To “restore” Windows 11 from the cloud, use Reset this PC → Cloud download. It downloads Windows installation files from Microsoft and reinstalls Windows; it does not return your PC to an earlier date or recreate a complete backup. Before you begin, back up important files and locate your BitLocker recovery key. Even Keep my files removes installed apps and resets settings, and no reset option is a substitute for a backup.
What Cloud download does—and what it doesn’t
Windows 11’s Cloud download option is part of Reset this PC. It downloads a fresh copy of Windows from Microsoft, then reinstalls the operating system. Microsoft presents it as a useful choice if local Windows files are damaged or missing. The download requires a reliable internet connection.
This is a reset and reinstallation, not a point-in-time restore. It won’t automatically recover deleted files, reinstall all your apps, reproduce custom settings, or restore the PC to yesterday’s exact state. It also cannot repair defective storage or other failing hardware. Cloud download is not OneDrive, Windows Backup, System Restore, System Image Recovery, or a Recovery Drive. OneDrive synchronizes selected files. Windows Backup can help restore selected folders and settings, but it is not a full disk image. System Restore rolls certain system files and settings back to a restore point; a system image restores a previously created system snapshot; a Recovery Drive is USB recovery media. Before you reset: protect files and access
- Back up important files independently. Copy documents, Desktop, Pictures, Downloads, project files, browser exports, game saves, and anything stored outside your usual synced folders to an external drive, network location, or cloud storage. Open a few backed-up files to verify the copy. “Keep my files” is designed to retain personal files, but it is not a guarantee and is not a backup.
- Find your BitLocker recovery key. Device encryption or BitLocker can prompt for this key during recovery. Retrieve it before resetting; don’t assume that being able to sign in means you can access the key. If this is a work or school device, its organization may control the key. Microsoft’s reset guidance and Windows Recovery Environment documentation cover recovery-key prompts.
- Record what you’ll need to put back. Note important apps and their installers or license details, password-manager access, Wi-Fi and VPN details, browser profiles, SSH keys, certificates, developer environments, and any manufacturer utilities or drivers you rely on.
- Connect power and check your connection. Plug in a laptop and use stable Wi-Fi or Ethernet. Cloud download needs internet; Local reinstall is an alternative when bandwidth or access is a problem.
- Allow time and don’t interrupt it. Microsoft gives roughly 30 minutes to 2 hours as a general recovery estimate, not a promise for every Cloud download. Connection speed, PC performance, storage condition, and selected options affect the time. The screen can go black for a while—occasionally more than 15 minutes. Don’t force a restart or power off just because progress is not visible.
Windows Backup can synchronize selected folders to OneDrive for a personal Microsoft account, but it is not a complete disk-image backup. Check that the files you need are actually backed up before proceeding. If you’re using Windows Backup at work or school, note that Microsoft describes its app as consumer-focused and says work or school accounts are not supported. A USB drive or network backup can be more practical for large collections of files or slow internet.
Reset Windows 11 from Settings
- Open Start → Settings.
- Select System → Recovery.
- Under Recovery options, select Reset PC.
- Choose Keep my files or Remove everything. The difference matters; see the next section.
- Select Cloud download.
- Review the settings Windows displays. Check what will be removed and any additional reset choices before confirming.
- Start the reset, then keep the PC connected to power and let it restart as needed. Don’t close a laptop lid or manually interrupt the process.
Windows may restart several times before reaching setup or the sign-in screen. If the menus differ or Cloud download is unavailable, options can vary with Windows build, device configuration, recovery-environment health, and organizational policy.

Choose the right reset options

Some PCs show options such as restoring manufacturer-preinstalled apps or, with Remove everything, cleaning the drive. Read the on-screen description before choosing. The Clean data option is intended to make deleted files harder for ordinary users to recover; Microsoft says it does not meet government or industry data-erasure standards. For sensitive or regulated data, use an appropriate certified sanitization or destruction process.

