Load the page, handle its actual consent UI, verify that the banner is gone, and only then capture the screenshot. Headless Chrome can take a screenshot, but it cannot infer which button a particular site uses for consent. For repeatable results, use Chrome’s command-line flags for simple captures or Puppeteer (or CDP) when you must inspect and interact with the rendered page. A fixed delay, cookie deletion, or a guessed selector is not a universal solution.
What “remove” should mean in your workflow
There are two different goals:
- Record a consent decision: click the site’s visible Accept, Reject, or equivalent control, then confirm that the overlay disappears and the page reaches the intended state.
- Produce an unobstructed visual: hide or remove the overlay with controlled CSS or script. This changes the rendered page and should be used only when that alteration is acceptable for your test or documentation.
These outcomes are not interchangeable. A screenshot without a banner does not prove that consent was stored. Conversely, clicking a control may set cookies, local-storage values, or a server-side preference that affects later runs.
Choose the right capture method

Fast capture with Chrome Headless CLI
For a page that has no blocking banner, or when another part of your environment handles consent, Chrome’s headless interface is sufficient. Pin the Chrome version, URL, viewport, and locale used by your job.

--screenshot writes an image, and --window-size fixes the viewport. --timeout bounds how long Chrome waits before capturing; it does not locate or dismiss a consent dialog. --virtual-time-budget advances time-dependent page code, but it also does not click a banner:

When diagnosing a mismatch, compare the rendered DOM rather than the original HTML source:

The dumped DOM reflects parsing and script execution. It can reveal that a consent component is inside an iframe, appears only after JavaScript runs, or uses an accessible label different from its visible text. If interaction is required, switch to Puppeteer or CDP.
Reliable dismissal with Puppeteer
Puppeteer is the practical choice when the consent interface must be discovered and operated before the screenshot. The following example is intentionally site-specific: replace the URL and selectors after inspecting the target page. It tries a short list of selectors, clicks the first visible match, then waits for the banner to become hidden or detached.

Use a selector that describes the actual accessible control, not a selector copied from a different consent-management platform. If the control is rendered in an iframe, enumerate frames and operate in the matching frame:

After clicking, wait for an observable state change: the banner is detached, hidden, its height becomes zero, or a known page element becomes available. Avoid relying on sleep(5000); a fixed sleep can be too short on a slow run and wastes time on a fast one.
When you deliberately need a visual-only removal
If your test is specifically about page layout and must ignore consent chrome, inject a narrowly scoped style after the page loads. Keep this separate from runs that claim to represent a real user decision.

Do not use a broad rule such as hiding every fixed element: it can remove navigation, notifications, or legitimate page content and make the image misleading.

CDP exposes the Page domain for screenshot capture and script injection on new documents, plus Network-domain cookie operations. It is useful when an existing service already manages a Chrome session. Enable the required domains, navigate, inject only the script you intend to run, and wait for a verifiable state before calling Page.captureScreenshot.
Cookie deletion is not a universal banner fix. A site may store consent in local storage, IndexedDB, a server profile, or a third-party iframe. Clearing cookies can make a banner reappear, leave it unchanged, or alter unrelated session state. Test the target implementation rather than assuming that Network.clearBrowserCookies will close the overlay.
A reproducible runbook
- Pin the environment. Record the Chrome/Puppeteer version, URL, viewport, device scale factor, locale, timezone, and authentication context.
- Load and observe. Wait for the consent component or an equivalent page state, not an arbitrary delay.
- Identify the control. Inspect the rendered DOM, accessible name, shadow root, and iframe structure. Check the page’s own labels and buttons.
- Choose the intended outcome. Click the visible control for a recorded consent decision; inject CSS only for a clearly labeled visual-only capture.
- Verify disappearance. Assert hidden/detached state and, where relevant, check a consent cookie or storage value without assuming its name across sites.
- Capture. Set full-page or element capture, output format, and path only after the verification passes.
- Investigate failures. Save a rendered DOM dump, console log, network log, and a diagnostic screenshot with the banner present.
Common failures and fixes
The selector times out
Cause: the banner uses a different label, appears later, lives in an iframe, or is shadow-DOM content. Fix: inspect the rendered DOM and frames, use the control’s accessible name, and wait for the component’s actual appearance.
The click succeeds but the banner remains
Cause: the click hit a hidden duplicate, opened preferences instead of accepting, or triggered an asynchronous update. Fix: require visibility, click the intended button, then wait for hidden/detached state and inspect console or network errors.

The banner is absent in one run and present in another
Cause: persisted cookies/storage, geolocation, locale, authentication, or consent supplied by a third-party frame. Fix: define whether each run starts with a clean context; set locale and timezone explicitly; use a fresh browser context for first-visit tests and a persisted profile only when testing returning users.
The screenshot is taken before page content settles
Cause: a timeout or virtual-time budget was mistaken for a readiness signal. Fix: wait for a page-specific selector, network-idle condition, image completion, or another deterministic predicate, then capture.
Headless and headed results differ
Cause: viewport, device scale, fonts, permissions, animation timing, or user-agent differences. Fix: pin those settings and disable animations only when the test allows it; compare a headed diagnostic run with the same dimensions.

The consent UI is an iframe from another origin
Cause: frame isolation prevents page-level selectors from finding the button. Fix: locate the frame by URL or title, run the selector inside that frame, and wait for the frame or overlay to disappear.
Performance, reliability, and cost considerations
Launching a new browser for every URL is simple but expensive in CPU and startup time. For batches, keep one browser process and create isolated contexts so cookies do not leak between sites. Reuse pages only when you intentionally want state to persist. Full-page screenshots can consume substantial memory on long pages; capture a required element or viewport when that meets the requirement.
Network-idle waits can hang on analytics, streaming, or long-polling connections. Prefer a meaningful content selector plus an image/font readiness check, and retain a hard upper timeout as a safety bound. Record whether the banner was found, which control was used, how long dismissal took, and whether verification passed. Treat an unverified capture as a failed artifact rather than silently publishing it.

Can --timeout remove a cookie banner?
No. It only limits waiting before capture. A consent control still requires site-specific browser interaction.
Should I always click “Accept all”?
Only when that is the consent outcome your test is meant to represent. Otherwise choose the site’s intended option and document it.

Is deleting cookies equivalent to rejecting consent?
No. Cookie state is only one possible storage mechanism, and deletion does not express a particular consent choice.

Why inspect the rendered DOM instead of page source?
JavaScript can create, alter, or insert the banner after parsing. A rendered DOM dump shows the post-script structure that automation actually sees.
Frequently Asked Questions
Can a CSS rule make a screenshot legally equivalent to a consented visit?
No conclusion about legal equivalence follows from hiding an element. Treat CSS removal as a visual transformation and use the site’s own control when you need to record a user choice.
What should a pipeline store for auditability?
Store the browser version, context settings, URL, consent action, verification result, timestamp, and the final image; retain diagnostic DOM and logs when a run fails.
