You can add a payment-processing fee in WooCommerce with a gateway-based fee rule, but the checkout setting is only one part of the job. First confirm that your law, processor agreement, and card-network rules allow the fee for the specific card product and sales channel; then configure the fee, disclose it before payment, and verify how it appears on orders and receipts. A checkout gateway rule alone does not establish that a charge is lawful or correctly limited to eligible cards.

Choose between a surcharge, a discount, and pricing that absorbs the cost

These approaches can look similar to a customer, but they work differently:

Approach How it works What to consider
Credit-card surcharge Adds a separate fee to an eligible credit-card transaction. May be restricted by law, the processor agreement, or card-network rules. The fee generally must be limited to eligible credit cards and disclosed as required.
Cash or alternative-payment discount Sets a price and gives a discount when the customer uses an eligible alternative payment method. Rules for advertised prices and discounts vary. Do not assume that calling a charge a “service fee” or framing it as a discount avoids surcharge requirements; confirm the treatment for your jurisdiction and processor.
Absorb the processing cost Keep checkout prices unchanged and account for acceptance costs in product pricing or business margins. Avoids adding a separate checkout fee, but the business still pays its processor’s charges.

This article focuses on a separate fee in WooCommerce. If you choose a discount or include costs in prices instead, check the applicable pricing and disclosure rules for your market.

Set up a payment-method fee in WooCommerce

WooCommerce’s gateway-fee documentation describes customer-facing fees with fixed or percentage amounts and rules tied to the selected payment method. A fee extension can provide an administration interface for creating those rules. The exact menu and available controls depend on the extension, so follow its current documentation rather than assuming every store has the same settings.

  1. Check eligibility first. Identify your actual cost of acceptance and determine which methods and card products may legally and contractually carry a surcharge. Do not start with a percentage copied from another merchant.
  2. Choose an implementation. Install a maintained WooCommerce fee extension or a WordPress.org plugin that supports your gateway and checkout experience. Review its current documentation and changelog, especially for compatibility with your checkout type.
  3. Create a narrowly scoped rule. Select the qualifying credit-card payment method and use a clear label such as “Credit-card processing fee.” Choose a fixed amount, percentage, or combination only after calculating the permissible amount.
  4. Exclude ineligible methods and cards. Configure exclusions where the extension supports them, and verify that the gateway can reliably distinguish eligible credit cards from debit and prepaid cards. A rule that targets a generic card gateway may not be enough.
  5. Set only necessary conditions. Add country, customer role, cart, product, shipping, or tax conditions only if they reflect your actual policy and legal requirements. Confirm how the extension applies tax rather than assuming a fee is taxable or exempt.
  6. Make the charge visible before payment. Show the fee and its amount before the customer submits the order. Check that the order summary, confirmation, and receipt itemize the fee accurately.
  7. Test before launch. Use a staging environment to test each payment method, relevant card types, currencies, tax settings, mobile layouts, checkout flow, and refunds. These are verification steps, not results from a test of a particular plugin.

These feature descriptions do not establish that a plugin supports every gateway, WooCommerce checkout mode, or card-level exclusion you need. Verify those details against the version you intend to install; compatibility, licensing, and current pricing are not established here.

Choose a fee calculation that matches your costs and the applicable cap

Fixed fee

A fixed amount is straightforward to display, but the same amount represents a larger share of a small transaction than a large one. Use it only if it is lawful, allowed by your processor and network, and consistent with your cost-of-acceptance limit.

Percentage fee

A percentage scales with the order total, but it may not account for a processor’s fixed per-transaction charge. Stripe’s 2026 U.S. pricing page lists “2.9% + 30¢”; that is a processor- and region-specific published rate, not a universal WooCommerce fee or a rate that necessarily applies to every Stripe account. Check the rate and pricing terms for your own account and location.

Combined fee

A combined percentage and fixed amount can more closely reflect a processor charge that has both components. For example, if a hypothetical transaction costs 2% plus 20 cents to process, the corresponding arithmetic would be 2% of the eligible transaction amount plus 20 cents. That illustration is not a recommended surcharge rate: the amount you may pass through can be lower than your processor cost because of legal or network caps, and the calculation base must match the rules that apply to you.

Before setting any amount, check what your processor counts as cost of acceptance and whether the permitted cap is based on that cost, a network limit, or the lower of multiple limits. Do not treat a plugin’s ability to calculate a fee as proof that the result complies.

Check the rules for your location, card network, and processor

There is no universal surcharge percentage for every country, processor, card product, or WooCommerce setup. The following details are specific to the sources and scope noted; they are not a substitute for checking the rules that apply to your business.