If Windows won’t start: use Windows Recovery Environment
If Windows still opens, you can enter the recovery environment through Settings → System → Recovery → Advanced startup → Restart now. Another route is to hold Shift while selecting Restart. A PC may also enter Windows Recovery Environment (Windows RE) after repeated failed starts.

In Windows RE, choose Troubleshoot → Reset this PC, then select the file option and Cloud download as appropriate. Choose Reset this PC for a reinstallation. System Restore is a separate tool for rolling back system changes; it is not the Cloud download reset.
If built-in recovery tools are unavailable, use another working PC to create official Windows installation media. Start the affected PC from the USB, choose the language and keyboard options in Windows Setup, then select Repair my PC to enter recovery tools rather than beginning an installation immediately. Microsoft describes this route in its Windows Recovery Environment guide. A prepared Recovery Drive is another option, but it does not contain personal files.

If Cloud download is missing or fails
- Cloud download isn’t listed: Availability can depend on the PC’s edition, build, recovery configuration, management policy, or recovery-environment health. If Windows still starts, try Settings → System → Recovery → Reset PC. Otherwise try Windows RE, or create official installation media on another PC. Contact the manufacturer if the device depends on a vendor-specific recovery image.
- The download fails: Check the connection, try stable Wi-Fi or Ethernet, disconnect VPN software if practical, and keep the PC on power. If Settings fails, try the reset from Windows RE. If local recovery files appear healthy but internet access is the obstacle, consider Local reinstall. If both reset methods fail, installation media may provide another recovery path.
- You see a BitLocker recovery screen: Enter the correct recovery key. Don’t guess. Check the Microsoft account or organization that manages the device; if the key cannot be found, access to encrypted data may be impossible.
- The reset rolls back or repeatedly fails: Possible causes include damaged storage, insufficient free space, a damaged recovery environment, boot or firmware problems, interrupted power, or another hardware fault. Retry with power connected; then try Windows RE. Use Startup Repair for a startup failure, or installation media if recovery tools do not work. If symptoms suggest a failing drive or other hardware problem, get the hardware checked—reinstalling Windows won’t fix it.
- You suspect malware: Don’t treat Cloud download as a guaranteed cleanup. Microsoft’s recovery guidance recommends reinstalling Windows using installation media for suspected infection. Back up only files you trust, and avoid carrying suspicious programs or files into the new installation.
What to do after Windows reinstalls
- Complete Windows setup and sign in with the intended account.
- Connect to the internet and open Settings → Windows Update; select Check for updates.
- Reinstall applications from trusted sources and restore your saved license, VPN, browser, and development details as needed.
- Restore files from your verified external, network, or cloud backup. If using OneDrive, sign in and confirm files are present before deleting any local copies.
- Check Device Manager for missing drivers and install necessary drivers from Windows Update or the PC manufacturer.
- Confirm Windows activation under Settings → System → Activation.
- Review privacy, power, display, browser, and backup settings. Once the PC is working, consider creating recovery media for a future emergency.
Choose another recovery tool when it fits better
- System Restore: Use it when a driver, app, or system change recently caused trouble and a suitable restore point exists. It targets system changes, not personal-document recovery.
- Uninstall Updates: Consider it if the problem began immediately after a Windows update.
- Startup Repair: Use it when Windows won’t start or repeatedly gets stuck loading.
- Recovery Drive: Use a drive you already prepared when the internal recovery route is unusable. It can restore Windows even after a drive is replaced or wiped, but it does not include personal files.
- Installation media: Use it when Windows cannot reach recovery tools, both reset methods fail, or a more thorough reinstall is appropriate. Microsoft specifically recommends installation media for suspected malware.
- System image: Use a system image created before the failure when you need to restore a prior operating environment, including its backed-up system state, apps, and settings. Cloud download does not create or restore one.
Microsoft’s recovery-options guide explains which built-in tools address different problems. Choose the least disruptive tool that matches the cause: a reset is a substantial step, not the default fix for every Windows issue.
