
You can also open the image in File Explorer, right-click it, and select Set as desktop background. This is the quick route for a single picture; use Background settings when you need to adjust its layout or monitor behavior. Microsoft also documents setting an image from the Photos app menu. The best layout depends on the image’s shape and the screen. A mismatch between their aspect ratios can mean cropping, empty space, or distortion.

- Fill: Covers the screen while preserving proportions; parts of the image may be cropped. A practical choice for most photos.
- Fit: Shows the whole image without distortion, but may leave bars around it.
- Stretch: Fills the screen by changing the image’s proportions, which can make it look distorted.
- Tile: Repeats the image across the desktop; useful for small patterns.
- Center: Shows the image at its original size in the middle of the screen, which can suit pixel art or images made for that resolution.
- Span: Spreads a panoramic image across multiple monitors.

Use the same picture or different pictures on multiple monitors
For connected physical monitors, Windows can use the same picture across displays or assign a different picture to each display. Choose a picture background, then use the available monitor-specific options on the Background page. Use Span when you want one panoramic image to cross display boundaries.
Physical monitors are not the same as Windows virtual desktops—the separate workspaces created through Task View. Microsoft notes that per-monitor picture selection is unavailable with multiple virtual desktops, and slideshow backgrounds are not supported with multiple desktops. Check the Windows background guidance for these limitations.

- Go to Settings → Personalization → Background.
- Set Personalize your background to Picture.
- Choose one image, rather than a slideshow folder.
- If it changes again after you sign in, check whether a theme, account synchronization, another user, or an organization’s policy is applying a different setting.
Themes combine desktop backgrounds with other personalization settings, so applying a different theme can also replace the wallpaper. Microsoft describes what Windows themes include. If settings appear to return from another device, review Settings → Accounts → Sync your settings where available. On a managed computer, ask the administrator whether a policy controls the image.
Enforce a wallpaper for users on a managed PC
A personal wallpaper is a user preference. To require a company or school image that users cannot replace, use the Desktop Wallpaper policy or the organization’s device-management system. Microsoft’s policy documentation lists the Wallpaper policy for Windows 10 Pro, Enterprise, Education, IoT Enterprise, and IoT Enterprise LTSC, with applicability tied to specific versions and servicing requirements. Do not assume the Local Group Policy editor is available on every Windows 10 edition.
- Press Windows key + R, enter
gpedit.msc, and press Enter. - Go to User Configuration → Administrative Templates → Desktop → Desktop.
- Open Desktop Wallpaper and select Enabled.
- Enter the image’s full path, such as
C:WindowsWebWallpaperCompanydesktop.jpgor\ServerShareCompanydesktop.jpg. - Choose a wallpaper style offered by the policy, then select Apply and OK.
- Sign out and back in, or refresh policy, to apply the change.
The specified file must be reachable. A UNC path requires access to the network share; if the file is unavailable at logon, no wallpaper may appear. While the policy is active, users cannot select an alternative wallpaper. Microsoft also notes that this policy does not apply to Remote Desktop server sessions. This is an enforcement setting, not a way to make a personal image the default for every future Windows profile. Setting a user’s wallpaper does not by itself configure newly created profiles. For a personal computer, use Background settings; for many managed devices, use the organization’s deployment or device-management tooling.

Desktop wallpaper and lock-screen background are separate

Changing the desktop background does not necessarily change the lock screen. Windows provides separate management options for these images. See Microsoft’s background configuration guidance.
Troubleshoot common wallpaper problems
The wallpaper keeps changing
- Confirm that Picture, not Slideshow, is selected.
- Check whether a theme is being applied, or whether account synchronization is restoring settings.
- If the change happens on a work or school device, ask IT whether a policy controls the wallpaper.
- If it happens when switching virtual desktops, account for the virtual-desktop wallpaper limitations described above.
The desktop is black, blank, or shows the old image
- For a personal background, select the image again and make sure it still exists at that location.
- For a policy-managed background, verify the full path, file extension, and permissions. Confirm the user can open the image; for a network path, check that the share is available at sign-in.
- Sign out and back in to refresh the session. If an image format is restricted by policy, use a permitted format such as BMP or JPEG and check the policy configuration.
Microsoft warns that an unavailable file at logon can leave a policy-managed desktop without a wallpaper. The policy reference explains this failure case.
gpedit.msc does not open
The Local Group Policy editor is edition-dependent. Use the normal Personalization settings for a personal PC, or ask the IT administrator to configure a managed device through its supported management system. Avoid unofficial scripts that add Group Policy components without understanding their support and security implications.
You cannot change the wallpaper
A Desktop Wallpaper policy may intentionally prevent users from selecting another image. Repeatedly changing the Personalization setting will not override it; the administrator who manages the policy must change or remove it.

Try Fit to show the complete image, or Fill if covering the screen matters more than preserving every edge. Avoid Stretch if distortion is unacceptable. For a multi-monitor panorama, use an image designed for the combined display area and choose Span.
