The most reliable way to record a web page is to save more than one kind of copy. Print it to PDF for a readable snapshot, save the page or MHTML for searchable source material, take a screenshot when appearance or a transient banner matters, and create an Internet Archive Wayback capture when you need a public, timestamped link. Record the exact URL, page title and UTC capture time with every file.
Choose the record that matches your purpose
No single format preserves everything. A PDF shows how the page looked; HTML or text preserves source content for searching; a screenshot proves what was visible; and a Wayback URL lets other people inspect a public copy later. For important evidence, use at least two formats rather than trusting one capture.

Before you capture: make the record defensible
- Copy the complete URL, including the path and query string, and note the page title.
- Write down the date and time in UTC. Your browser’s local time is not enough when people in other regions must verify the event.
- Decide whether you need the page’s appearance, its text, a public link, or all three.
- Keep the original files unchanged. If you annotate a copy, preserve the untouched original beside it.
- Note anything a capture cannot include: login-only sections, missing images, video, audio, forms, advertisements, consent dialogs or content loaded after scrolling.
For formal records, also document who made the capture, which device or browser was used, where the files are stored, and when they were transferred. The National Archives and Records Administration defines web-record integrity as a record being “complete and unaltered”; documented controls over creation, transmission, receipt and maintenance support that claim.
Save a local copy with the browser
Save Page As
Use your browser’s Save Page As command to keep an offline copy. In Firefox, open the page, choose the application menu, select Save Page As, then choose a complete HTML copy, a single-file format such as MHTML when available, or text. Save the original URL and UTC timestamp in a separate record or filename.

Keep that folder with the HTML file and do not rename individual assets. A text export is easier to search but loses layout and images. MHTML packages more assets into one file, although scripts and externally hosted resources can still fail to reproduce.

Check the result
- Disconnect from the network or open the file in a private window to test whether the important text and images remain.
- Compare the saved title and visible sections with the live page.
- Record assets that are absent, especially embedded media, charts rendered by scripts and content that appears only after interaction.
Print the page to PDF
The Consumer Financial Protection Bureau notes that your web browser can likely “print” the page to a PDF. Open the print dialog with Ctrl+P (Windows/Linux) or Command+P (macOS), select Save to PDF or the equivalent printer, inspect the preview, and save the file with the capture date.
Settings that matter
- Enable headers and footers when the dialog offers them so the page title, URL and date appear in the file.
- Turn on background graphics if colors, warning bands or charts are evidence.
- Use the page’s print preview to find clipped columns, missing lazy-loaded images or blank pages.
- Expand accordions and scroll through lazy-loaded sections before printing.
- For institutional preservation, use PDF/A when your repository supports it. UCSC guidance recommends PDF/A for publicly displayed web information submitted to a final repository.
PDF preserves a readable visual snapshot, but it is not automatically a complete web record. Video, audio, forms, login-gated material and content fetched by scripts may not appear.
Take a screenshot when the visible state is the evidence
Use a screenshot for a cookie notice, outage message, chart, warning, ad, layout defect or other state that could change as soon as the page reloads. Capture the whole page when possible, not just the current viewport, and include the browser address bar only if your policy requires visible proof of the URL.

UCSC describes screenshots and web-recorders as useful visual evidence but cautions that a recorder can capture the browsing display without preserving all underlying page content. Pair the image with the URL, UTC time and a local PDF or HTML copy. For a long page, make multiple overlapping screenshots or use a full-page capture and record the viewport size.
Create a public Wayback copy
Open Internet Archive’s Save Page Now, submit the page URL, and retain the timestamped result. Internet Archive says the service saves one page at a time, including images and CSS, and supplies a permanent URL; it does not automatically save outlinks. A Chicago Manual of Style recommendation is to use a Wayback version when the consulted version needs to be shared, noting that the timestamp in the archived URL identifies the UTC capture moment.
When Wayback capture is incomplete
Saving can fail or omit material when a site blocks crawlers, uses restrictive robots.txt rules, has SSL problems, or depends on interactions such as scrolling, clicking, logging in or submitting a form. Dynamic data may replay differently later. Keep your local PDF, screenshot or HTML even when the Wayback save succeeds.

Build an evidence bundle
For a consequential claim, combine formats:
- Capture the live page as PDF, including the title and URL if the print dialog allows it.
- Take a screenshot of the relevant visible state, warning or chart.
- Save HTML, MHTML or text for searching and inspection.
- Submit the URL to Save Page Now and store the resulting Wayback link.
- Place all files in a dated, read-only folder with a short manifest listing URL, title, UTC time, operator, browser and omissions.
This bundle separates appearance from text, and local custody from public verification. It also makes it easier to show that a later change occurred on the source site rather than in your copy.

Troubleshooting common capture failures
The PDF is blank or missing sections
Wait for the page to finish loading, scroll to trigger lazy content, expand relevant panels and print again. A script, login wall or blocked resource may prevent rendering; keep a screenshot and HTML copy as evidence.
The screenshot contains a consent banner or chat bubble

The Wayback link has no images or interactive content
That is expected when the crawler cannot fetch assets or when the page depends on interactions. Save those elements locally and describe the omission in the manifest; submit the page again only when the site state or URL has changed.

The saved HTML opens differently offline
Keep the asset folder beside the HTML file, avoid moving individual resources, and test without a network connection. External scripts, cross-origin assets and server-side data may never work offline; use PDF or screenshot for the rendered appearance.

Capture immediately, include UTC time, preserve the original file unchanged and create a Wayback copy. If the page updates continuously, repeat captures and give each artifact a distinct timestamp.

Is a screenshot enough to cite a webpage?
It can show what was visible, but it does not provide searchable text or a public replay. Add the URL and UTC time, then pair it with a PDF, HTML copy or Wayback link when the claim matters.
Does Wayback save every link on a page?
No. Save Page Now captures one submitted page and does not automatically archive its outlinks.
What should I do with login-only material?
Follow your organization’s access and privacy rules, capture only what you are authorized to view, and state in the record that the material requires authentication.
