If Chrome’s built-in Developer Tools are disabled, check whether a browser or device policy is enforcing that restriction. In Chrome, open chrome://policy and look for the Developer tools availability policy. If it is enforced, the person or organization that manages the policy must change it; a regular Chrome setting may not override it.

First, check whether a Chrome policy is blocking Developer Tools

  1. Open Chrome and enter chrome://policy in the address bar.
  2. Review the policies listed on the page. Use its reload option if you need to refresh the current policy list, then look for the Developer tools availability policy.
  3. Check the policy’s status and source. Google says this page shows policies applying to the device and where they come from, including platform or cloud management. See Google’s guide to viewing current Chrome policies.

If the policy is enforced with a setting that prevents Developer Tools from opening, contact the administrator who controls that policy. Google documents “Always allow use of built-in developer tools” as the default for unmanaged users; managed Chrome can be configured differently. What to do on managed Chrome

A workplace, school, or device administrator may manage Chrome through cloud controls or local device management. The policy may apply to a user or an enrolled browser/device, so identifying its source on chrome://policy helps direct the request to the right administrator. Google’s documentation covers policy configuration for managed users and enrolled browsers, as well as local policy management on managed PCs.

Ask the administrator to review the Developer tools availability setting in the system that supplies the policy. If Developer Tools are permitted generally but blocked on particular sites, also ask them to check URL restrictions: Google notes that those restrictions can independently affect where Developer Tools may open. Do not try to bypass an organization’s restriction by changing local machine policy or deleting policy entries; that can conflict with the device’s management and will not reliably change a centrally enforced rule.

How long can a policy change take?

Google says policy changes typically take effect in minutes, but may take up to 24 hours to apply to everyone. If an administrator has changed the setting and Chrome still reports the old policy, check chrome://policy again after it refreshes and give the change time to propagate. The timing guidance is in Google’s Chrome policy documentation.

Unmanaged versus managed Chrome

If it shows no restriction and Developer Tools still will not open, avoid changing machine-level settings without knowing whether another manager controls the device.
Managed Chrome An organization or local device-management system may enforce a restriction. The policy page shows policies applying to the device and their source. Ask the responsible administrator to review the policy, its scope, and any URL restrictions.

For administrators, Google provides separate instructions for policy configuration and templates. Its policy-setting guide explains policy templates and the meaning of “Not Configured.” Use the configuration system that supplies the policy rather than assuming that changing one Chrome installation will override a policy managed elsewhere.

Troubleshooting when Developer Tools are still unavailable

  • The policy is set to never allow: Only the administrator who controls that policy can change it. Ask them to select an allow option if access is appropriate.
  • The policy page shows a source you do not control: Contact the workplace, school, or device administrator associated with that source. A setting on your own account may not override platform or organization management.
  • Developer Tools are blocked only on some sites: Ask the administrator to inspect URL restrictions as well as the general Developer tools availability setting.
  • The administrator changed the setting, but Chrome has not updated: Reload the policy list and allow for propagation; Google says changes typically take minutes and can take up to 24 hours to reach everyone.
  • No restrictive policy appears: The official policy guidance does not identify a universal user-side repair for every remaining cause. Avoid registry edits or other machine-policy changes unless the device administrator directs them.