U.S. Visa rules described in Visa’s Merchant Surcharge Q&A

  • Visa says U.S. merchants may surcharge credit cards in most states, subject to limitations. The applicable state law and merchant-specific rules still need to be checked.
  • For the U.S. merchant process described in the Q&A, Visa requires advance notice to the acquirer at least 30 days before starting.
  • The surcharge must apply to credit cards only and be no greater than the lower of the merchant discount rate or 3%.
  • Visa calls for disclosure at the point of entry, point of transaction, and on every receipt. Its rules require stating the exact surcharge amount or percentage and that the merchant assesses it and that it applies only to credit transactions.

U.S. Mastercard rules described in its merchant surcharge summary

  • Mastercard permits U.S. merchants to surcharge Mastercard credit cards subject to registration, disclosure, and caps.
  • Its summary states a maximum surcharge cap of 4%, but the merchant’s applicable cost-of-acceptance limit and other network rules may control at a lower amount.
  • Mastercard prohibits surcharges on Debit Mastercard and Mastercard prepaid cards.

FTC pricing guidance and processor terms

  • The Federal Trade Commission says businesses may pass through payment-processing fees when otherwise permitted by law. Its guidance also says a mandatory credit-card fee must be included in the total price.
  • Stripe’s surcharge guidance emphasizes jurisdiction, caps, credit-only treatment, and disclosure before the transaction. Stripe’s Services Agreement separately requires notice to Stripe at least 60 days before charging such fees and says the fee must be collected as part of the submitted transaction amount. This is distinct from Visa’s notice to the acquirer; check the notice obligations for your processor and card networks rather than treating one notice as covering all of them.

These U.S.-specific network statements do not establish the rules for other countries or every sales channel. Check local law, your acquiring bank or processor agreement, and the network rules applicable to your merchant account before enabling a surcharge.

Do not apply a credit-card surcharge to every checkout method

A gateway name is not necessarily a reliable description of the underlying payment instrument. A single checkout option may accept credit cards, debit cards, or other products, and payment wallets may route transactions differently. Confirm with your gateway and extension whether eligible card products can actually be identified before a fee is applied.

  • Debit and prepaid cards: The cited U.S. Visa and Mastercard rules limit surcharges to credit transactions and prohibit surcharges on the named debit and prepaid products. Exclude them when required.
  • Digital wallets: Do not assume a wallet payment is surchargeable just because it appears as a separate gateway. Check how the transaction is classified and what your processor and network permit.
  • Buy now, pay later: A BNPL method is not automatically equivalent to a credit-card transaction for surcharge purposes. Check the provider’s terms and applicable law.
  • Square: Square’s documented surcharge feature has a 3% or cost-of-acceptance cap, excludes debit and prepaid cards, and works on specified Square POS apps and web invoices—not Square Website transactions. It is not a general WordPress or WooCommerce solution.

Verify checkout disclosure, taxes, refunds, and security

Disclosure and order records

Test the complete customer journey, not only the rule editor. The customer should see the applicable fee and its amount before submitting payment, and the resulting order and receipt should reflect the fee correctly. For the U.S. Visa process described above, a checkout label alone does not replace the required disclosure at the point of entry and on receipts.

Tax and refunds

Whether a fee is taxable, how it is presented in tax calculations, and whether it is refunded when an order is refunded depend on the relevant law, gateway, and plugin behavior. Review the settings and documentation, then test partial and full refunds and the resulting order records before using the rule on live orders. Do not assume a refund of the products automatically handles a separately itemized fee.

PCI responsibilities

WooCommerce explains that hosted fields or off-site gateways such as Stripe, PayPal, and WooPayments can keep a store from directly handling raw cardholder data. PCI-DSS obligations still apply to entities that store, process, or transmit cardholder data. Adding a surcharge changes checkout pricing; it does not by itself remove security or compliance responsibilities.

Use a go-live checklist

  • Confirm the surcharge is allowed in every jurisdiction where you will offer it.
  • Confirm the processor and card-network notice, registration, calculation, cap, and disclosure requirements for your merchant account.
  • Verify that the checkout can distinguish eligible credit cards from debit, prepaid, wallet, and other payment products where required.
  • Check that the plugin supports your gateway and checkout mode, including block checkout if your store uses it.
  • Verify the amount, label, tax treatment, customer-facing disclosure, order record, receipt, and refund behavior in staging.
  • Keep a record of the rule configuration and the source of the cost and cap used to set the fee.
