Those edits change only your local rendering; they do not change the public website. If the changes must survive reloads, edit a local source file or use a supported local-override workflow. For print-only changes, use @media print and @page rules, preview the print rendering, and then export.
First decide what you are modifying
“Modify a web page” can mean changing its visible content or changing how it is laid out on paper. The safest workflow depends on which job you have.
Change text, attributes, or elements
Chrome DevTools lets you edit the active Document Object Model (DOM). The DOM is the tree the browser is currently rendering; JavaScript may already have inserted, removed, or changed nodes compared with the original HTML delivered by the server. In Chrome, right-click the item and choose Inspect. In the Elements panel, double-click text or an attribute to edit it. Right-click a node and choose Edit as HTML when you need to replace markup. Chrome documents this workflow in Get started with viewing and changing the DOM.
These edits are temporary. Refreshing the page can remove them, and they affect only your browser session. They do not edit the website for other visitors.

Change only the printed appearance
Use print CSS when you need to hide navigation, set paper margins, change page dimensions, or prevent a block from breaking badly. The @media print rule applies styles during printing, while @page controls page-level settings. MDN’s Printing – CSS guide covers the syntax. If you use Microsoft Edge, its print preview mode emulates print media so you can inspect those rules before opening the system dialog.
One-off workflow: edit, preview, and save
- Open the page and identify the scope. Decide whether you need a content edit, a print-layout edit, or both. Keep the page open while working; a reload may discard DOM changes.
- Inspect the content. Right-click the heading, paragraph, image, or other element and select Inspect. Edit text directly, change an attribute, or use Edit as HTML. If the content is generated by JavaScript, modify the node that is actually present in the Elements tree.
- Add print rules when appropriate. In a local source file or an authorized override, use rules such as
@media print { nav, .cookie-banner, .chat-widget { display: none !important; } }and@page { size: A4; margin: 16mm; }. A print rule is preferable to manually hiding every element in the live DOM because it keeps the screen view separate from the paper view. - Emulate print media. In Edge, open DevTools, open the rendering controls, enable print emulation, and inspect the page. In other Chromium-based browsers, use the rendering panel’s media-emulation control when available. Check that backgrounds, columns, images, and page breaks look intentional.
- Open print preview. Use the browser menu or
Ctrl+P(Windows/Linux) orCmd+P(macOS). Review every page in the preview before saving. - Set output options. Choose Save to PDF or the equivalent PDF destination. Check paper size, orientation, scale, margins, background graphics, and headers and footers. Firefox documents its print controls in How to print web pages in Firefox; labels and available controls vary by browser and operating system.
- Save and verify. Reopen the PDF. Confirm that all required text is present, links or images appear as expected, headings are not clipped, and page breaks are sensible. Select text to check reading order rather than judging the picture alone.
Make changes persist instead of re-editing every time
Chrome distinguishes the live DOM from source files fetched by the browser. Its Local Overrides documentation explains that edits made directly in the Elements DOM tree are not saved as local overrides. For repeatable work, use a local project, a connected workspace, or the supported Sources/Overrides workflow to edit the underlying file that supplies the HTML or CSS.
Use a local copy
Save an authorized copy of the page or work from the project’s source files. Edit the HTML and stylesheet, open the local file in a browser, and print it. This is the most predictable route when you own the page or have permission to modify it.
Use an editing extension for personal copies
The Chrome Web Store listing for Print Edit WE describes editing page content before printing or saving as HTML/MHTML. Its listing notes that the Save as HTML function requires Save Page WE. Extension features and availability can change, so check the current listing and permissions before installing.

Print CSS patterns that prevent common PDF problems
Hide screen-only controls
Use selectors for navigation, ads, cookie notices, chat launchers, and interactive controls that have no value on paper. Prefer a narrow selector list so you do not accidentally remove article content.
Control page size and margins
@page can set a paper size such as A4 or Letter and define margins. The browser’s print dialog may still provide a user override, so verify the final preview rather than assuming the CSS will win.
Keep blocks together
For figures, cards, or short sections, try break-inside: avoid;. Browsers cannot always honor it, especially when an item is taller than a page, so inspect long documents page by page.
Preserve readable colors
Background graphics are often disabled by default in print dialogs. If a diagram or colored label is essential, enable background printing and verify contrast. Do not rely on color alone to convey meaning.

When browser printing is not enough: Acrobat
Adobe Acrobat’s web-conversion workflow accepts a web URL or a local HTML file. It can capture a selected number of linked levels or an entire site, with same-path and same-server restrictions. Its conversion settings include HTML and text handling, bookmarks, PDF tags, images and backgrounds, scrollable blocks, page size, orientation, margins, and scaling. Use Acrobat when capture scope or conversion controls matter more than a quick current-page export. A browser is simpler for a single page. Neither route should be treated as a way to defeat access controls; capture only material you are authorized to use.

The edit vanished after refresh
That is expected for an Elements-panel DOM edit. Move the change into a local source file, workspace, or supported override, then reload the local result.
The PDF is blank or missing content
Check print preview first. A script may load content late, a collapsed section may be screen-only, or a print rule may hide the wrong selector. Wait for the page to finish loading, remove the over-broad rule, and preview again.

Enable background graphics in the print dialog, confirm that images have loaded, and check whether the page uses lazy loading. For an API capture, use full-page capture and an appropriate wait condition.

Text is clipped or columns break badly
Try a different scale, orientation, or margin, then inspect long elements for fixed heights or overflow rules. Add print-specific widths and avoid forcing a block to stay together when it is taller than one page.
The page contains a consent banner or chat widget

For documents you publish, preserve semantic headings, lists, alternative text, and logical reading order before conversion. Reopen the PDF and test text selection and navigation. GOV.UK’s publishing guidance recommends making the source accessible before conversion, checking the PDF with an accessibility checker, and publishing HTML wherever possible; in that government context, PDF is treated as a last resort.
Frequently Asked Questions
Do DevTools edits change the original website?
No. Elements-panel edits change the DOM rendered in your browser. They do not alter the server’s files or what other visitors see.
Can I modify a page I do not own?
You can prepare an authorized personal copy for printing, but do not represent a local edit as a change to the publisher’s site or use the workflow to bypass access restrictions.
Should I choose a browser, Acrobat, or an API?
Use browser printing for one page, Acrobat for linked-page scope and conversion controls, and an API when you need repeatable, automated captures or agent-driven workflows.
