Rotativa does not render SVG itself. It delegates PDF output to wkhtmltopdf (and image output to wkhtmltoimage), so an SVG foreignObject that appears in Chrome can still be omitted or misplaced in the generated file. Start with a minimal reproduction rendered by the exact executable used by your application, then test the documented community workaround: remove the requiredExtensions attribute from foreignObject. Keep the change only if your real PDF or image output improves.
Why Rotativa and Chrome produce different SVG output
The Rotativa project describes the library as an ASP.NET MVC helper that renders actions or views as PDFs and images through wkhtmltopdf and wkhtmltoimage. The browser you use for development is therefore not the renderer that decides what appears in the final artifact. A current Chrome build may support your SVG and embedded HTML while the older WebKit-based binary configured for Rotativa does not.
This distinction explains the common symptom: ordinary SVG shapes and text render, but content inside foreignObject is missing. A January 2015 Stack Overflow question reports that behavior in a Rotativa PDF; the accepted answer suggests removing requiredExtensions from the element. That is a single community answer, not a compatibility promise. Test it with your own SVG and renderer before shipping it (Stack Overflow report).

Other wkhtmltopdf reports show that results can change when SVG element order changes or when the SVG height changes. Those reports establish environment-specific symptoms, not a universal height rule or a guaranteed ordering fix (issue #2202; issue #4804).

Check the renderer that your deployment actually uses
Before changing markup, identify the binary and version used by the web process. The Rotativa.AspNetCore README says the wkhtmltopdf.exe file must be accessible to the application process and documents a default Rotativa folder. It lists compatibility with .NET Core 3.1 and .NET 5, 6, 7 and 8; verify the package and runtime versions in your application because a newer project may require different deployment work (Rotativa.AspNetCore repository).
- On the server, locate the executable configured for Rotativa. Do not assume it is the same binary installed on your workstation.
- Record the operating system, executable path and version. Running the binary with
--versionis a practical way to capture its version in a deployment log. - Run the minimal file below through that exact executable and inspect the resulting PDF or image, not a browser tab.
For a direct command-line reproduction, use the renderer in your deployment path:
wkhtmltopdf --version
wkhtmltopdf input.html output.pdf
Replace wkhtmltopdf with the complete path to the configured executable when necessary. For image output, use the corresponding wkhtmltoimage binary. The important variable is the binary Rotativa invokes, including its operating-system build and version.

Create a minimal SVG test case
Reduce the problem to one SVG and one foreignObject. This prevents an unrelated view, stylesheet, script or neighboring SVG element from hiding the real failure.

The XHTML namespace on the embedded div is present in the wkhtmltopdf issue example. Treat it as sound markup to test, not as a verified cure (issue #2202).
Test the requiredExtensions workaround
If your production SVG includes an attribute such as requiredExtensions, preserve it in the first reproduction. Then make a second copy with only that attribute removed:

Render both files with the same executable, options and working directory. If the second artifact contains the text and the first does not, remove requiredExtensions in the application output and repeat the test with the complete view. If neither changes, restore the attribute and continue with the isolation steps below. The Stack Overflow answer is useful because it supplies a concrete experiment; it does not prove that every Rotativa or wkhtmltopdf build interprets the attribute the same way.
Integrate the test into an ASP.NET application
Keep the SVG test in a small view or static HTML file first. Once it renders, place the same markup in the view that Rotativa converts. Ensure the web process can read the configured wkhtmltopdf.exe; a path that works interactively can fail under IIS, a Windows service or a container account. The Rotativa.AspNetCore project documents its expected executable location and supported framework list in its README, so compare those instructions with your package version rather than copying a path blindly (Rotativa.AspNetCore repository).
When debugging a generated document, save the exact HTML sent to the renderer whenever your application can do so safely. Compare it with the browser response. Differences in relative URLs, authentication, CSS, fonts or script timing can make a correct SVG appear to be a renderer defect. Do not use a browser screenshot as proof that the PDF renderer received the same document.
Use a controlled isolation sequence
- One element: remove every SVG element except the rectangle and one
foreignObject. Confirm whether the embedded text appears. - Stable dimensions: give the SVG and
foreignObjectexplicit width and height. This makes clipping visible and lets you compare runs consistently. - Plain content: replace complex HTML with one text node, then add your real CSS, nested elements and images one at a time.
- Element order: move adjacent SVG elements around and render again. A wkhtmltopdf report describes labels stacking or changing position when element order changes, but the issue was marked “NeedInfo” and has no confirmed general fix (issue #2202).
- Canvas height: compare a few explicit heights only to identify clipping or layout sensitivity. A 2020 Windows 10 report using version 0.12.6 says changing SVG height changed the result; it does not establish a height value that works universally (issue #4804).
- Final artifact: inspect the PDF in a viewer and extract or zoom the text. For images, open the produced file rather than relying on a browser preview of the source page.

Common deployment and markup traps
Testing only in a current browser
Browser success is necessary for authoring but insufficient for Rotativa output. Always reproduce with the same wkhtmltopdf or wkhtmltoimage binary, operating system and inputs used in production.
Assuming a package upgrade fixes the renderer
Rotativa is the wrapper; the rendering behavior remains tied to the executable behind it. Check which binary your package actually ships or references before attributing a change to the .NET package.

If you remove the attribute, reorder elements, change dimensions and rewrite CSS in one commit, you cannot identify the effective change. Keep each reproduction small and retain the generated artifacts for comparison.

Ignoring process permissions
The README requirement that the executable be accessible to the web application process matters in hosted environments. Confirm read and execute permissions under the real service identity, not only under your development account.
When to consider another rendering route
If the minimal test still fails after the attribute experiment and isolation, compare another renderer against the actual SVGs your application must produce. Measure the output rather than choosing from browser behavior alone:
- fidelity of text, fonts, line wrapping and layout;
- support for your operating systems and deployment model;
- behavior of the complete SVG, including embedded XHTML and external assets; and
- maintenance and version status of the renderer you would operate.
The cited reports do not establish a particular alternative as superior, nor do they show that a hosted Rotativa.io route resolves foreignObject output. Treat any replacement as a separate, reproducible evaluation.

Render with the exact wkhtmltopdf binary behind Rotativa, test a minimal SVG, and try removing requiredExtensions as an isolated change. Because reported behavior varies by renderer version and markup, keep the workaround only after it succeeds on your production-sized SVG.
